Project grant applications are due August 29, 2003 for the Transportation Improvement Board
funding. It is recommended that TIB Phase 3, Traffic Signal Interconnect, and the S 144 St
Phase 2 be submitted this year. The Southcenter Pkwy/Klickitat access should be held until
next year for submittal.

ISSUE
Grant applications for submittal to the Transportation Improvement Board.
BACKGROUND
Project grant applications to be considered for Transportation Improvement Board (Tilt)
funding are due August 29, 2003.
ACTION TAKEN
Public Works staff met with Tilt staff to review and discuss potential project applications.
The following four projects were discussed. Table is listed in 000's.

The TIB staff suggested submitting projects 1, 3, and 4 for consideration this year. Project 2
should be submitted next year when the City has more information regarding cost, financing,
and support.
RECOMMENDATION
Submit the three specified grant applications to the Transportation Improvement Board for
funding.

1. South 144th Street Proiect Update The design °f this Pr°ject was put °n h°ld while Cascade View
-- Community Park and street improvements were being completed. S 144th Project is now back on track
with Phase I (TIB to Military) slated for construction in 2004. The design contract with KPG also
includes a design repor~ for Phase II (TIB to 42"d). A State TIB grant was obtained for $1,016,000. Cyndy
went over the entire street design and explained how S 144th St is a high use pedestrian corridor that must
coexist with significant traffic volumes. Traffic calming will be included and there will be a transition
with the Tukwila Int'l Blvd improvements. Both sides of the street will have 6 to l0 ft. sidewalks as well
as 5-ft. bike lanes. There was discussion on the pedestrian flow at Larry's and True Value and the need
for a crossing and some changes in the respective driveways. Metro has approved th~ in-lane bus stop and
it will have the same theme as TIB. The trash pickup at the bus shelter is of concern and Jim said he
would work with our staff or Rabanco for trash pickup. Dave asked about ROW and there are still strips
of land that we will need to purchase to complete the project. Richard also spoke of looking into a
flashing signal at the 37th Ave intersection due to a blind spot. A public meeting is tentatively scheduled
for the week of September 15 and Dave Fenton offered the use of a meeting room at Samara.

2. Transportation Improvement Board Grant Applications Jim explained that grant applications are due
8/29/03 and he wanted approval before moving forward. Four projects are slated for potential yet only
three are recommended. TIB Phase Eli is the last gap to complete from S 132nd to S 138t~ and the Board
suggested that we should leave the phases as is to insure greater success. No. 3 includes the traffic signals
in the CBD and No. 4 is Phase II orS 144t~ St (TIB to 42"d) and both are suggested for submittal. No. 2 is
S/C pkwy and there are many decisions and cost estimates that need to be finalized before submittal. Para
would like a cost range of the three submittals to get an estimate of the City funds needed for the budget.
Dave also mentioned connectivity in the CBD and Sim assured him that any improvements now include
adding conduit. To COW with addRional cost estimates.
3. Grant Successes PWTF has tentatively assured us of the receipt of loans for the Cascade View Drainage
Project and AllentowrdFoster Pt Phase II Sewer Project for a total of $10 million. The official list will be
posted 8/19/03. Also received $3.3 million from WSDOT for TIB Phase III construction and Puget Sound
Regional Council (PRSC) approved $615,800 for TIB Phase II construction. Information.

5. Miscellaneous
~ Cascade Glen Pam reported that there are dead trees along 40th Ave S and wanted to make sure that
they are replaced. Jim said that there is a two-year maintenance bond that will take care of these
things.
~' 1-405 Tukwila Urban Center Received a new map that identifies all of the connections and
improvements that are needed in the agreement between WSDOT and Tukwila for the 1-405 corridor.
