HomeMy WebLinkAbout1912-07-09 Regular Minutes Tukwila, Washington, July 9th,. 1912. The regular monthly meeting of the Town Council. held at Lutz_' Hall on the above date. Meeting was called to order at 8:10 P.M. by the IMayor. There were present: Jacpb Guntert, Mayor. Eugene Sandahl Eugene Lutz, E. F. Doty, D.A. Williams and 0. E. Santhuff, Councilmen. Minutes of the previous meeting were read and approved. Reports of Committees: Streets Alley Mir. Doty reports that Riverside Avenue is com- pleted in "a satisfactor;yT manner. Mr. Williams, In connection with the improvement of Clarence Avenue, that lAr. Stewart will report to to the Council as soon as his land is surveyed. Ways and deans: No Report. Fi nance: To Rpport. The Treasurer's quarterly report was read, accepted an d ordered placed on file. ?y A communication. nd= was read fro the Ladies' Improver�ient Club, in which they urge -the placing of Street Lights on the principal streets of the Town, and offering their assistance in accomplishing this result. Er. Williams stated that it was the.intention of the Council to instal eights, the certain type not yet determined, before the winter season set in, and thanked the ladies for their offer of assistance. Letter ordered placed on file. A letter was =ead from the State Board of Examiners stating that the fees for examining the books of the Town had already begin paid by the County Afaditor, and "g informing the clerkhat the books for the use of the Town Treasurer, recommended by the Board, could be purchased from any reliable stationers. Le ordered placed on .file and the clerk instructed to proceed and purchase the ffarrant Register and General Receipt Book for the use of the Treasurer A petition for the repeal of Ordinance No. 31, relating to the running at large of stock uithin the limits of the Town of Tukwila; also a counter petition for the retention and execution of said Ordinance No. 31, were read, and ordered turned over to the Committee on Laws and Ordinances. An extended discussion followed, entered into members of; Council and residents of the Town, during w hich discussion 1 E.,V,E!ngel made the •statement that owing to E".F.Greene not being a resident of the Town at thq time of the passage of the Ordinance in question, he was not legally entitled to act as Clerk, and that therefore the Ordinance 4Yl question was of no force or effect; was in effect, null and void.` Asrecess of ten minutes was taken, during which time a new Ordinance No. 31 was drawn up repealing-.Ordinance No. 24 and dealing with the subject of the running at large of livestock within the limits of the Town of Tukwila. The Mayor declared an emergency existed and Ordinance No. 3l etas passed on its first reading and ordered published. *'2 According to -the terms And conditions of the above Ordinance, it was found necessary to purchase tags licensing stock to run at large within the limits of the To= of Tukwila under certain restrictions, and the marshal was ordered to make the purchase of suitable tags for the purpose* It was stated that some person or persons unknown were taking without permission and in violation of an Ordinance of the Town, sand from what is known as "Engle Hill ".1he 'Marshal was instructed to place suitable signs at this place, Warning all persons to desist from removing any sand. The Council empowered the 1 1 «arshal to purchase lumber cut in the proper lengths for repairing sidewalks, to the amount of 1000 feet, the same to be furnished to residents along whose property the sidewalks were out of repair, at cost price. There being no further business to come before the Council, meeting adjourned at the hour of 11:30 o'clock P.M. E. F. Greene, Clerk. Mr. Doty made a motio% that all actions of the-Clerk for the past two meetings be ratified by the Council. Seconded and carried. *'2 The Mayor appointed E.F.Greene as clerk to fill the vacancy created in the office by the temporary absence of H.E.Ives. This appointment was immediately confirmed by the Council by a unanimous vote, v
