RE: Resolution Extending Medical Benefits to Families of Personnel Activated
for Military Service
DATE: September 18, 2001
At last week's meeting you asked the status of the Resolution passed in 2001 granting the
extension of medical benefits to dependents of City employee's activated for military
service. A copy of Resolution 1475 is attached for your review. While the body of the
Resolution states that benefits will be extended to "employees' dependents while the
employee is on active duty...", the Title of the Resolution specifies that the extension of
these benefits is granted to those personnel activated "due to the results of the New York
and Washington D.C. tragedies". While some of our personnel may continue to be
activated under the auspices of Operation Enduring Freedom, indications are that most of
the anticipated activations will be in support of the impending Iraqi conflict.
It is our recommendation that for the sake of clarity, a separate Resolution be crafted to
cover those employees that might be activated for reasons other than those associated
with response to 9-11. To that end, a draft Resolution is attached that accomplishes that,
and in a manner that establishes the extension of benefits as a matter of policy for all
future activations.

of Tukwila is supportive of all United States military
personnel who are called to active duty in support of the defense of our nation; end
WHEREAS, it is understood that c~ sacrifices are made by those employees
who are called to active duty; end
WHEREAS, the City of Tukwila wishes to help ease the burden for those
employees in the area of medical, dental and vision coverage for their dependents;
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. The City of Tukwila will hereby provide extended medical, dental end
vision coverage for en employee's dependents while that employee is serving off active
duty as a result of being "called up for service," for a period not to exceed one year from
the date the employee is called to active duty.
Section 2. The medical, dental and vision benefits shall be at the level end under
the terms provided for dependent medical as if the employee were not on active
military duty.

TUKWILA, WASHINGTON, PROVIDING EXTENDED MEDICAL,
DENTAL AND VISION COVERAGE FOR EMPLOYEES'
DEPENDENTS WHILE EMPLOYEES ARE ON ACTIVE DUTY
MILITARY LEAVE FROM THE CITY DUE TO RESULTS OF THE
NEW YORK AND WASHINGTON, D.C. TRAGEDIES.
WHEREAS, the City of Tukwila supports all United States military personnel who are
called to active duty as a result of the bombing of the World Trade Centers and the
Pentagon; and
WHEREAS, the City of Tukwila "family has members who are leaving to serve the
country as a result of this tragedy; and
WHEREAS, the City of Tukwila wishes to help ease the burden for those employees
and their families in the areas of medical, dental and vision coverage for the employees'
dependents;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. That the City of Tukwila will hereby provide extended medical, dental and
vision coverage for employees' dependents while the employee is serving on active duty,
for a period not to exceed one year from the date the employee is called to active duty.
Section 2. The medical, dental, and vision benefits shall be at the level and under the
terms provided to the employees' dependents as if the employee was not on active military
duty from the City.
Section 3. The premium cost for this coverage shall be paid for by the City of Tukwila.
