CALL TO ORDER/PLEDGE OF ALLEGIANCE Council President Robertson called the Tukwila City Council meeting to order at 7:02 p.m. and led the audience in the Pledge of Allegiance. OFFICIALS MINUTES Present were Dennis Robertson, Council President, Councilmembers Joe Duffie, Joan Hernandez, Allan Ekberg, Verna Seal, Kathy Hougardy, De'Sean Quinn. CITY OFFICIALS Jim Haggerton, Mayor; Steve Lancaster, City Administrator; Shawn Hunstock, Finance Director; David Haynes, Police Chief; Rebecca McGregor, Records Manager; Bob Giberson, Public Works Director; Cyndy Knighton, Senior Engineer; Jack Pace, Community Development Director; Mary Miotke, Information Technology Director; Rebecca Fox, Senior Planner; Dave Johnson, Recreation Superintendent; Kimberly Matej, Council Analyst; Melissa Hart, Deputy City Clerk. SPECIAL PRESENTATION a. Introduction of Kirstin May, promotion to Recreation Coordinator. Dave Johnson, Parks and Recreation Superintendent, indicated that Kirstin May competed with 87 other applicants and was selected to be the Recreation Coordinator. Ms. May has been with the City of Tukwila for 7 years, and she conveyed her enthusiasm toward working with the youth and teens of Tukwila. The Councilmembers congratulated Ms. May on her promotion. CITIZEN COMMENTS Matt DeKerrie, 22010 76 Avenue South, Kent, stated he is the Municipal Division Manager with Allied Waste, and he wanted to introduce himself to the Council. The Councilmembers thanked Mr. DeKerrie for attending the Committee of the Whole meeting. SPECIAL ISSUES a. A grant agreement with King County to accept grant funding in the amount of $22,208.44 for a Stream Team Stewardship Training Program. Councilmember Quinn stated he would not be participating in the discussion relating to Special Issues Items 4a and 4b. Councilmember Duffie indicated this item was discussed at the Community Affairs and Parks Committee meeting on January 11, 2010. The committee members were unanimous in recommending approval. The Council is being asked to accept a grant award of $22,208.44 to begin an educational program for residents who live on properties that contain sensitive areas, such as wetlands and streams. The goal is to improve wetland /watercourse functions and to reduce illegal modifications of sensitive areas through Tukwila City Council Committee of the Whole Minutes January 25, 2010 Page 2 of 3 outreach to property owners and residents. The City is required to provide a funding match of $2,500.00. The source of the matching funds will be from the City's Stormwater Utility Fund. After Council discussion there was consensus to have the Council President work with City Administration to create a policy and refine the process relating to the acceptance of grant funding. COUNCIL CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. b. An Interlocal Agreement with King County Solid Waste Division to accept grant funding in the amount of $81,069.00 for the Tukwila Recycling Program. Councilmember Hougardy indicated this item was discussed at the Utilities Committee meeting on January 12, 2010. The committee members were unanimous in recommending approval. Along with King County, the City adopted the 2001 King County Comprehensive Solid Waste Management Plan in 2001, which includes waste reduction and recycling goals. This program provides funding to further the development and enhancement of local waste reduction and recycling projects. The City has received a grant to implement the entire 2010 Recycling Program. COUNCIL CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. c. A consultant agreement with Fehr Peers for transportation modeling for the transportation element to the Comprehensive Plan update. Councilmember Seal indicated this item was discussed at the Transportation Committee meeting on January 19, 2010. The committee members were unanimous in recommending approval. Cyndy Knighton, Senior Engineer, indicated this contract would allow the consultant to provide transportation modeling services in conjunction with the 2011 update to the transportation element of the City's Comprehensive Plan. Fehr and Peers is the same firm that has been maintaining the City -wide transportation model by providing annual checks on the City's level of service standards, which is also referred to as traffic concurrency. The City is required to update the transportation element to the Comprehensive Plan by December 31, 2011. She explained the State is reviewing an option that may allow for an extension on a portion of the required transportation update until December 31, 2014. Steve Lancaster, City Administrator, indicated the update to the transportation element of the Comprehensive Plan is very important work, and a portion of that work could have a new deadline of December 31, 2014. He explained that while the work is significant, a portion of the scope of work items could be delayed until after the Council Retreat. Councilmember Quinn relayed the City has done great things with the Walk- and -Roll Plan and with the current City traffic issues, he is comfortable moving the item forward at this time. Councilmember Hernandez indicated the information collected by the consultant and the analysis would provide useful information to the City that could be used to assist with the current traffic issues and improve safety. COUNCIL CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING. REPORTS a. Mayor Mayor Haggerton announced the City has received a check for $1.2 million from the King County Flood Control District for certain flood mitigation efforts by the City. On January 22, 2010 he attended the Suburban Cities Retreat in Renton. b. City Council Councilmember Hernandez attended the Suburban Cities dinner on January 20, 2010, and the Cascade Land Conservancy Agenda Workshop on January 21, 2010. On January 25, 2010 she participated in the Community Schools Collaboration workshop at Cascade View Elementary. Councilmember Hougardy attended the Suburban Cities Dinner on January 20, 2010 and the Cascade Land Conservancy Agenda Workshop on January 21, 2010. c. Staff There was no report. d. City Attorney The City Attorney's presence is not required at Committee of the Whole meetings. e. Intergovernmental Kimberly Matej, Council Analyst, distributed copies of the Tukwila Transit Center Plan. She explained this item is expected to come before the Council at the February 8, 2010 Committee of the Whole meeting. It is being distributed early so the Council has adequate time to review the plan prior to the Council Meeting. MISCELLANEOUS Councilmember Quinn explained that at the January 20, 2010 Finance and Safety Committee meeting, the Police Department presented a request for a new police evidence storage facility. He conveyed this issue is important, and the Committee was not comfortable forwarding the item until after the upcoming Council Retreat. He would like this item to be a topic of discussion at the Retreat as there are long -term costs associated with the proposal. Council President Robertson indicated he would like to discuss this item at a Committee of the Whole meeting after the Council returns from the Retreat. His intent was to review the current budget at the Council Retreat as opposed to non budgeted items. Mr. Robertson indicated he would discuss this item with City Administration and review the agenda for the Council Retreat. Council President Robertson stated he would also like to review the current process relating to scheduling the Council Coffee Chat and other meetings requiring Council attendance.
