CALL TO ORDER /PLEDGE OF ALLEGIANCE:
6:04 p.m. Mayor Steven M. Mullet called the meeting to order and led the audience in the flag salute.

7 -0.

CALL TO ORDER
Calling the meeting to order at 7:04 p.m. was Mayor Steven M. Mullet.

Mayor's presentation of the Proposed 2002 Budget and proposed 2002 -2007
Financial Planning Model Capital Improvement Plan
Mayor Steve Mullet presented the proposed 2002 Budget, 2002 -2007 Financial Planning Model and Capital Improvement
Plan to Council. He reported the events of past weeks have threatened the security of our nation, disrupted our daily
lives and have acted to further impact an economy that was already showing signs f slowing. As a result, the City now
faces a series of budget challenges which have not been experienced in recent history. A well- conceived, fiscally
conservative budgeting philosophy applied by staff for many years allows for a continuation of our current level of service
to the community. Additionally, he noted, it is important to move ahead with caution in the construction of the 2002
operating and capital budgets.
After several inquiries from Council, Mayor Mullet summarized his statements by noting "flexibility is going to be key in
2002."
PROCLAMATION /APPOI NTMENTS:
Planning Commission
Steve Lancaster, Community Development Director, introduced Margaret Bratcher. No stranger to Council or the work
required of volunteers, Ms. Bratcher spoke in favor of serving on the Planning Commission.
Fenton moved; Linder seconded; appointment of Margaret Bratcher, to Planning Commission Position #2; with a term
to expire March 31, 2002, The motion carried 7 -0.

City Council Regular Meeting Summary
CONSENT AGENDA:
a. Approval of Minutes October 1, 2001 Regular Meeting
b. Approval of Vouchers 231 540 213854, in the amount of $1,255,656.10
Duffie moved; Hernandez seconded; approval of the consent agenda, as presented. The motion carried 7 -0.
OLD BUSINESS:
Minnie Dhaliwal, Associate Planner, reviewed the amendments previous discussed and agreed upon by Council. She
reminded Council:

a. An ordinance amending various Tukwila Municipal Code sections related to zoning and permitting for
different forms of housing and related facilities for persons with disabilities, a variety of group homes
and correctional facilities
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
AMENDING VARIOUS TUKWILA MUNICIPAL CODE SECTIONS RELATING TO ZONING
AND PERMITTING FOR DIFFERENT FORMS OF HOUSING AND RELATED FACILITIES, FOR
PERSONS WITH HANDICAPS AND DISABILITIES AND FOR A VARIETY OF
CORRECTIONAL FACILITIES; REPEALING PARTS OF ORDINANCE NO. 1758, AS CODIFIED
IN TMC CHAPTER 18.06, DEFINITIONS; ADDING NEW SECTIONS TO TUKWILA
MUNICIPAL CODE CHAPTERS 18.06 AND 18.56; PROVIDING FOR SEVERABILITY; AND
ESTABLISHING AN EFFECTIVE DATE
Dormitories have been listed as an accessory use in commercial and industrial zones which allow churches,
colleges, universities and schools.
Boarding homes have been deleted from the permitted use list in LDR zone.
The terms "convalescent" and "nursing home" are used consistently in various zoning districts. Where no
definition of retirement homes appears, they are considered under the definition of Senior Citizen housing.
Haggerton moved; Fenton seconded; reading of the proposed ordinance by title only.

Councilmembers praised Ms. Dhaliwahl for her diligence, patience and tireless efforts on this proposed ordinance.

b. An ordinance vacating a portion of 51st Avenue South, North of Southcenter Boulevard
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
VACATING CERTAIN PROPERTY LOCATED WITHIN THE CITY, DEDICATED FOR STREET
PURPOSES, GENERALLY DESCRIBED AS THE EASTERLY TEN FEET OF 51ST AVENUE
SOUTH, RUNNING NORTHERLY FROM THE 51ST AVENUE SOUTH BRIDGE FOR
APPROXIMATELY 278 FEET; AMENDING THE OFFICIAL STREET MAP OF THE CITY;
PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE.

FIXING THE TIME FOR A PUBLIC HEARING FOR VACATION OF MACADAM ROAD FROM
SOUTHCENTER BOULEVARD TO OLD BLUFF ROAD
Councilmember Haggerton announced he would be absent on the proposed date of the public hearing.

b. An ordinance raising the City /Metro rate for sanitary sewer service due to an increase by the
Metropolitan King County Council
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
AMENDING ORDINANCE NO. 1714 AND TMC 14.16.065, TO RAISE THE CITY /METRO
RATE FOR SANITARY SEWER SERVICE DUE TO AN INCREASE BY THE METROPOLITAN
KING COUNTY COUNCIL; REPEALING ORDINANCE NO. 1929; PROVIDING FOR
SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE
Councilmember Carter clarified, for the record, this is a pass- through rate to community members of Tukwila; and not a
tax increase imposed by the City of Tukwila. Notice to community members (of the increase) will be made via The
Hazelnut or imprinted on utility bills.
Fenton moved; Duffie seconded; reading of the proposed ordinance, by title only.

City Council Regular Meeting Summary
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON,
TAKING A POSITION OF OPPOSITION TO INITATIVE 747, AN ACT RELATING TO
LIMITING PROPERTY TAX INCREASES
Councilmembers spoke of the potential ramifications and effects should Initiative 747 be successful before the voters.
Anna Bernhard was uncomfortable with Council considering a resolution opposing the initiative.
Hernandez moved; Duffie seconded; reading of the proposed resolution, by title only.
The motion carried 7 -0.

APPROVED ORDINANCE #1477 CITIZEN VOTE ON THE INITIATIVE NOVEMBER 6, 2001
REPORTS:
a. Mayor
Mayor Mullet reported recent attendance to a Growth Management conference, in Vancouver, B.C., sponsored by King
County.
Mayor Mullet also reported good progress with the Tukwila Children's' Foundation. He sought volunteers who may want
to either serve on the Board of Directors or in other capacities.

Councilmember Duffie reported attendance to the October 9 Highway 99 Action Committee meeting. He also reported
Police Chief Haines made a recent trip to the Congo, where he spent his vacation time building orphanages for needy
children.
Councilmember Carter attended an October 13 ACC retreat. She thanked Council President Hernandez for preparing
and sending letters of support to the Tukwila Police and Fire Department personnel.
Council President Hernandez attended this evening's Finance Safety Committee meeting. She will also attend an ACC
dinner on Friday, October 19.
Councilmember Haggerton attended an October 10 interview in advance of the ACC Retreat on October 13. He
attended an October 10 CWA Board Meeting and Suburban Cities Association Membership meeting as well.
Councilmember Linder attended the October 9 Highway 99 Action Committee meeting; and a King County International
Airport Part 150 Study Advisory Committee meeting this evening.
Councilmember Fenton spoke supportively of the Georgetown renovations under way. He also attended a Finance and
Safety Committee meeting this evening.
Councilmember Simpson also attended the October 9 Highway 99 Action Committee meeting and the October 12
Southwest King County Chamber of Commerce meeting.
c. City Administrator
John McFarland, City Administrator, reported King County is no longer accepting written comments as it relates to the
redistricting issue. He added two, final, draft maps will be published on October 1 7. Mr. McFarland informed Council
that in light of recent worldwide anthrax exposure, meetings have been held, and reasonable, prudent, steps have been
taken, to ensure safety for those handling mail at City Hall.
d. Legislative Analyst
Lucy Lauterbach, Legislative Analyst, had no report.

MISCELLANEOUS:
Councilmember Duffie acknowledged John McFarland's daughter has been called to active duty.
Councilmember Haggerton noted the first Suburban Cities Association meeting this week, at their new location, in the
Minolta building, 6300 Southcenter Boulevard.
