Chamber of Commerce 2009 year -end report.
MINUTES
Council President Robertson called the Tukwila City Council meeting to order at 7:02 p.m. and led the
audience in the Pledge of Allegiance.
Present were Dennis Robertson, Council President, Councilmembers Joe Duffie, Joan Hernandez,
Allan Ekberg, Verna Seal, Kathy Hougardy, De'Sean Quinn.
Jim Haggerton, Mayor; Steve Lancaster, City Administrator; Shawn Hunstock, Finance Director;
Mike Villa, Assistant Police Chief; Derek Speck, Economic Development Administrator; Bob Giberson,
Public Works Director; Robin Tischmak, Interim City Engineer; Mary Miotke, Information Technology
Director; Lisa Verner, Project Manager; Kimberly Matej, Council Analyst; Melissa Hart, Deputy City Clerk.
Nancy Hinthorne, President of the Southwest King County Chamber of Commerce, distributed a packet,
which included the 2009 Year End Report. She also distributed the South Sound Legislative Coalition
2010 Priorities, 2010 Chamber Business Directory, the Chamber's map, the March Newsletter, and the
latest Weekly Bulletin.
Ms. Hinthorne updated the Council on the following 2009 Chamber of Commerce Activities:
Expanded the links available on their website for information and applications
Provided a medical insurance program for local small businesses
Participated in five ribbon cutting ceremonies for Tukwila area businesses
Hosted twelve membership networking breakfasts and luncheons and two business showcases
Hosted the 88 Annual Burien Independence Day Parade
Participated in the preview ride on the Sound Transit Light Rail system
Hosted a booth at the Tukwila Days Festival
Collaborated with the Auburn, Kent and Renton Chambers to provide emergency preparedness
information at the ShoWare Center to address the potential flooding of the Green River
Hosted a Tukwila Government Affairs reception
Marked the Chamber of Commerce's 20 Anniversary
Hosted the annual Golf Tournament and reception
Participated in the South Sound Chambers of Commerce Coalition
Continued participation in the Lodging Tax Advisory Committee meetings, Tukwila Government
Affairs meetings and Tukwila International Boulevard Action Committee
Councilmember Duffie thanked Ms. Hinthorne for the work the Chamber of Commerce does for the City.
Councilmember Hernandez asked how the current state of the economy is affecting the business
participation in the Chamber of Commerce.
Ms. Hinthorne explained there has been a slight decrease in membership, and a slight increase in
attendance at the networking luncheons.

There were no citizen comments.
SPECIAL ISSUES
a. A contract with the Washington State Department of Commerce for the Energy Efficiency
Through Transportation Planning grant.
Councilmember Seal indicated this item was discussed at the Transportation Committee meeting on
March 1, 2010. The committee members were unanimous in recommending approval.
Bob Giberson, Public Works Director, explained this grant is part of the 2009 federal economic stimulus
funds. In October 2009, the City submitted a grant application in the amount of $69,500.00 to develop
Pedestrian and Bicycle Level of Service Standards (Optional Task A) as part of the update to the
Transportation Element portion of the City's Comprehensive Plan. Tukwila was one of eight jurisdictions
in the state to receive the funds. Mr. Giberson indicated the grant application did not require City
matching funds. He explained the applications were awarded points for leveraging other funds. The City
scored higher in the application review process due to the proposed use of the existing Fehr Peers
contract for the update to the Transportation Element of the Comprehensive Plan.
Councilmember Quinn explained that during the discussion at the Transportation Committee meeting it
was determined this grant will assist in the update to the Transportation Element of the City's
Comprehensive Plan to meet the mandated State requirements.
Council President Robertson requested clarification on the $39,000 for staff time. He asked if that was for
oversight of the grant work or the entire project.
Mr. Giberson explained the costs are for the staff time required to manage the Optional Task A portion of
the project.
COUNCIL CONSENSUS EXISTED TO FORWARD THIS ITEM TO THE NEXT REGULAR MEETING.
b. A contract amendment with David Evans Associates for remaining design work for the
Southcenter Parkway Extension project.
Councilmember Seal indicated this item was discussed at the Transportation Committee meeting on
March 1, 2010. The committee members were unanimous in recommending approval.
Lisa Verner, Project Manager, indicated David Evans Associates (DEA) has been under contract for the
Southcenter Parkway Extension since 2004. Supplement No. 9 is for the completion of the design and
production of the construction drawings. She explained that because of a clause in the Tukwila South
Development Agreement, staff requested approval from La Pianta, LLC to utilize part of the grant funding
for Supplement No. 9.
Council President Robertson asked staff to explain the two bonding scenarios as listed in the Tukwila
South Development Agreement.
Ms. Verner explained the City agreed to bond $6 million for construction related to the Southcenter
Parkway project. Payment for that debt service will be paid back from the additional property tax revenue
for the annexed area. If the City bonds for an additional $2.5 million, that debt service payment would be
paid with revenue received from the development of the project. If the City does not receive enough new
revenue from the project to cover the debt service payment, the City would contact La Pianta and obtain
the funds needed or draw from the line of credit the City holds for the amount due.
Following Council discussion, it was determined the Council will be provided an update on the Tukwila
South Project in the near future.

REPORTS
a. Mayor
Mayor Haggerton attended the Valley Communications Administrative Board meeting and the Drug
Abuse Resistance Education (D.A.R.E.) graduation on March 5, 2010.
b. City Council
Councilmember Duffie attended the D.A.R.E. graduation on March 5, 2010.
Councilmember Hernandez attended the Affordable Housing Advisory Board meeting on March 3, 2010
and the D.A.R.E. graduation on March 5, 2010. Ms. Hernandez also explained she is the alternate
representative for the Highline Forum. Recently, she received information that the Highline Forum would
be willing to provide a presentation to the Council on the Part 150 Noise Study as it relates to the airline
noise from Sea -Tac International Airport.
Councilmember Hougardy attended the Tukwila Government Affairs Committee meeting on
March 2, 2010.
c. Staff
There was no report.
d. City Attorney
The City Attorney's presence is not required at Committee of the Whole meetings.
e. Intergovernmental
Kimberly Matej, Council Analyst, explained the current Washington Legislative Session is scheduled to
conclude on March 11, 2010, and she will provide the Council with an update shortly thereafter.
MISCELLANEOUS
Mayor Haggerton updated the Council on the status of a Tukwila newspaper. He explained that Sound
Publishing has not secured enough advertising to start the publication. Mayor Haggerton indicated that
he would provide an update to the Council as more information becomes available.
Council President Robertson explained that the City Administrator and Councilmembers Ekberg, Seal and
himself would be meeting with three City of SeaTac Councilmembers and their City Manager to discuss
common areas of concern for both cities. If it is determined there is enough interest for a joint meeting,
that request will be brought back to both Councils for discussion.
