CALL TO ORDER/PLEDGE OF ALLEGIANCE:
Calling the meeting to order at 7:00 p.m., Mayor Steven M. Mullet led the Pledge of Allegiance.

Jane Cantu, City Clerk, called the roll of Council. Present were Council President Joan Hernandez; and
Councilmembers Joe Duffle; Pam Carter; Jim Haggerton; Pamela Linder; Dave Fenton; and Richard Simpson.
Mr. Barber, Mr. Randall and Ms. Miskey were all present and introduced to Council by Bruce Fletcher, Parks
Recreation Director.
Library Advisory Board
Steven Schneider Position #5. Term Expires 12/31/01
Alan Doerschel, Finance Director, introduced Mr. Schneider. A frequent visitor to the library, Mr. Schneider
and family moved to Tukwila from New York in 1980.
Hernandez moved; Simpson seconded; to appoint Steven Schneider to the Library Advisory Board, Position
#5, with a term to expire on December 31, 2001. The motion carried 7 -0.
Community Oriented Policing Citizens Advisory Board
Michael Cline Position #2. Term Expires 03/31/02
Dave Haynes, Police Captain introduced Mr. Cline. As the business representative to the Board, Mr. Cline
works at Glacier Printing.
Haggerton moved; Duffie seconded; to appoint Michael Cline to the Community Oriented Policing
Advisory Board; with a term to expire on March 31, 2002. The motion carried 7 -0.

Hernandez moved; Duffie seconded; approval of the consent agenda, as presented. The motion carried 7 -0.
PUBLIC HEARING:
AN ORDINANCE AMENDING VARIOUS TUKWILA MUNICIPAL CODE SECTIONS RELATED
TO ZONING AND PERMITTING FOR DIFFERENT FORMS OF HOUSING AND RELATED
FACILITIES FOR PERSONS WITH DISABILITIES, A VARIETY OF GROUP HOMES AND
CORRECTIONAL FACILITIES

Minnie Dhaliwal, Associate Planner, reviewed proposed code amendments made since the September 10
Committee of Whole meeting. There, it was also decided to hold a public hearing to receive input regarding
such issues as 1) should dormitories be allowed in the zones that allow churches and schools since they are
generally associated with both; 2) should boarding homes be allowed in the LDR; 3) parking standards for
residential uses; and 4) should the Community Development Department Director be allowed the discretion
to waive the requirement to construct a portion of the off street parking requirements if, based upon a parking
demand study, the property owner establishes that the dwelling will be used primarily to house residents who
do not and will not drive due to a factor other than age.
7:17 p.m. Mayor Mullet opened the public hearing for citizen comment.
7:18 p.m. Mayor Mullet closed the public hearing as no citizen comment was received.
Discussions took place between Council and Ms. Dhaliwal. Clarification was provided where necessary and
further suggestions were made by way of improvement to the current draft ordinance.
Proposed corrections to the title and body of the ordinance were discussed and noted by Ms. Dhaliwal. The
proposed ordinance, in final format, will be reviewed and considered for adoption by Council at the October
15 Regular meeting.
OLD BUSINESS:
a. An ordinance clarifying and updating Zoning Code Provisions

*Discussion ensued. Councilmember suggested striking the word "Chapter" from line 4, paragraph 2, after
the word TMC and before the numbers 9.20.090. Additionally she suggested striking the same word from
§D, line 2,
Ms. Hernandez suggested this ordinance be summarized and publicized in The Hazelnut. Council agreed.

c. A resolution providing medical benefits to military personnel
Haggerton moved; Fenton seconded; reading of the proposed ordinance by title only. The motion carried
7 -0.

APPROVED RESOLUTION #1475
NEW BUSINESS:
Lodging Tax Advisory Board proposed 2002 budget (includes a Tourism Marketing Update).
Alan Doerschel, Finance Director; and Katherine Kertzman, Tourism and Marketing Director, briefed the
Council on the LTABd's proposed budget for 2002; previously reviewed by members of the Board and the
City's Finance Safety Committee.
As a member of the Finance and Safety Committee, Councilmember Haggerton referenced the proposed
Sounder Station project in the amount of $40,000.00. Those funds are to be taken from the previously
approved $100,000.00 fund for artwork. This would create a possible $60,000.00 carry over for 2002. Mr.
Doerschel noted a carryover amount needs to be determined by a vote of the LTABd.
Councilmember Fenton agreed and noted the importance of a carryover in light of current economic trends.
He noted support of a carryover amount in the event opportunities for artwork arises. He would like Council
to have the latitude and finances to consider potential artwork in 2002.
Other questions regarding the proposed budget were clarified by Ms. Kertzman and Mr. Doerschel. In spite
of current financial trends, the Think Tukwila! program continues to receive a very positive response. Due to
the fact people are still thinking about coming to Tukwila; and based upon their close proximity to Seattle, a
focus for 2002 media buys will be directed at those "more local" audience members who drive.
Much enthusiasm and encouragement for Ms. Kertzman and her performance on the job was provided.
Kudos were also given to Alan Doerschel for creating and assisting in a project that is second to none.
Carter moved; Linder seconded; sending the proposed 2002 budget to the Lodging Tax Advisory Board for
adoption. The motion carried 7 -0.

Mayor Mullet reminded Council of future Clay Jenkinson performances on the lives of Thomas Jefferson and
Lewis Meriwether on October 10 and 11. The United Way Campaign kick -off is slated for October 15. Re-
districting meetings are coming soon, beginning October 3 at the King County Courthouse. Council will
consider the item at their October 8 Committee of Whole meeting.
Councilmember Duffie noted Mae Harris has been moved into a rest home, with 24 -hour care. Mr. Duffie
noted the return of the crows in his neighborhood. They have begun attacking other birds and animals in the
neighborhood. Mr. McFarland noted receipt of an e -mail regarding an increased number of crows in the
neighborhood. People are working with City staff to eliminate the problem (i.e., residents are no longer
feeding them).
Councilmember Carter conducted the September 28 ribbon cutting at the Riverton Creek Restoration Project.
She suggested a Hazelnut article relaying the breadth of their efforts to "take care" of the fish; including the
various projects which have already occurred and those which are yet planned. Ms. Carter also attended a
Youth Providers Forum later the same day. She invited Council to the Tukwila Children's Foundation
meeting, at 5:30 p.m., October 29, 2001. Finally, she noted the Rail- Volution conference has been reset to
the weekend after Thanksgiving.
Council President Hernandez attended the Riverton Creek ribbon cutting ceremony on September 28. Ms.
Hernandez spoke of a press release detailing the King County Housing Authority has received a $35 million
HOPE 6 Grant. This means construction will be made of new housing for seniors and some Section 8.
Councilmember Haggerton attended the September 28 Riverton Creek Restoration Project ribbon cutting
ceremony. He noted the fine results of the project and spoke favorably of those who performed the work.
On October 1, 8:30 a.m., he attended a Cascade Water Alliance Resource Planning Committee meeting.
Councilmember Linder also attended the September 28 Riverton Creek Restoration Project ribbon cutting
ceremony.
Councilmember Fenton also attended the September 28 Riverton Creek Restoration Project ribbon cutting
ceremony; and gave kudos to the project developer.
Councilmember Simpson also attended the September 28 Riverton Creek Restoration Project ribbon cutting
ceremony; and the Foster Community Club meeting.
c. Staff
John McFarland announced an ACC Executive Session on October 15 at 6:00 p.m. Information will be
distributed to Council in the near future. He spoke of two publications distributed on September 28 (on
Transit Oriented Development Work and E4.1 and E4.2 routes. Both publications were produced by City
staff.
Maureen Moore is the new Governmental Liaison for Sound Transit. Ms. Moore met with Mr. McFarland last
week and has a responsibility to Sound Transit to foster renewed communications between her office and
local municipalities.
d. City Attorney
Assistant City Attorney David St. Pierre reported he and City Attorney Bob Noe will attend the Washington
State Association of Municipal Attorneys (WSAMA) Conference in Lake Chelan, October 3, 4 5. There, a

main focus will center on litigation against Puget Sound Energy; especially the proposed (17 0 /o) rate increase.
More information will follow.
e. Legislative Analyst
Legislative Analyst Lucy Lauterbach noted Council will consider the issue of County redistricting issues at the
October 8 Committee of Whole meeting. Further, she reported the Finance Safety Committee has prepared
the budget goals for the Council, for 2002.
