BUDGET HEARING
ROLL CALL OF GEORGE D. HILL, Council President; LIONEL C. BOHRER; PHYLLIS PESICKA;
COUNCIL MEMBERS DAN SAUL; DWAYNE TRAYNOR, GARY VAN DUSEN.
DISCUSSION
Municipal Court Mayor Bauch stated he was proposing that the part time clerk shared
Full Time Clerk by the court and Mayor's office be made a full time position so the
employee would receive full time benefits.
Discussion followed with Councilman Traynor expressing the opinion
that the clerks hired for the Police Department could help out on
the work load in the municipal court office. Judge Payne, audience,
said an employee was needed who could attend the night court sessions.
Larry Hard, Deputy City Attorney, stated the clerk's role is very
important while court is in session.
Transportation The sum of $1,000 was requested for transportation for the Municipal
Court; $500 for the Department Head, $300 for the Supervisor, and
$100 for each clerk. It was explained this transportation money would
be used to take court employees to training and update seminars.
MOVED BY VAN DUSEN, SECONDED BY PESICKA, THAT PAGE 10, DETAIL OF
EXPENDITURES, FOR THE MUNICIPAL COURT BE ACCEPTED AS REQUESTED.
CARRIED.
Mayor Bauch said he would make a report by March 1, 1978 on the
effectiveness of the full time employee that would be shared by the
Court and the Mayor's office.
MOVED BY VAN DUSEN, SECONDED BY SAUL, THAT THE MUNICIPAL COURT BUDGET
BE ACCEPTED AS RECOMMENDED BY THE MAYOR. CARRIED.
City Attorney Budget Larry Hard, Deputy City Attorney, said his law firm felt they should
be raised from $48 an hour to $50 an hour for other legal work they
do for the City which has averaged 20 hours a month this year. He
said they had averaged 48 hours per month in Municipal Court and they
proposed the fee be raised from $39 per hour to $41 per hour. The
retainer amount represented an increase from $1,274.33 per month to
$1,500.
MOVED BY SAUL, SECONDED BY VAN DUSEN, THAT THE CITY ATTORNEY BUDGET
BE ACCEPTED AS RECOMMENDED BY THE MAYOR. CARRIED, WITH HILL VOTING
NO.
City Clerk Budget Council President Hill stated the office of Finance Director was
created last June and when the position is filled it will change the
duties and supervision of the City Clerk. Mayor Bauch stated the
Treasurer will be in office until January 8, 1978 on which date she
will be sworn in as a member of the City Council. She will not be
able to function as a City Treasurer after that date.
MOVED BY TRAYNOR, SECONDED BY PESICKA, THAT THE CITY CLERK BUDGET
BE ACCEPTED AS RECOMMENDED BY THE MAYOR. CARRIED, WITH HILL VOTING
NO.
ADJOURNMENT MOVED BY TRAYNOR, SECONDED BY VAN DUSEN, THAT THE COMMITTEE OF THE
10:00 P.M. WHOLE BUDGET HEARING BE ADJOURNED. CARRIED.
