COMMITTEE OF WHOLE MEETING MINUTES
CALL TO ORDER/PLEDGE OF ALLEGIANCE:
Calling the meeting to order at 7:02 p.m., Council President Joan Hernandez led the flag salute.
OFFICIALS:
Mayor Steven M. Mullet; Assistant City Administrator Rhonda Berry; Council Analyst Lucy Lauterbach; Deputy
City Clerk Bob Baker; Steve Lancaster, Community Development Director; Jim Morrow, Public Works Director;
Public Works Coordinator, Frank Iriarte; Parks Recreation Director Bruce Fletcher; and Associate Planner Moira
Bradshaw.
COUNCIL ATTENDANCE:
Present were Council President Joan Hernandez; and Councilmembers Joe Duffie; Pam Carter; Jim Haggerton;
Pamela Linder; and David Fenton. Councihnember Richard Simpson was absent.
SPECIAL PRESENTATIONS:
a. Certificates of Appreciation Tukwila Fire Explorers
Mayor Mullet introduced Firefighter Marco Kronen; advisor to the Tukwila Fire Explorers. Mr. Kronen explained
the mission and the purpose of the Explorers program and noted it provides an actual work experience for those
involved. It allows those involved to experience first -hand the duties and responsibilities of firefighters and EMT's;
letting them discern whether or not this is a career path they would like to follow.
Explorers introduced to Council were Kevin O'Keefe, Olivia Noble, Mike White and Kevin Correa. Of special note
to the Council, Mr. Kronen announced Mr. O'Keefe finished #1 at the national level of Firefighters test (in
Washington D.C.); while Mr. White finished #2.
Certificates of Appreciation were presented to all present, including Mr. Kronen, for serving in his role as advisor to
the group.
Fire Chief Thomas Keefe reported that while attending their competition in Washington D.C., Mr. Kronen and Mr.
Correa saved the life of a man experiencing a heart attack. They were able to perform CPR on the man until such
time as paramedics arrived.
b. Introduction of New Employees:
1. Lani Chandler, Recreation Leader Senior Division
Mr. Fletcher introduced Ms. Chandler, who comes to the City from the Renton School District.
2. Anita Chiarenza, Recreation Leader (Pre- School Teacher)

Mr. Fletcher next introduced Ms. Chiarenza, who has previously worked for the City, in a part-time position as pre-
school teacher.
3. Stacey Agmata Administrative Clerk
Finally, Mr. Fletcher introduced Ms. Agmata. Formerly a part-time employee, Ms. Agmata has been promoted to
full -time status.
CITIZEN COMMENT /CORRESPONDENCE:
Joanne McManus, 5610 South 133rd Street. Tukwila, a volunteer at the Neighborhood Resource Center, spoke in
favor of Council exempting the Police Department from the requirements of the sign code amortization program.
Currently, the program calls for a reduction in the sign at the NRC. She noted people learn of the NRC via current
signage.
SPECIAL ISSUES:
a. Briefing on Planning Commission's Recommendations on Group Homes and
Corrections Facilities
Acting Director of Community Development, Jack Pace, introduced attorney Bob Johns, the City's attorney on this
matter. He informed Council this is an informational item, with no decision being required. He did, however, speak
in favor of Council holding a public hearing on October 1, 2001.
Bob Johns. Attorney. 1500 114th Avenue SE. Bellevue, reviewed the recommendations of the Planning
Commission with Council as they relate to adopting proposed changes to the current ordinance.
Of important note, Mr. Johns noted the Federal Fair Housing Act and American with Disabilities Act are federally
mandated Acts, meaning the housing regulations of local jurisdictions must comply with these Acts.
Mr. Johns noted the Growth Management Act (GMA) and the Americans with Disabilities Act (ADA)
restricts /limits decisions being made with regard these types of homes within residential zones.
The Planning Commission also proposes the "family status" must be removed from the zoning code; especially with
regard to those who are /are not related, living under the same roof. Rather, the City may regulate the bulk of the
structure. A sliding scale should be used for lot /house size. Noting some very large lots within Tukwila, Mr. Johns
recalled a 6,000 square foot maximum footprint within the City. With a two story building a lot with such a
footprint, it is conceivable that a 12,000 square foot building could be erected. This formula may be addresses
and /or changed by the City Council.
Another very important factor in the decision making process is that of parking. Mr. Johns reviewed the proposed
code and suggested Council may consider any changes to the required number of parking spaces as it is their policy
decision.
Shelters are also a form of housing the Planning Commission wanted to allow in residential zones. Although
temporary, they may not be limited; as the ADA does rule over /govern temporary housing.
Additionally, Mr. Johns noted the Planning Commission is in favor of adding Bed and Breakfast homes to the
equation; along with limits and conditions. Since food is served, these Bed and Breakfast places are regulated by the
Washington State Department of Health. Once again, the need for additional parking will require necessary
discussion.
Special thanks was given to Minnie Daliwahl, Associate Planner, for her work in providing a summary of the
proposed ordinance. The summary included a table which summarized the various types of facilities addressed
within the proposed ordinance, the zoning districts where they will be permitted; and the decisional process which
they must be subjected to and follow; (i.e., conditional use; unclassified use; permitted, etc.).

Council's questions /discussion then surrounded issues of churches, dormitories, convalescent centers; assisted
living, etc.
In the end, Council sought more information from staff on several issues before the public hearing take occurs.
Having this information will assist in handling potential questions at the public hearing.
Council agreed a public hearing shall be set for October 1, 2001.
b. An Ordinance Adopting a Permanent Curfew for Minors
Citing the success of the temporary curfews, Police Chief Keith Haines spoke in favor of the proposed ordinance
that would adopt a permanent curfew.
Along with Seattle and Portland, Tukwila was invited to a Policing for Prevention Summit. Those invited to the
summit were the top three cities in the nation who showed marked decreases in crime in recent years. Contributing
to that success, noted Chief Haines, was implementation of the temporary curfew ordinances.
Police Chief Haines reviewed the proposed ordinance with Council and noted the number of youths cited /arrested
for 1989 (9); 1999 (15); 2000 (8), and just one arrest thus far in 2001.
Councilmember Carter spoke in favor of two, additional whereas clauses to the draft ordinance. Said clauses are as
follows:
"WHEREAS, by talking with young people, the police have been successful in convincing them to leave
the streets and get out of harm's way; and
"WHEREAS, it is important that youth be kept safe from potentially committing and from becoming
victims of crime, which the City believe it has successfully done, and will continue to do; and"
The above referenced WHEREAS clauses shall be inserted after the second whereas clause in the draft ordinance
and before the final WHEREAS clause.
Council spoke in favor of the proposed ordinance and agreed that receiving an on -going annual report is desirous.
Chief Haines agreed and noted the reports shall be prepared and presented to Council (potentially) in October. This
will allow for summer statistics to be included within the report, thus a better picture of student activity during
summer months.
The proposed ordinance will appear on the September 17 City Council Regular meeting agenda.
c. Update Temporary Skateboard Park Site (considered out of order)
Informing Council that placement of the temporary park has been one of the greatest issues addressed thus far,
Bruce Fletcher, Parks Recreation Director, noted the Community Affairs Parks Committee agrees it should be
sited at the Tukwila Community Center.
Speaking in favor of continued progress and listening to the students who have made repeated requests for the park,
Mr. Fletcher stated this will be a huge, automatic success; not to mention a win -win situation for all involved.
If approval of the temporary site is approved, the design phase will begin. Proposed is the use of aluminum ramps
as they are very durable, quieter than others, and guaranteed from rust and the elements for 5 years.
Although hours of operation have not been fully considered /discussed, it has been decided the temporary park will
remain closed during school hours. Additionally, the park will most like close at dusk.
Mr. Fletcher noted students may visit neighboring parks to provide input on their desires for our own park.
Council agreed staff should continue to gather additional information on the temporary park; and report back to
them once the information is assimilated into report form.

d. Update New Park Entrance Sins (considered out of order)
Parks Superintendent Paul Surek noted City staff's desire to standardize all signs within the City. To that end, a
proposed sign was shown and passed around through Councilmembers which will be posted at the entrance to
various parks.
Noteworthy is the durability of the proposed signs. They are made from recycled plastic products such as bags,
bottles. They are then made into baked enamel that is heavy, rustproof, rot -proof and easy to clean in the event of
natural elements or graffiti.
Park signs are approximately $700; and signposts are approximately $100 per pair. Thus, $5,000.00 is being sought
for five local -area parks.
For the future, Council spoke in favor of placing signs at trail entrances.
Council agreed staff should move forward with ordering the signs.
e. Review of Resolution No. 1443 Re2ardinv Council Travel Policy Guidelines
(considered out of order)
Council considered review of the resolution. Discussed were issues of fall and spring National League of Cities
Conferences, boardmembers not being counted with others on the Council whom are interested in attending, budget
considerations, etc.
In the end, Council agreed no changes to the policy are necessary.

Councilmember Carter attended the September 6 Equity Diversity Commission meeting; and the September 7
Tukwila School's Public Relations Advisory Committee meeting.
Council President Hernandez attended the September 6 Equity Diversity Committee meeting.
Councilmember Haggerton attended the September 5 Airport Communities Coalition Committee meeting. He
also conducted door -to -door campaigning for a Neighborhood Block Watch.
Councilmember Linder had no report.
Councilmember Fenton had no report.
Councilmember Simpson was absent.

Ms. Lauterbach reported a bill in the Federal Congress to limit internet sales tax for five years. She asked if Council
was in favor of, or opposed to the bill. After minimal discussion, Council spoke in support of correspondence in
favor of the bill.
Haggerton moved; Fenton seconded; to adjourn to executive session for 30 minutes to discuss Real Estate Site
Selection/Purchase, pursuant to RCW 42.30.110(1)(b). The motion carried 7 -0.
