CALL TO ORDER Mayor Rants called the Regular Meeting to order and led the
audience in the Pledge of Allegiance.

Assistant City Administrator Rhonda Berry introduced Tukwila's
new Code Enforcement Officer, Jason Jones.
Mayor Rants announced he signed a local proclamation of
emergency for the City of Tukwila on December 3, 1996 which
gave the City the flexibility to deal with the winter storm the area
was experiencing at that time.
William Carl, 14406 58th Ave. So.; Gene Elfstrom, 5807 S.
144th St.; Cynthia Stinson, 14479 58th Ave. So., voiced their
concern about the possibility that a property owner may plan to
build two houses on a neighboring lot approximately the same size
as their own single family lots. The speakers shared the opinion
that based upon the size of the lot, the two homes would not be of
the same quality or value of the existing homes in the
neighborhood and that their property values could plummet.
Another concern was that the houses could be used as rental units
thereby changing the makeup of the neighborhood.
Mayor Rants promised to check on the situation with the Planning
Division and get back with Mr. Carl later in the week.

PRESIDENT. MOTION CARRIED 7 -0.
Councilmember Hernandez thanked Ms. Carter for her excellent
work as 1996 Council President. Councilmember Carter thanked
staff and council for their help, support and advice during her term
as Council President. Carter noted that this Council covered a
variety of issues in the past year and "works well together but is
also not eager to act out of ignorance Carter pointed out that is a
good Council because even though they might not always share the
same opinions on an issue, they always want to find the facts
before they act.

SEVERE WEATHER CONDITIONS.

REPORTS
Mayor Rants explained that by following the process of declaring
the emergency by local proclamation and the passing Resolution
No. 1370, the City is now in line for FEMA funds as soon as
President Clinton approves the state's eligibility. Councilmember
Duffie praised City personnel for their outstanding efforts during
the storm. Mayor Rants suggested Council President Haggerton
send a letter of appreciation on behalf of the Council to the public
works and parks crews.

DCD Director Steve Lancaster briefed Council on what to expect
at their joint meeting with the BAR/Planning Commission on
January 13th regarding the development of Commercial/Industrial
Design Guidelines. The meeting will consist of the introduction of
the urban design consultant who will give a slide presentation
highlighting some of the design issues he sees in the community;
staff's presentation on the City's options for the "regulatory
framework" within which the design review process must operate;
and Council's direction on what the design review criteria should
be based upon (e.g., use, zoning district, geographic location).
Mayor Rants asked for Council's recommendations for qualified
persons to staff the RTA's Citizen's Oversight Committee and the
RTA Transportation Commission. Council suggested Tukwila
residents Ron Lamb and Kristen Whistler for the Oversight
Committee. Councilmember Mullet volunteered to serve on the
Transportation Commission and suggested a representative from
the Community Affairs Parks Committee also be considered.
Public Works Director Ross Earnst gave a detailed report on the
winter storm related activities. Beginning on December 26th
public works crews worked around the clock for several days
plowing the streets and clearing catch basins when the snow began
to melt. Many trees (or parts of trees) were downed along
Interurban which was without power until December 29th. Pacific
Highway was also closed for a time due to low hanging power
lines. Staff faxed a damage estimate of $377,000 to King County;
however, since that time, several more concerns have been
identified which include riverbank sloughs, the bridge on Strander,
and the fence along the ped path on Klickitat. Crews worked

approximately 270 hours of overtime on the snow and 55 hours of
overtime on flooding.
Earnst reported that on January 2nd the City placed an incubator
barrel containing 51,000 salmon eggs into Riverton Creek. During
the next week another incubator with 40,000 salmon eggs will be
placed in Fostoria Creek.
Councilmember Duffie noted the ditch on S. 122nd in Allentown
collected much of the excess water from the recent storm. He
suggested more culverts be built to handle overflow water from the
other streets in the area.
Councilmember Hernandez invited interested councilmembers to
attend the Equity and Diversity Commission meeting at 5 p.m.on
January 9.
On behalf of the Council and the City, 1997 Council President Jim
Haggerton expressed appreciation to Councilmember Pam Carter
for her work as Council President in 1996.
Councilmember Ekberg congratulated the staff on an outstanding
job during the snow storm/freeze emergency.
Councilmember Carter reported her attendance at recent ACC and
SKCTBD meetings. Carter thanked community members who
offered assistance to some Bosnian families who are new to
Tukwila.
Following a brief discussion, it was the consensus of the Council to
meet at 6 p.m. on Tuesday, January 14, for a workshop session on
commercial signage.
Bob Noe announced referendum petitions with approximately 1700
signatures were received from Citizens for Artistic Expression on
January 3, 1997. The petitions must be forwarded within three
working days to King County. The City has identified numerous
deficiencies in the petition; however the City is not the body that
determines whether or not the petitions meet the sufficiency
requirements of the state statue. A cover letter, noting the City's
