ROLL CALL JOE DUFFIE; JOAN HERNANDEZ; JIM HAGGERTON, Council President; ALLAN EKBERG; STEVE MULLET; PAM CARTER; PAM LINDER. OFFICIALS JOHN McFARLAND, City Administrator; BOB NOE, City Attorney; LUCY LAUTERBACH, Council Analyst; JANE CANTU, City Clerk. APPOINTMENTS OF Mayor Rants requested Council confirmation of his THE MAYOR appointments to various boards and commissions. G Regular Meeting Minutes January 21, 1997 Page 2 CITIZEN'S COMMENTS CONSENT AGENDA REPORTS Council Sean Mears, 13537 35th Avenue South, complimented the Council for all the time and effort they devote to the proficient operation of the City. a. b. Approval of Minutes: 10/21/96; 1/6/97 Approval of Vouchers: Nos. 90258 through 90507 in the amount of $2,223,560.13 MOVED BY DUFFIE, SECONDED BY HERNANDEZ, TO APPROVE THE CONSENT AGENDA AS SUBMITTED. MOTION CARRIED 7 -0. Mayor Rants reported that the storm cleanup had gone well this past weekend. The steady flow of citizens to Foster High School resulted in a total of nine dumpsters being filled with debris. Rants stated that he had visited many areas of the City and it is evident that the City crews have done an extraordinary job. The crews are running two chippers and have been working overtime to remove branches and other rubble throughout the residential neighborhoods and public rights -of -way. FEMA will pay for the overtime costs. The crews will begin cleanup of park facilities and trails when they have completed this current task. Councilmember Duffie distributed flyers and invited Council and Staff to his annual Friendship Dance Party, being held Saturday, February 8, 1997, 8:00 p.m. through 12:00 a.m. at the New Tukwila Community Center. Councilmember Hernandez reported that she had attended the planned tour of the new Community Center and was very impressed with the facility. She's looking forward to the grand opening on February 1, 1997. She also attended the Human Services Roundtable meeting this past Thursday and had handouts available for those interested. Council President Haggerton thanked the Council for consenting to their new assignments on the subcommittees for 1997; and that he's looking forward to a wonderful working relationship with them this year. Haggerton also announced that the Council Retreat will be held this Saturday and Sunday (January 25 26) at Ocean Shores. /0 Regular Meeting Minutes January 21, 1997 Page 3 Reports (Cont'd) Staff Councilmember Ekberg reported that he had met with William Carl, a citizen who had come before the Council on January 6, 1997, to expressed concern about the probable development of property into two lots next to his home. Ekberg says he explained and gave some insight on the City's Comp Plan as it relates to lot sizes, etc. Mr. Karl appeared to be satisfied with Ekberg's response and has now directed his attention to water retention and avoiding water run -off onto his property from the development. Councilmember Carter encouraged citizens to turn in the School District name change petitions to her or Barry Turnbull as soon as possible. Carter said she attended SKATBd today and learned that the RTA Oversight Panel had received applications from all the sub areas. The Panel is hoping to appoint two members from each sub -area to serve on the Citizens Oversight Panel. Grant Neiss and Ron Lamb have expressed an interest. Dennis Robertson has submitted his application. She announced that on March 4 the School District will host their Friends Family Night Program. It was the consensus of the Council to support this program. Councilmember Linder reported she had attended the Duwamish Improvement Club meeting and that concerns are still being expressed regarding the ditch on 122nd. City Administrator McFarland presented a staff report on the Regional Finance Governance Plan. He stated that for the past year he has been part of a Suburban Cities Association staff work group that has been tasked with the development of a recommendation for transference of revenue and services between the suburban cities and King County. The SCA Staff Committee has completed a draft working paper that will soon be presented to the SCA elected membership. The draft has two parts. Part I deals with background material and the overall plan. Part II suggests four service areas that are candidates for transition. SCA will receive its first formal look at this plan during the February general membership meeting. If approved, the plan will be presented to the GMPC at the GMPC -SCA Caucus meeting in March. McFarland l Regular Meeting Minutes January 21, 1997 Page 4 Reports (Cont'd) MISCELLANEOUS ADJOURNMENT 8:08 P.M. announced there will be an Economic Development Advisory Board (EDAB) co- sponsored event with the City on a Hwy 99 Real Estate Brokers Forum, where development opportunities along Hwy 99 will be specifically targeted. The meeting is scheduled for early March. McFarland will provide more information to the Council at a later date. Councilmember Duffie requested that the ditch on South 122nd remain open because it currently serves as a speeding deterrent to slow down speed violators -they either have to slow down, or they will end up in the ditch.
