COMMITTEE OF THE WHOLE MEETING
MINUTES
CALL TO ORDER Council President Jim Haggerton called the Committee of The
Whole meeting to order and led the audience in the Pledge of
Allegiance.

Councilmember absent It was the consensus of the Council to excuse Councilmember
Allan Ekberg.

PROCLAMATIONS OF THE In the absence of the Mayor, Council President Haggerton read a
MAYOR proclamation expressing appreciation to Ron Cameron, City
Engineer, for his extraordinary work for the City of Tukwila. Ron
and his work have been greatly appreciated by the City, and he will
be keenly missed in Tukwila. On behalf of the Administration,
Council and Staff, Ron takes with him our best wishes and our
hope for the continuation of a successful career with the City of
Woodinville.
CITIZEN'S COMMENTS Pat Gray, 4037 South 159th Lane, representing Paula Aviles,
President of Celebrate Arts, explained that the vision for Celebrate
Arts is to unify the south end communities by providing enriching
music, visual art, drama, and dance programs for families through
the support of businesses, citizens, and art groups. They will be
hosting their second annual performance of the Seattle Symphony
on the evening of Wednesday, April 9, 1997 at 7:30 p.m., at Tyee
High School. Ticket sales alone will not be adequate to cover the
costs required to host the Seattle Symphony, which is $7500.
Therefore, Gray said they are looking for sponsors, patrons, and
donors to help cover these costs. She requested that the Council
support this worthy endeavor by contributing $1,500.

PUBLIC HEARING
Proposed use of Local Law
Enforcement Block Grant
(LLEBG) funds
It was the Council consensus to forward this issue to the
Community Affairs and Parks Committee for discussion.
Council President Haggerton opened the public hearing at 7:14
p.m.
Police Chief Ron Waldner explained that the Police Department
applied for and received a $48,116 grant. A special condition to
grant expenditures is to hold a public hearing at a time and place
that allows and encourages public attendance and participation. He
said the grant is to be applied toward technologies in terms of
improving crime detection and services to the community.
Waldner said Records Manager Rosa Krows, in compliance with
the grant, organized a citizens advisory group and in working with
staff has come up with an expenditure of a piece of this grant to
enhance the evidence process.
Krows explained that the Police Department is requesting to
expend $16,900 on a bar coding system that will accommodate
their need to label, catalog, audit, retrieve, and dispose of the
thousands of pieces of evidence the department takes in annually.
The bar coding system and portable scanner is similar to the kind
used to price groceries at grocery stores. All the information will
be stored on a computer. The system will be used to organize and
keep track of all evidence that the City has to keep, from bicycles
to guns and drugs.
Waldner commented that the remainder of the grant money will be
used in solving the primary, everyday computer support for records
management.
Councilmember Linder commented that this issue had been
discussed at the February 3rd Finance and Safety Committee
meeting and the Committee agreed to forward to the next
Committee of The Whole meeting for discussion.
Councilmember Carter asked why wasn't the Community Oriented
Policing group used in this instance.
Krows responded that this federal grant was very specific as to
who the members of the advisory group could be. It included a

Religious Community (Dave Lundsford); and someone from the
School District (Horst Momber).
Carter expressed concern that the Council did not have this
information early on.
Council President Haggerton closed the public hearing at 7:29 p.m.
After a brief discussion, the Council agreed to forward the Local
Law Enforcement Block Grant issue to the next Regular Council
for approval.
Steve Lancaster, DCD Director, explained that the ordinance
contained in tonight's packet was erroneously placed there. He
then distributed copies of the correct ordinance and invited Council
comments. Lancaster had highlighted all of the proposed changes
for the convenience of the Council. He explained that during the
update of development review and permitting procedures to
implement the regulatory reform requirements of ESHB 1724,
Floodplain Management was left out of the process. The proposed
ordinance would amend TMC 16.52 to clarify that Flood Control
Zone permits are "Type 1" permits, and are subject to the
appropriate permit timelines and procedures. He said all of the
proposed changes occur in Sections 16.52.050 and 070 of the
Floodplain Management Code.
Councilmember Carter commented that this issue had been
discussed at the January 28 Community Affairs and Parks
Committee and the Committee agreed to forward to the next
Committee of The Whole meeting for discussion.
Council President Haggerton explained that it is against Council
policy to have new items come before them on the night decisions
are to be made. However, in this case there are very few changes
and Lancaster has highlighted those for easy review. Thus, the
Council agreed to proceed and handle the issue tonight.

ordinance with minor amendments to the next Regular Council for
approval.

World Com Tele- Doug Micheau, Public Works Coordinator, explained that in April
communications Franchise of 1995, the City Council adopted Ordinance No. 1732 which
ordinance granted a franchise to MCI Metro, Inc. for installation of a fiber
optic cable at three crossings of City right -of -way along the Union
Pacific railroad (UPRR) right -of -way (from Grady Way, south to
South 180th Street). WorldCom, Inc. has recently made a request
to install a fiber -optic cable along this same route in the UPRR
right -of -way. Disruption should be minimal.
Councilmember Mullet commented that this issue had been
discussed at length at the February 3rd Utilities Committee and the
Committee was in agreement to forward to next Council for
discussion.
After a brief discussion, the Council agreed to forward the World
Com Telecommunications Franchise Ordinance to the next Regular
Council for approval.
4th Quarter Report After reviewing the 4th Quarter Report in its entirety, the Council
requested that they be provided the following information:
•A report on the $17,400 Contract for volunteer enhancement
through the South King County Community Network.
McFarland said this is a joint grant that we received with the
school district and it is primarily for salary. However, a formal
presentation on the scope of that project, and an introduction of
Michael Rossotto, who has been hired to do a study on the
volunteer network, will be made at the next COW Council
Meeting. Rossotto will be soliciting ideas from the Council on
developing the volunteer network.
•Haggerton requested that beginning with the first quarter of 1997,
we develop and implement plans to deal with the habitual
offenders in the City so that we don't prolong the agony of putting
up with habitual offenders that continues to utilize the services of
the Police and Code Enforcement officers on a repetitive basis.
McFarland said since this will include both criminal and civil
activities, it might be best if it's handle in the Mayor's office as a
project.

4th Quarter Report •Carter asked who was the board member that resigned in the
(Cont'd) Human Services Department.
McFarland said he will get back to the Council with that answer.
•Haggerton requested an update on how many people are applying
for and utilizing the CDBG funds for the sewer assistance hookups
in Allentown.
Mullet said this will be handle through the Utilities Committee.
•Council requested a report be provided to them regarding the
Suncrest Apartment situation. Council is not interested in giving
Mr. Kim any more chances. Council wants a break down of the
racial mix and nationalities of the tenants at Suncrest. Hernandez
also requested that the name of the management company be given
to the Council.
McFarland said he will be happy to provide frequent reports to the
Council.
•Pam Carter requested that we explore the possibility of having the
Tukwila Library list the Council Agenda as one of their preferred
sites on their internet access computers so that citizens can easily
access our home page. Carter asked had we researched other cities
to see what they have.
McFarland said the internet committee will be meeting this week
to discuss contingent improvements to the home page and adding
additional items to the menu. He also informed the Council that
Christy O'Flaherty has copies of all the other cities' home pages
and has talked with those who have theirs in operation.
•Haggerton inquired of the item on page 3 under City Clerk #1,
Research Costs and procedures for creating and maintaining a
home page -it says that's completed. Is there a report on this?
Council wants a report on just what's been done and what's
available.
McFarland said he will provide a report and supply hard copies of
what a home page looks like and other information of exactly
what's been and is being done in this area.

REPORTS:
Haggerton wants a complete report on the operation of the new
Tukwila Community Center.

•Haggerton requested that appropriate publicity be given to the
dedication of the veterans memorial arbor now being constructed at
the new Tukwila Community Center.
McFarland announced that the Fire Department has moved into
their new quarters this past weekend. An open house will be
announced soon.
Councilmember Duffie thanked all those who were in attendance at
his annual dance. He said it was held at the new Community
Center with much success.
Councilmember Hernandez reported that she had attended the
Equity and Diversity Commission last Thursday and was pleased
to learn that the School District had hired two full time and one
part -time position to be parent liaisons; and that Jennifer Davis was
selected for one of those positions. Hernandez said the
Commission thanked the Council for passing the resolution on
Equity and Diversity. Copies of the resolution were distributed to
Commission members. The next meeting of the Commission is
scheduled for March 5 for those interested in attending.
Councilmember Haggerton reported that he had attended his first
ACC meeting on February 5. He thanked Councilmember Carter
for accompanying him and introducing him to various members.
Haggerton said as a result of the meeting, he had placed a copy of
ACC's 1997 Budget in Councilmembers mailboxes. He also noted
that ACC is requesting and names of the persons who will be
attending the National League of Cities this year. They want the
names in advance in order to schedule a time when the elected
officials representatives and senators -can meet with the
attendees.
Councilmember Mullet reported he had volunteered to represent
the City on a commission that the Port has set up to address noise
issues. All the cities that are in ACC will have a representative to
serve on the Coalition. He also reported that he had attended the

MISCELLANEOUS
8:53 P.M.
Foster Library Birthday Party this past Sunday. Other
Councilmembers were in attendance also. Carter said the
attendance of our Mayor, several City Councilmembers and the
Superintendent of Schools made quite an impact on Bill Ptacek,
Director, King County Libraries Systems.
Council President Haggerton said he will attend the Community
Affairs and Parks Committee meeting tomorrow (February 11th) in
the absence of Councilmember Ekberg.
Councilmember Linder announced that she will be attending the
Hwy 99 Action Committee meeting tomorrow (February 11 th)
being held at the new Community Center, 7:00 p.m.
Council President Haggerton introduced a resolution of the City
Council of the City of Tukwila, urging the County Executive and
Metropolitan King County Council to take measures to reduce
night time noise at Boeing Field. He said he was informed by
County officials that in order to consider such a measure, a
resolution must be in place.

Councilmember Carter explained that it is important to pass this
resolution because many of our citizens are greatly impacted by the
night time flights.
Councilmember Hernandez suggested that Assistant City
Administrator Rhonda Berry review the resolution for accuracy.
She also requested that Berry provide the Council with more
periodic updates on this issue since she is the City's official
representative on the Boeing Field noise issue. Carter added that
Berry be informed of Al Furney's request to include information in
the next RCAA Newsletter regarding the Boeing Field noise issue.
It was the consensus of the Council to forward the resolution to the
next Regular Council for approval after making only minor
amendments, and pending further staff review.
