ROLL CALL JOE DUFFIE; JOAN HERNANDEZ; JIM HAGGERTON, Council President; STEVE MULLET; PAM CARTER, PAM LINDER. Councilmember absent It was the consensus of the Council to excuse Councilmember Allan Ekberg. OFFICIALS JOHN MCFARLAND, City Administrator; RHONDA BERRY, Assistant City Administrator. Nada Hughes, Past President, Southwest King County Chamber of Commerce, introduced Christie Weaver, the newly appointed General Manager of the SWKC. Together they provided a report of the Chambers accomplishments throughout 1996, and the efforts they made to work in partnership with the City of Tukwila. Assistant City Administrator Rhonda Berry introduced Michael Rossotto, who was recently selected to serve as our Volunteer Enhancement Project Coordinator. Rossotto explained that he had distributed copies of the work plan to Councilmembers earlier. He stated that the outcomes that are expected from this project are: increased participation of adults who will serve as good role models with youths; increased involvement of parents and other adults in school and community activities; increased neighborhood attachment and community organization; and increased youth bonding. For the next six months about two thirds of the project will be funded through a $17,000 grant from the South King County Community Network; another third of the funding is from the City's Community Development Block Grant, with contributions in kind from the City, School District, and local businesses. Rossotto said the work plan and timeline are well paced and can lead to some very promising results. He said he is very happy to be involved with such a project. Committee of The Whole Meeting Minutes February 24, 1997 Page 2 Regional Governance Finance City Administrator John McFarland distributed a copy of the report Proposal and explained that the subject of who should provide services within King County, and how revenues should be allocated has been studied for over a decade. In 1995, the State legislature directed through Substitute Senate Bill 5038, that urban counties review governance and finance issues and appropriately redirect revenues to address shifts in service delivery. What makes this effort different from past studies is the changes created by recent large annexations and incorporations. They have dramatically impacted the County's role in providing local service delivery, while the merger with Metro has enhanced their regional role. He said as part of the Suburban Cities Association (SCA) study, the City has developed a Vision Statement, and some fundamental principles and directions for change. Chief amongst them is the efficient and effective delivery of services at all levels. The cities' vision is that the County will provide regional services, with the suburban jurisdictions providing local services, to include the provision of planning and permitting services in pre- annexation areas. McFarland informed the Council that the information in the report had been provided so that whoever attends the Suburban Cities Special General Membership meeting on Wednesday will be adequately informed. He encouraged maximum Council attendance on this issue. CITIZEN'S COMMENTS None. SPECIAL ISSUES King County International Airport (Boeing Field) Noise and Master Plan 3? The Council agreed with the principles and strategic approach outlined in the report; and Council President Haggerton agreed to attend the Wednesday, February 26 Suburban Cities Special General Membership meeting. Amend Agenda It was the consensus of the Council to amend the agenda to move the presentation portion (item #5a under Special Issues) to the March 3, 1997 Regular Council meeting agenda. The Council did, however, discussed the letter portion of the KCIA Master Plan Alternatives due to deadline constraints, and made numerous changes. Councilmember Hernandez agreed to redraft the letter to include the Council's comments. Charter Review Commission Additional staffing for police pipeline (discussion only) It was the consensus of the Council to have Councilmember Hernandez redraft the letter to include Council amendments, then forward to the Finance Safety Committee for final review. The Council discussed the resolution increasing the Change Funds and Petty Cash Fund from $30.00 to $100.00 at the Recreation Center; and from $150.00 to $200.00 at the Fire Department. After a brief discussion, it was the consensus of the Council to forward the resolution increasing the Petty Cash and Change Funds to the next Regular Council for approval. Council President Haggerton explained that a King County Charter Review Commission is working on recommendations to the County Council regarding updates to the King County Charter. Just as Tukwila operates as an optional code city because we don't have a city charter, the County must amend its charter occasionally to keep it up to date. A brief discussion ensued. The Council made minor suggestions and recommendations for the Charter Review Commission to address, and agreed to forward to the appropriate County recipient. Councilmember Linder explained that this issue had been discussed at the 2/17 Finance Safety Committee Meeting. The Committee wants clarification on whether the current staffing is adequate; and whether another pipeline officer would be beneficial. Mayor Rants explained that the Chief is authorized to have 68 officers on the payroll, which the Council has approved, and one in the pipeline. He said an officer in the pipeline is not someone who gets trained and then sits at home waiting for the call to come to work. He is hired prior to being placed in the pipeline. He is a "paid -for" personnel. He said we can expect 2 -4, and occasionally more, officers to be out of service at any one time, for either sickness, injury, or military leave; that is a fact of police work. Councilmember Hernandez commented that her main concern is that the service levels be kept high, but without imposing mandatory overtime and causing burnout of the officers. 3 Committee of The Whole Meeting Minutes February 24, 1997 Page 4 Additional staffing for police pipeline (Cont' d) REPORTS City Administrator McFarland explained that 68 officers will give the City enough cushion to handle all the commitments that the Chief has identified with the Mayor's office in terms of policing the community. Mayor Rants encouraged councilmembers who can do so to attend Wednesday's Suburban Cities meeting being held at Bellevue City Hall, 1511 Main Street, 7:00 p.m., February 26. Councilmember Duffie reported he had attended the Duwamish Improvement Club meeting on Thursday night, February 20, where Councilmember Linder was also present. He said one of the agenda items addressed how to provide transportation to activities at the Tukwila Community Center for our youths. Councilmembers Hernandez and Haggerton reported that they had attended the Apartment Managers Network meeting on Thursday, February 20. They said Karen Wright and Tom Kilburg presented an excellent program. Most of the Councilmembers attended the Employees' Banquet on February 22 and complimented the staff for a job well done. Council President Haggerton reported that he had attended the Strategic Planning Group meeting on February 21 22. He said information is forthcoming from this group. Councilmember Mullet reported that he had attended the Airport Noise Mitigation Group meeting on February 19. Councilmember Carter reported that she had attended the AWC Legislative Action Conference held on February 19 20. She distributed an information paper to the Council of the various legislative issues addressed at the Conference. She suggested that one or two Councilmembers attend this Conference each year. Mayor Rants suggested and Council agreed that Lucy Lauterbach, Council Analyst, will keep the Council and Staff abreast of any and all legislation believed to be of particular interest to Tukwila. Violence Prevention Committee meeting on February 26, 2pm. This committee promotes and celebrates safe and healthy communities.
