COMMITTEE OF THE WHOLE
MEETING MINUTES
CALL TO ORDER Council President Jim Haggerton called the Committee of The Whole
Meeting to order and led the audience in the Pledge of Allegiance.
ROLL CALL JOE DUFFIE; JOAN HERNANDEZ; JIM HAGGERTON, Council
President; STEVE MULLET; PAM CARTER; PAM LINDER.
Councilmember absent It was the consensus of the Council to excuse Councilmember Ekberg.

Amend Agenda
Council President Haggerton requested and Council consented to amend
the agenda to move Special Presentations to follow Appointments
Proclamations of the Mayor.

APPOINTMENTS Mayor Rants read a proclamation designating the week of May 11 -17,
PROCLAMATIONS OF 1997 as National Police Week and May 15th as Peace Officers' Memorial
THE MAYOR Day. Police Chief Ron Waldner announced that there will be a brief
ceremony on Thursday morning, May 15th at 10:00 at the flagpole. The
flag will be drawn half -mast on that day only. He extended the invitation
to everyone.
SPECIAL
PRESENTATIONS Joe Hoguener, Director of Planning for the firm of Helmut, Obata and
Kassabaum (HOK), of Dallas Texas, gave a presentation resulting from a
study of the impacts of the third runway on Tukwila's neighborhoods.
Hoguener explained that in December of 1995, the consultant team was
selected by the five cities who were looking at this particular issue. HOK
is the project manager as well as being responsible for the planning
analysis. HOK sub contracted with another agency who provided the
environmental and transportation analysis. A local Seattle firm, Thomas
Lane and Associates, provided the socio economic analysis and Mike
McCormic from Olympia assisted the team with the intergovernmental
analysis. The study was conducted from April 1996 through December
1996. Hoguener said the mitigation approach being used costs 2.9 billion
dollars and is based on both airport and Washington State projects.

CITIZEN'S Brandt Butte, Business Development Director for Shepherd Ambulance,
COMMENTS extended an invitation to Council and staff to a ground- breaking ceremony
being held on Wednesday, May 21, 1997, 12:00 for the new facility
Shepherd is building here in Tukwila.

SPECIAL ISSUES
John Fertakis, 11822 42nd Avenue South, called attention to the
increasing number of vehicles having to be lifted out of the Green River in
the Duwamish/Allentown area including the area near Boeing. He asked
the Council to see what can be done to prevent this ongoing problem.
Council President Haggerton opened the public hearing at 8:05 p.m. and
read the title of the ordinance only, to benefit the audience.
Public Works Director Ross Earnst explained that during the rate analysis
in 1996, it was stated that Tukwila would consider a pass through of
Seattle water rate increases. As of January 1, 1997, Seattle raised
Tukwila's rates and will raise them again for 1998. A 9% increase starting
with the July 1997 billing and a 10% increase for the summer rate in 1998
will add the needed revenue to match these rate increases from Seattle.
John Fertakis, 11822 42nd Avenue South, inquired as to whether the
charges by Seattle were equal to the increases that are being passed on to
Tukwila's residents.
Councilmember Mullet responded that the Public Works Department has
figured the trade -off to be as close as is possible to obtain.
Public hearing closed Council President Haggerton closed the public hearing at 8:09 p.m.
After a brief discussion, it was the consensus of the Council to forward the
ordinance increasing residential and commercial water rates in 1997 and
1998 to reflect a pass- through increase from Seattle Public Utilities to the
next Regular Council of May 19, 1997.

Councilmember Mullet explained that within the existing TMC
regulations, there is no way to enforce parking time limitations for parking
stalls within park areas. The revisions to the code basically includes any
designated parking stall for a municipal park (including leased or easement
areas). This will allow the Administration the ability to set time

The Council discussed the ordinance but found certain sections to be
ambiguous.
Councilmember Mullet explained that a number of calls and complaints
from citizens had been received regarding the propensity of smoking by
under age youth in front of the community center. Some community
center users have complained that they have to walk through a haze of
smoke to get into the center.

limitations at any park area, trail, golf course, park and the community
center, including stalls for Tukwila Pond Park. Time limitations will be
discussed with the Park Commission and, if desired, the Council or a
Council Committee. The changes allow the Police Chief or a designee to
enforce this code.
It was the consensus of the Council to send the ordinance back to the
Community Affairs and Parks Committee, which is being held tomorrow
night (May 13th), then to the next Regular Council for further
consideration.

Parks and Recreation Director Don Williams commented that it is not a
matter of just wanting to arrest youths; but there are concerns about the
conflict of youth smoking and the center participants not liking the visual
and physical situation that is occurring. He said existing laws only
prohibit the sale of tobacco products, not the possession or use by minors.
Williams recommends the City Council adopt an ordinance prohibiting the
use and/or possession of tobacco products by minors under the age of
eighteen at public parks and facilities.
After a brief discussion, it was the consensus of the Council to forward the
ordinance prohibiting the use and possession of tobacco by minors in
public parks and facilities, including the Tukwila Community Center, to
the next Regular Council of May 19, 1997.
Mayor Rants reported that due to scheduling circumstances, the trip to
Ikawa, Japan had to be rescheduled to leave on May 19th. He asked
Council President Haggerton to assume his Council responsibilities on that
night. Haggerton agreed to chair the meeting.

Reports Rants said the Supreme Court judge has given Deja Vu 15 days to get into
Mayor (Cont'd) compliance with the City's cabaret ordinance and to obtain a business
license.
Council Haggerton suggested that the Mayor's First Quarter Reports be reviewed
by the Council's subcommittees prior to coming to Council.
It was the consensus of the Council to forward the First Quarter Reports to
the Council's subcommittees, then to a Council meeting.
City Administrator McFarland requested that Council apprise the
administration ahead of time of any questions they might have regarding
the First Quarter Reports. This would allow adequate time for staff to
respond appropriately.
Councilmember Duffie thanked the staff and the administration for the
magnificent job that they are doing in keeping the City beautiful.
Councilmember Hernandez reported she received a thank -you note from a
citizen who lives at the San Juan Apartments thanking the City for cutting
down the hazardous tree in their parking lot. In the same note the citizen
also inquired as to when will the rest of the hillside be determined.
McFarland responded that he is in communication with FEMA and will
inform the Council as soon as he hears from them.
Hernandez said she attended the Human Services Roundtable meeting at
Renton Community Center on Tuesday, May 7th, and received a briefing
on the Regional Finance and Governance Task Force. She anticipates a
recommendation by the end of this month for the Roundtable. She
solicited input from the Council on issues to be considered prior to casting
her vote. Informational handouts were distributed.
Hernandez said the first Executive Committee meeting of the Regional
South King County Housing Entity was held on Friday, May 9th. She
distributed various handouts from that meeting.
Council President Haggerton reported he attended the annual joint School
Board/Council meeting on Tuesday, May 6th. He attended ACC on
Wednesday, May 7th. On Saturday, May 10th he met with the Strategic
Planning for the South Central School District.

Reports Councilmember Carter reported that the Mayor sent a letter to SKCATBd
Council (Copt' d) so that Tukwila can be added to the next meeting's agenda to ask for
support for additional resources for the consultant study.
Staff
Councilmember Linder reported she visited Cascade View on Wednesday,
May 7th, for the one hour presentation of "One World, Our World." She
praised the 5th graders for a job well done. The play was sponsored by the
Equity and Diversity Commission.
City Administrator McFarland reminded the Council that the unveiling of
the veterans memorial arbor is scheduled for Saturday, May 17th, 10:00
a.m. at the Tukwila Community Center.
