SPONSOR'S This resolution will declare the structures located at 11245 11269 E Marginal Way South
SUMMARY at the Duwamish Gardens site as surplus property. The farmhouse will be advertised twice
for sale and relocation. If no interested parties can be found to relocate the farmhouse,
the City can proceed with demolition as the buildings have no value due to dilapidation
and asbestos. Council is being asked to approve the Resolution to surplus the structures
and initiate the sate or demolition of the improvements.

Resolution Declaring Surplus of the Carosino Structures

Resolution declaring the Carosino brick house, farmstead house, barn, and outbuildings located at
Duwamish Gardens to be surplus property.
BACKGROUND
In late 2008, the City of Tukwila purchased the Carosino property located at 11245 and 11269 East
Marginal Way South (Parcel Numbers 1023049071, 102304055, and 1023049060) along the
Duwamish River for the Duwamish Gardens estuarine restoration project. Funding for the purchase
was provided by King County Conservation District, Salmon Recovery Funding Board, the City, and
other funding services.
For the estuarine restoration project to go forward, the existing structures need to be demolished or
removed from the site. Washington State's Department of Archeology and Historic Preservation
(DAHP) is requiring that the City advertise for bids twice to offer the relocation of the farmstead
house. If no interested parties can be found to relocate the farmhouse, the City can proceed with
demolition. The other buildings have no value due to dilapidation and asbestos and they will be
demolished.
ANALYSIS
A resolution is required to surplus the structures at the Duwamish Gardens site. If approved, staff will
proceed with advertisement for removal of the farmstead house and prepare bid documents for
demolition of all other structures. After all permits have been obtained and the bid awarded, the
structures will be demolished.
Removal of the structures was included in grant funding that has been obtained. It is anticipated that
sufficient budget remains for this work A budget summary will be included with a future demolition
contract once demolition costs are determined.
RECOMMENDATION
The Council is being asked to approve the Resolution to surplus the buildings located at the
Duwamish Gardens site and consider this item at the May 24, 2010 Committee of the Whole
meeting and subsequent June 7, 2010 Regular meeting.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, DECLARING THE CAROSINO HOUSES, BARN AND
OUTBUILDINGS LOCATED AT 11245 AND 11269 EAST MARGINAL WAY
SOUTH (REAL PROPERTY IS NOT INCLUDED) TO BE SURPLUS; AND
AUTHORIZING THEIR SALE OR DEMOLITION.
WHEREAS, the City of Tukwila owns certain real property at 11245 and 11269 East
Marginal Way South; and
WHEREAS, the City of Tukwila purchased the Carosino Farms property for future
fish habitat in 2008, and
WHEREAS, the house and farmstead house, barn and outbuildings have no value
and need to be demolished, or the farmstead house, due to historic value, may be sold
and relocated to preserve it; and
WHEREAS, Tukwila Municipal Code Chapter 2.64 provides for disposition of
surplus property;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
Section 1. Declaration of Surplus. The Carosino houses, barn and outbuildings
located at 11245 and 11269 East Marginal Way South, belonging to the City of Tukwila,
are hereby declared to be surplus (real property is not included)
Section 2. Sale or Demolition of Surplus Property. The Mayor is hereby authorized
to initiate the sale or demolition of improvements, as described in Section 1 above, and
in the manner set forth in Tukwila Municipal Code Chapter 2.64.

a Regular Meeting thereof this day of 2010

CALL TO ORDER: Committee Chair Duffle called the meeting to order at 5:02 p.m.

H. BUSINESS AGENDA
A. Surplus of Duwamish Gardens Structures
Staff is seeking Council approval of a resolution which surpluses buildings located at the following property
addresses: 11245 and 11269 East Marginal Way South (also known as Duwamish Gardens and /or Carosino
Farms. The resolution declares the Carosino brick house, farmstead house, barn and outbuildings as surplus
property and will allow for demolition and/or removal as appropriate.
The Washington State Depaituient of Archeology and Historic Preservation (WSDAHP) has deemed the
farmstead house eligible for registration as a National Landmark; however, no paperwork or request has
been filed. Due to this eligibility, WSDAHP is requiring the City to advertise for bids two separate times to
offer relocation of the house. If no eligible bidders come forward, then the City can begin demolition. No
other building on these properties has been deemed with such value. UNANIMOUS APPROVAL.

B. 2010 Parks and Recreation Issues Volunteer Program
Tracy Gallaway, Volunteer and Special Events Superintendent, gave a brief PowerPoint presentation on
Tukwila's Volunteer Program. She explained that the primary goal of the program is to cultivate
community connections. Examples of volunteer contributions include, but are not limited to: commissions
and boards, office support and assistance, coaches, Meals on Wheels, emergency support and special
events.
The City also promotes volunteer opportunities with 39 other organizations through links via the City
website. Tracy reported that 66 community members serve on 10 City boards and/or commissions and the
most frequent use of volunteer assistance is in the Parks and Recreation Department. Several volunteer
service statistics were provided including the number of individual volunteer hours, breakdowns for specific
services, special events and group projects. For example, in 2009, 1335 volunteers, spent 4501 hours
working on 25 group projects. The 2010 program initiatives encourage people to "meet up, have fun, do
good" by providing small one -day volunteer field trips to ignite interest in specifics projects and areas as
well as to increase program promotion and communication. Additionally, Tracy briefly discussed the
background check/assessment system currently being used for volunteers. It is called Operation TLC2
Making Communities Safe administered through the National Recreation and Parks Administration.
The presentation was brought to a close with staff reminding attendees of the upcoming June event, Hands
on Tukwila, a community cleanup event. Committee members expressed their appreciation for the
continued commitment in the volunteer program. INFORMATION ONLY.
