ROLL CALL JOE DUFFIE; JOAN HERNANDEZ; JIM HAGGERTON, Council President; STEVE MULLET; PAM CARTER; PAM LINDER. Councilmember absent MOVED BY MULLET, SECONDED BY HERNANDEZ, TO EXCUSE COUNCILMEMBER EKBERG. MOTION CARRIED. OFFICIALS JOHN MCFARLAND, City Administrator; BOB NOE, City Attorney; ROSS EARNST, Public Works Director; LUCY LAUTERBACH, Council Analyst; JANE CANTU, City Clerk. PROCLAMATIONS OF THE MAYOR CITIZEN'S COMMENTS Mayor Rants read a proclamation proclaiming the week of June 11 18, 1997 as Home Ownership Week in the City of Tukwila and encouraged all residents to join him in promoting home ownership opportunities. Brian Archer, 13013 56th Avenue South, commented that he will have to install a sprinkler system in the new home he's building in Tukwila because there aren't enough fire hydrants in the area. He said other citizens have also expressed concerns. Margaret Bratcher, 13003 56th Avenue South, inquired if their insurance protection would be impacted since there are no fire hydrants in the area. Mayor Rants said he will have staff review the legal aspects of this issue with the City's attorney. Jennifer Dare, 13505 34th Avenue South, comments related to the fast traffic on 135th. This could prove to be very hazardous because so many children play on this particular street. Additionally, there are no sidewalks, and because this area is so low, it is constantly under water. Charles Bratcher, 13003 56th Avenue South, commented that he was unhappy with the traffic, and the inadequate police protection in his neighborhood. In fact, he would like to see the street shut down. He asked the Council to please do something about this problem area of the City. Dixie Archer, 13013 56th Avenue South, pleaded for the City to give the residents their community back to them. The traffic is entirely too heavy in the area, and the crime rate is too high. (S. 144th -S. 139th) the problem; it's outsiders who are using the street as a short cut to get some place else. Mayor Rants thanked the citizens for calling these issues to his attention and said that the fire hydrant and stagnant water over the sidewalk issues will be addressed in the Utilities Committees; and that he will ask Police Chief Waldner to assign officers to monitor and evaluate the traffic problems. It was the consensus of the Council to concur with the Mayor's recommendations. Councilmember Ekberg arrived. a. Approval of Minutes: 6/16/97 b. Approval of Vouchers: Nos. 93008 through 93626 in the amount of $1,262,758.28 c. Motion approving a new position of Administrative Clerk in the Parks Recreation Department Council requested that the May 19, 1997 Regular Council minutes be amended to add the following statement: "Council reauested that information about the special water rates for low- income seniors and those with disabilities be published in the Hazelnut and. if possible. noted on the water bills." MOVED BY DUFFIE, SECONDED BY HERNANDEZ, TO APPROVED THE CONSENT AGENDA AS AMENDED. MOTION CARRIED (7 -0). Councilmember Carter explained that the bids came in higher than hoped for on Phase II of 42nd Ave. South. Staff had added a connecting section of roadway, sidewalk and drainage to link with the Fosterview improvements. In order to be able to afford the project, that section needs to be excluded. It would save the City $120,000. The Finance and Safety Committee agreed. MOVED BY CARTER, SECONDED BY HERNANDEZ, TO AWARD THE CONTRACT IN THE AMOUNT OF $1,166,084.68 TO MID- MOUNTAIN CONTRACTORS, INC. FOR THE 42ND AVENUE STREET IMPROVEMENTS PROJECT (SOUTH 144TH SOUTH 139TH).* Councilmember Hernandez asked for clarification as to when the $120,000 will be deducted from the total contract amount. (S.144th -S. 139th) (Cont'd) OLD BUSINESS Ord. #1802 Re- creating the Planning Commission Public Works Director Ross Earnst clarified that the contract must be awarded as bid. After the contract is awarded, steps will be taken to minimize the Scope of Work so that the project falls within budget. Earnst says it appears that a change order will not be necessary. A lengthy discussion ensued with some Councilmembers suggesting that the connecting section of roadway, sidewalk and drainage to link with Fosterview improvements be dropped; some said go ahead with the project and utilize funds earmarked for projects with less priority, while others thought rebidding the project in a more favorable time period next winter would be more appropriate. MOVED BY EKBERG, SECONDED BY DUFFIE, TO TABLE THE 42ND AVENUE STREET IMPROVEMENT PROJECT BID AWARD TO JUNE 30, 1997 COUNCIL MEETING.** Public Works Director Ross Earnst requested that a Special Meeting be called on June 23rd to address this issue, since the Council doesn't usually meet on a 5th Monday. *MOTION CARRIED (7 -0). *MOTION CARRIED AS AMENDED (7 -0). Attorney Bob Noe read AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, RECREATING THE TUKWILA PLANNING COMMISSION, PRESCRIBING ITS DUTIES, AUTHORITY AND PROCEDURE, REPEALING ORDINANCE NOS. 1560 AND 1730; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE. MOVED BY DUFFIE, SECONDED BY HERNANDEZ, THAT ORDINANCE NO. 1802 BE ADOPTED AS READ.* City Administrator McFarland distributed copies of the final draft of the ordinance, which showed grammatical corrections that had been called to his attention. Councilmembers Duffie and Mullet reported they attended end -of- the -year school graduation ceremonies. Councilmember Hernandez reported she met with a committee at the City of SeaTac to review applications for the Housing Program Manager position. She made available the top four applications and rating sheets for those interested. Interviews are scheduled for the last week of this month. Council President Haggerton announced he will be attending the AWC Conference in Spokane on June 18 21. Councilmembers Carter and Linder reported they met with a staff person of Ron Sims this past week to discuss noise issues relating to Boeing Field. Carter Attended the Chamber Success Luncheon on June 13th where City Administrator McFarland received an award for his support and effort in implementing the Hwy. 99 Action Committee. Carter also worked with staff on June 12th regarding the non represented salary study. Councilmember Linder reported she met with the Hwy 99 Action Committee on June 10th. City Administrative McFarland provided an update on the Suncrest Apartments (name changed to Woodside Apartments). He said 12 units have passed inspection, and that significant improvements have been completed. More apartments will be inspected next week. He said steady progress is being made.
