HomeMy WebLinkAbout1997-07-14 Committee of the Whole MinutesJuly 14, 1997 7:00 p.m. CALL TO ORDER ROLL CALL OFFICIALS SPECIAL PRESENTATIONS Proposed formation of Puget Sound County ACC update CITIZEN'S COMMENTS TUKWILA CITY COUNCIL COMMITTEE OF THE WHOLE MEETING MINUTES Tukwila City Hall Council Chambers Council President Jim Haggerton called the Committee of The Whole Meeting to order and 1 the audience in the Pledge of Allegiance. JOE DUFFIE, JOAN HERNANDEZ, JIM HAGGERTON, Council President; ALLAN EKBERG, STEVE MULLET, PAM CARTER, PAM LINDER. JOHN MCFARLAND, City Administrator; BOB NOE, City Attorney; ROSS EARNST, Public Works Director; ALAN DOERSCHEL, Finance Director; STEVE LANCASTER, DCD Director; LUCY LAUTERBACH, Council Analyst. Council President Haggerton informed the Council he was notified that the briefing on the proposed formation of Puget Sound County by Laura Anderson had been canceled and rescheduled for July 28, 1997. Ken Reid briefed the Council on the status of the Airport Communities Coalition (ACC) stating that they've been involved in many political, process oriented, legislative and to some extent legal activities. The Port and FAA completed a final Environmental Impact Statement (EIS) a year ago. However, they have since decided it was not adequate and have commissioned a supplemental EIS which was published mid -May of this year. As a result of the EIS, the Port Commission invoked upon a new action in late May to re -adopt the supplemental EIS and to adopt a revised Master Plan. Federal Aviation Administration (FAA) says current plans comply with current FAA regulations. The Port filed a suit against FAA in June 1997 with a possible trial being scheduled for May of 1998. ACC is financially supporting the suit of Des Moines. Highline District is requesting funding to mitigate some of the costs. ACC will monitor and continue to support Highline and Des Moines claims. ACC has 60 days from today's date to file on FAA should they decide to do so. Lanny Vickers, 12227 45th Avenue South, distributed copies of a handout which demonstrated Tukwila's citizens' opinion of the noise aspect of Union Tank Works. Vickers urged the Council to monitor compliance of this company should they decide to apply for permits. Bill Arthur, 18000 Andover Park West, Suite 200, extended an invitation to The Council, Mayor, staff and the public on behalf of the Highway 99 Committee of The Whole Meeting Minutes July 14, 1997 Page 2 Citizen's Comments (Cont'd) SPECIAL ISSUES A resolution increasing the Municipal Court's change fund Consensus: Subdivision ordinance Consensus: Action Committee to attend a free food and drink Barbecue on the parking lot of Larry's Market on September 6th. Larry's Manager Brian Bixemann has played a vital role in allowing fund- raisers to be held on Larry's property to support the improvements of Highway 99. As a result of a recommendation made by Councilmember Joan Hernandez, Bill Arthur presented Brian Bixemann with a plaque for "making a difference" on Highway 99 for the month of July, 1997. Councilmembers said Brian continues to demonstrate commitment and enthusiasm in working with the Council and citizens; and it appears he's motivated by an intense desire to see the Highway 99 develop into a complete success story. Additionally, Councilmembers said they have far too few opportunities to work with individuals such as Brian Bixemann. Councilmember Linder explained that this issue was recently discussed in the Finance and Safety Committee meeting. The Committee agrees that updating the change and petty cash funds in the Municipal Court is being requested to improve current operations. Because large bills are being presented for payment of court fines and bail, the existing $50.00 change fund amount needs to be increased to $150.00. The Court currently processes approximately 40 to 60 witness fees each month. A petty cash fund of $300.00 would allow cash payment to witnesses and reduce reimbursements from Finance to only twice per month. After a brief discussion, it was the consensus of the Council to forward the resolution to the next Regular Council Consent Agenda for approval. The Council continued review and discussion of the draft Subdivision Ordinance. DCD Director Lancaster reminded the Council of the public hearing scheduled for July 21, 1997; and that tonight's work session resulted from the June 23rd COW where Councilmember raised a number of questions that needed further clarification. Tonight's discussion focused on those questions and options for Council consideration. It was the consensus of the Council to proceed with the scheduled public hearing. The Council also requested that Lancaster check with the City Administrator, Council Analyst and the City Clerk to schedule a suitable time at future COW and Regular meetings to review the draft ordinance after the July 21st public hearing. Committee of The Whole Meeting Minutes July 14, 1997 Page 3 REPORTS Councilmember Hernandez attended the Highway 99 Action Committee Council meeting on July 8th and the Apartment Managers Network meeting on July 9th. She also attended Tukwila Days. She said the Equity and Diversity Commission will hold its planning session on August 7th. Staff Council President Haggerton participated in Tukwila Days activities. He also attended a press conference today at 11:45 in Renton, held at Southwest 43rd Street. There was representation from most of the contiguous cities, excluding Renton, to address Valley cities traffic issues at major east -west routes. Councilmembers expressed concern regarding signs posted in the rights -of- way throughout the City advertising various businesses such at "Lose 30 Pounds in 30 Days," "Need Extra Cash -Home Employment," etc. City Administrator McFarland said staff is aware of this problem and the Code Enforcement Officer is working to eliminate as many signs as he comes in contact with. McFarland advised Councilmembers not to take matters in their own hands to remove signs even if they are tempted to do so. Councilmember Ekberg reported he attended Tukwila Days at the new Tukwila Community Center. Councilmember Mullet reported he attended the Green River Flood Zone Control Group meeting on July 9th. Mullet also attended Tukwila Days and enjoyed the parade and other festivities. Councilmember Carter reported she attended the Apartment Managers dinner on July 9th, and Tukwila Days activities on July 12th. Carter also briefed the Council on the Transportation Committee meeting held earlier this evening. Carter plans to attend the South King County Area Transportation Board (SKATBd) meeting July 15th. Councilmember Linder reported she attended the Highway 99 Action Committee meeting; Apartment Managers Network meeting; and Tukwila Days. City Administrator John McFarland informed the Council that creek restoration has begun on 154th 51st. Following the creek restoration, the contractor will repair the damaged road area. McFarland said SeaTac has advised the City of an annexation petition on property located to the south of Tukwila and to the east of I -5. The property is a steep and wooded area. McFarland said August 4th is the deadline to contest this issue before the Boundary Review Board. ADJOURNMENT MOVED BY DUFFIE, SECONDED BY HERNANDEZ, TO ADJOURN 9:16 P.M. THE MEETING. MOTION CARRIED.
