MINUTES
CALL TO ORDER Mayor Pro Tem Jim Haggerton called the Regular Meeting to
order and led the audience in the Pledge of Allegiance.

a. Approval of Vouchers: Nos. 94040 through 94347 in the
amount of $792,886.95
b. Authorize Mayor to sign the Seattle City Light underground
electrical distribution system on 42nd Ave. S. from S. 144th
St. to S. 139th St. (cost estimated at $409,500).
c. Authorize Mayor to accept a permanent 25 -foot easement to
construct/maintain hillside improvements (Trail #4 Bank
Sloughout Repair).
d. Authorize Mayor to accept a permanent drainage easement
at the northwest corner of the Pacific Highway Bridge.
(Easement donated by The Boeing Co.)
Mayor Pro Tem Haggerton opened the public hearing at 7:03 p.m.
DCD Director Steve Lancaster explained that the draft Subdivision
Ordinance under consideration was forwarded from the Planning
Commission following two public hearings by that body.
Bill Arthur, 18000 Andover Park West, Suite 200, Tukwila, WA
98188 commented on three areas within the draft ordinance.
Paragraph 17.20.030 (b) (3) Arthur recommended taking out any
specific wording regarding the Shoreline Master Plan until Council
has an opportunity to deliberate on that proposal sometime during
the next few months.

Paragraph 18.06.525 Lot Frontage. Arthur noted that the definition
as presented in the draft appears to conflict with the Zoning Code
definition. It is not the definition that is currently carried in the
Zoning Code.
Paragraph 18.06.xxx definition of Right of Way. Arthur
suggested using a simpler definition such as offered in Black's
Legal Dictionary "a right of way is a right belonging to a party to
pass over the land of another party
Mark and Pat Larson, though listed on the sign -up sheet, offered no
comments.
Hearing no further comments, Mr. Haggerton declared the public
hearing closed at 7:11 p.m.
It was the consensus of the Council to forward further discussion
on the Subdivision Ordinance to the next Regular Meeting on
August 4, 1997. They asked that those who have attended previous
meetings on the Subdivision Ordinance be notified of the dates of
further Council discussion.

Attorney Noe read A RESOLUTION OF THE CITY COUNCIL
OF THE CITY OF TUKWILA, WASHINGTON, INCREASING
CHANGE FUNDS AND ESTABLISHING A NEW PETTY
CASH FUND, AND REPEALING RESOLUTION NO. 1372.
MOVED BY DUFFIE, SECONDED BY LINDER, THAT
RESOLUTION NO.' 1377 BE APPROVED AS READ. MOTION
CARRIED 7 -0.
John McFarland reported the Regional Governance and Finance
Technical Sub committee, the Staff Task Force, continues to meet
monthly in Bellevue to try to keep pace with what is happening
with the Oversight Committee of the Growth Management
Planning Council (GMPC). Most of the issues have been moved to
the Oversight Committee and are being worked by them or by
other specialized committees such as the Human Services
Roundtable. There is a special committee dealing exclusively with

Old Business (con't) Police and Courts that has not rendered their recommendations to
Update on Regional Governance date.
McFarland continued that although the talks originally were
handled through a process of principles -based negotiations, the
group has unfortunately moved away from that process. There
appears to still be disagreement as to the level of urban subsidy,
and from the County's perspective, whether urban subsidy exits at
all. There also appears to be a difference in perspective in terms of
where revenues should shift to or from. Suburban Cities
Association and King County continue to disagree.
McFarland suggested Council look at issues than range from parks
and pools down to issues such as economic development, libraries,
public art, etc., and move them into the appropriate sub-
committees for in -depth review of the options that have been
placed before the Oversight Committee. McFarland could then
take back to the technical staff work group the City's position on
these various issues.
These discussions are regional discussions. They are not a
discussion of the county and one city. It is restructuring of how
taxes are levied and spent within King County and whether or not
we will continue as incorporated jurisdictions to have some of our
tax money directed out into the hinterlands to provide an urban
level of service to rural areas. The suburban jurisdictions want a
say in this. If people want an urban level of service in rural areas,
they need to either annex or incorporate. They can't have it both
ways. They don't pay for the services they get. Cities in
incorporated jurisdictions subsidize those services anywhere from
$15 -$32 million per year.
The technical staff group is hoping that the GMP Oversight
Committee will use the Countywide Planning Policies and the
Principles of the State legislation that required the study and
realignment of functions to bring things back into line.
Final recommendations will be made by the GMPC's Oversight
Committee to the county. The County Council will then adopt
recommendations, and there will be a 70/30 vote where 30 percent
of the jurisdictions within King County representing 70 percent of

the populations will be required to ratify the changes in service
deliveries and revenue allocations.
McFarland said he would schedule Lynda Ring, SCA Executive
Director, for an in -depth presentation to Council on this issue in
the near future. Council agreed to place some of the individual
issues in subcommittee for discussion. McFarland said he would
work with the Council Analyst on scheduling. Regarding
timelines, McFarland explained that the objective is to get the
matter before the King County Council in October and out to the
suburban jurisdictions in November for ratification before the end
of the year.
The issue of PAAs (Potential Annexation Areas) was briefly
discussed. McFarland explained that the issue is who will provide
service in a PAA where there is an intent to annex rather than to
designate a PAA without any overt plan to annex. The county is
trying to move entities closer towards a declaration either on the
part of the annexing entity or the annexxee. That way, once the
declaration was made, the entity would begin providing services.
There is also a question about what happens when you have
overlapping PAAs. The City's experience is that nothing happens
as is with the City of Tukwila and the City of SeaTac where there
are overlapping PAA's, or you go to court as is the case with the
City of Seattle and the City of Tukwila. Looking at the impetus for
that, the City of Tukwila and the City of Seattle were looking at a
more aggressive annexation schedule in their overlapping PAA.
However, in the southend with the City of SeaTac and Tukwila,
there wasn't any particular plan. It was just a broad policy
statement that if Tukwila's boundaries were to extend to the south
in this area, this is where it would be. This policy would try to
move us beyond the near term intent and get the issue of service
delivery ironed out.

FROM SOUTH 139TH STREET TO SOUTH 140TH STREET.
REPORTS City Administrator John McFarland distributed copies of an
Mayor Executive Summary prepared by a professor at the UW that looks
at the revenues and expenditures associated with the proposed
Puget Sound County. Laura Anderson will give a presentation to
Council on the new proposed county at the 7/28 Committee of the
Whole meeting. McFarland said there is no recommendation from
the Mayor's office on this proposal.

Councilmember Duffie reported that the police department visited
Tukwila Elementary to confiscate fireworks from some youths who
were shooting them off on the school grounds.
Councilmember Hernandez reported she attended the senior lunch
on July 16 at the community center and a Human Services
Roundtable meeting on July 17. At the HSR meeting, the group
did a mid year review of the budget. In addition, DSHS gave a
presentation on the Work First Program which is a program that
helps individuals become employed.
Councilmember Haggerton distributed brochures on the winter
NLC meeting in Philadelphia. He also reported he attended the
Highway 99 barbecue at Larry's Market.
Councilmember Ekberg announced he attended Tukwila Days the
CAAST Play and the golf tournament.
Councilmember Mullet said he also attended the CAAST Play and
played golf over the weekend.
Councilmember Carter attended a SCATBd meeting on July 15
and attended the senior picnic on July 16. She will attend the
school board meeting on the name change petition at Showalter on

July 22. Carter noted that a sculpture had been commissioned by
for Tukwila Park.
Councilmember Linder reported that the King County airport is
looking for a name to forward to Ron Sims to represent Tukwila on
the new Roundtable they are putting together. The group will be
working on issues such as the Master Plan, airport noise, and
airport operations. This position is not for elected officials. Linder
asked for names of anyone who might be interested in serving on
this committee as Tukwila's representative.

Councilmember Mullet said he'd seen a lot of trailers parked on
residential streets since the ordinance regulating parking of
commercial vehicles in residential neighborhoods was adopted by
Council. He suggested some type of emphasis be placed on this
activity. Councilmember Carter suggested sending letters to
property owners who are responsible for the rigs being parked on
the street to inform them of the City's regulations. Haggerton
suggested the issue be moved to the Community Affairs and Parks
Committee for more review.
Carter also asked that an emphasis be placed on Pacific Highway to
remind shopkeepers to keep their landscaping maintained. Carter
clarified that the City should keep its rights -of -way cleaned up and
strongly encourage private property owners to maintain their own
property. John McFarland suggested Code Enforcement get
involved.
