HomeMy WebLinkAbout2010-06-07 Transportation MinutesTRANSPORTATION COMMITTEE Meeting Minutes June 7, 2010 5 :00 p.m. Conference Room 1 PRESENT Councilmembers: Verna Seal, Chair; Joan Hernandez and De'Sean Quinn Staff: Bob Giberson, Robin Tischmak, Steve Lancaster, Jack Pace and Gail Labanara Guests: Brian Brooke (Sound Transit), Kate Lichtenstein (Sound Transit) and Don Samdahl (Fehr Peers) CALL TO ORDER: The meeting was called to order at 5:03 p.m. I. PRESENTATIONS Sound Transit Parking Pricing Study Sound Transit presented an information only power point presentation on the Parking Pricing Study. The study area only included the 6 South Sounder Stations (Tukwila, Kent, Auburn, Sumner, Puyallup, and Tacoma) and not any Sound Transit Light Rail stations. Sound Transit is looking to update their parking polices that may include a parking fee charge from $1 to $3.00 per parking stall. With the pricing model, there may be a 3 -4% reduction in ridership and 6 -9% reduction in parking utilization. The pay -by -space option seems most appropriate and would include gateless entries with machines or the option to pay -by -phone for late arrivals. The estimated capital costs to change the current parking lots would be $900,000 with estimated annual O &M costs at $700,000. The net revenue range at the $1 to $3 price range is $600,000 to $2.4 million. The revenue would fund additional parking improvements /garages. Regional coordination issues were discussed concerning King County Metro park ride lots and Light Rail parking facilities and potential parking fees. The Tukwila Longacres Station currently has 208 parking stalls and with the building of the new station, the parking stalls are anticipated to increase to approximately 350 stalls. INFORMATION ONLY. II. BUSINESS AGENDA No Business items III. MISCELLANEOUS Smarter Hii!hways: Bob handed out a Smarter Highways flyer (attached). WSDOT will be activating the high tech overhead signs on I -5, SR 520, and I -90 in August that will display variable speed limits, lane status, and traffic information. City of Tukwila Transportation Committee To: Tukwila City Council WSDOT is activating Smarter Hiahways on 1 -5, SR 520 and 1 -90 starting this August. High -tech overhead signs will display variable speed limits, lane status and real -time traffic information so drivers know what's happening ahead. This smarter highway technology will increase roadway efficiency and help drivers travel safer and smarter on: Northbound 1 -5 between Boeing Access Road and 1 -90: August 2010 SR 520 between Bellevue and Seattle: Summer 2010 1 -90 between Bellevue and Seattle: Spring 2011 Drivers should become familiar with the symbols, text and numbers that will display on the signs: Red "X lane closed Yellow "X lane closed ahead; merge as soon as possible Arrow with "merge merge as soon as possible Green arrow: lane open Speed limit: obey posted speed limit WSDOT welcomes the opportunity to make a smarter highways presentation to any size group.
