AN ORDINANCE prescribing standards for the design, lay-
out and construction of roads, sewers, walks and utility
trenches within the City of Tukwila, and providing procedures
for municipal approval of their design and installation;. to
be known as the Minimum :Tend Development Standards Ordinance.'

ORDINANCE NO.
AN ORDINANCE prescribing standards for the design, lay-
out and construction of roads, sewers, walks and utility
trenches within the City of Tukwila, and providing procedures
for municipal approval of their design and installation; to
be known as the "Minimum Land Development Standards Ordinance."
The City Council of the City of Tukwila do ordain as
follows:
SECTION I: Purpose and Scope
1. The purposes of this Ordinance are:
a. To establish standards and guide lines for the develop-
ment and /or modification of streets and sewers in a manner
consistent with the character of the area being developed
and which will promote the health and safety of the citizens
of the City of Tukwila.
b. To establish procedures for design, execution and accep-
tance of the improvements to be deeded to the City.
2. The detailed standards and procedures cover the construction
of new streets and utilities and /or the modification of existing
facilities; the Ordinance does not attempt to describe the de-
tails of all of the situations which will be encountered, but
does establish standards which will serve as a basis for reason-
able development of such facilities. Special requirements are
to be developed where situations warrant variations from standards.
3. This Ordinance shall be used in a manner consistent with the
current City of Tukwila Comprehensive Land Use Plan, and the
Arterial Street Plan.
4. The installation of water lines and services are controlled
by other Ordinances of the City of Tukwila.
SECTION II: Standards
1. The design and construction standards included herein are
generally considered as the minimum acceptable, although where
specific conditions arising from hilly terrain in certain resi-
dential areas dictate variations, these may be recommended by
the Planning Commission.
2. Streets, alleys, walks, utility easement:
a. Minimum widths of right-of-way shall be as follows:
Streets serving residential areas 50 ft.
Streets serving commercial or industrial areas 60 ft.
Alleys 20 ft.
Crosswalks between streets 10 ft.
Utility Easements 10 ft.
b. Minimum roadways shall be as follows:
Streets serving residential areas 20 feet paved, plus
7 feet of crushed rock shoulder each side.
Streets serving commercial and industrial areas 24 feet,
plus 8 feet of crushed rock shoulder each side.
Alleys 20 feet, crushed rock.
c. Roads and arterials which are part of the State and
County Road Systems shall have minimum standards as adopted
by the State or County.
d. Industrial parks, shopping centers and parkways shall
have special standards appropriate to the scope of the pro-
ject and traffic volumes generated.
e. Design wheel loads shall be not less than:
Streets serving as residential area collectors and access
streets 4,000 lbs.
Streets serving as residential area arterials 9,000 lbs.
Streets serving as commercial and industrial area access
streets 10,000 lbs.
Streets serving as arterials in commercial and industrial
areas- 10,000 lbs.

f. Grades shall not exceed 15 percent in hilly terrain;
vertical curves shall be provided at changes in grade; at
intersections of streets a portion of each street shall be
approximately level for 40 feet from edge of each right-of-
way. Sight line criteria shall be based on speed limits
for the streets, as determined by AASHO standards.
g. Street intersections shall be as close to 90 degrees
as practicable; discontinuous access streets shall not inter-
sect a collecter street any closer than 125 feet between
rights-of-way.
h. Curb cuts shall be located no closer than 20 feet from
an intersection, but in no case in a manner which will cause
increased traffic hazards. Transition from street grade at
gutter to sidewalk elevation 6 inches higher shall be effected
by warping curb surface down to form ramped drive area. In
special cases of heavy traffic, curbs will be permitted with

radii similar to those used at intersections. Curbs at
street corner intersections shall have 9 foot radii.
i. Road section shall be sloped to drain and crowned
1/8 inch per foot.
j. In hilly terrain curves may be superelevated to im-
prove safety, or where otherwise required by anticipated
speed of traffic.
k. Roads shall be ditched to handle run -off anticipated
on basis of ten (10) year storm; culverts shall be provided
at street intersections and points of access to streets.
1. Fill, sub -base and base shall be placed in uniformed,
rolled layers, not exceeding twelve (12) inches in depth,
with moisture added as required to produce densities which
will support design wheel loads on paving and shoulders;
where necessary the approved design shall be based upon
recommendations of a recognized soils testing laboratory.
End dumping is not permitted for sub -grade on roads.
m. Where existing fill materials are unstable and cannot
be compacted to the required densities, approved granular
material, as recommended by the soils testing laboratory,
shall be provided in place of the unstable material.
n. Paved surfacing material may be portland cement con-
crete, or asphaltic concrete utilizing crushed rock or
crushed gravel aggregate; thickness is to be based upon
total sub -base and base design as recommended by the soils
testing laboratory.
o. Curbs shall be cast in place, concrete, with minimum
thickness of six (6) inches, minimum depth of two (2) feet,
tapered surface toward street for top six (6) inches and
three quarters (3/4) inch radius at street edge; flexible,
asphalt impregnated joint filler shall be provided at
changes in direction and at every thirty (30) feet of curb
length. Equivalent designs utilizing integral curb and
gutter may also be submitted for approval.
p. Sidewalks shall be concrete, poured over three (3)
inches of approved granular material, minimum of four (4)
inches thick, and four (4) feet wide; scoring shall be on
four (4) foot centers with asphalt impregnated joint filler
at twenty -four (24) feet on center, maximum, and at all
changes in shape, slope, or direction. Concrete shall be
broomed to provide non -skid surface. Provide vertical
curves on change in grade.
q. Reinforced concrete shall be a mix with a mimimum
strength at twenty -eight (28) days of 2500 pounds per
square inch, utilizing five (5) sacks of cement per cubic
yard. Aggregate, cement, water, mix and methods of place-
ment shall be approved by the designated official; paving
shall be adequately cured prior to use. Reports on mater-
ials from a recognized testing laboratory shall be provided
as requested by the designated official.

r. Asphaltic concrete shall be in accord with Washington
State Highway Department specification Class "3."
3. Sewers and Utility Trenches
a. Where run -off from ten (10) year storm due to extent
of paved or roofed areas will require ditches with side
slopes in excess of one and one -half (1 2) to one (1)
pipe storm sewers shall be provided.
b. Run -off from paved areas and roof shall not discharge
overland directly to street gutters, except in residential
areas.
c. Storm drains shall be independent of sanitary sewers.
d. Pipes shall be concrete or vitrified clay, bell and
spigot pattern, with tight cemented or rubber gasketed
joints. (Extra heavy or special patterns shall be pro-
vided where depth of burry and /or loads will require extra
strength to maintain structural integrity.) Provide such
pipe as will withstand loads to be imposed on it. Compar-
able pipe to be specified and agreed upon by Tukwila Building
Inspector may be used.
e. Manholes shall be reinforced concrete, cement or clay
brick, or precast concrete; inlet gratings and covers shall
be heavy duty cast iron or steel, of approved pattern. Man-
hole cover shall have function identity cast into surface.
f. Manholes shall be provided at all changes in direction
and slope of sewers; minimum sewer size shall be eight (8)
inches, uniform slope between manholes. Maximum distance
between manholes shall be three hundred (300) feet on
sanitary sewers and fourhundred (400) feet on storm sewers.
g. Utility trenches shall be backfilled to ninety (90
percent of maximum density as determined by modified AASHO
T180 (latest revision) Method of Compaction, or backfilled
with pit run gravel if soil available is unsuitable for
compaction.
h. Excavation shall be shored as necessary to maintain
integrity of sides.
SECTION III: Procedure
1. Proposed installation of streets and sewers shall be reviewed
with the Planning Commission and the designated officials. Pre-
liminary drawings shall be filed with the Commission to show the
understandings reached.
2. Upon approval of preliminary drawings, by the Planning Com-
mission and the City Council, final engineering drawings and
specifications shall be submitted for final approval, complete
with survey data, intersection monuments, legal descriptions of
land to be deeded to and /or vacated by the City in connection
with the improvements.

3. After approval by the Planning Commission and the Council,
the developer or his contractor shall file 100% completion bonds,
plus other bonds required in connection with use of existing
City streets and facilities, and a permit to construct the im-
provements shall be issued. The permit fee shall cover the
estimated cost of processing the permit, and general inspection
of the work to determine compliance with the intent of the im-
provement drawings. A plat showing the lands to be occupied
by improvements shall be recorded by the Auditor, King County,
with all dedications and /or vacations properly signed and
certified.
4. Upon completion of the improvements in accordance with the
approved documents, drawings showing the as -built condition
and location of the improvements shall be filed with the City,
and the improvements shall be accepted by the City one year
after their completion. Developer shall guarantee the improve-
ments for one year after completion.
5. Where the developer intends to install utilities which are
connected to or extend existing systems, and where these utili-
ties will serve adjacent properties not being assessed for or
sharing in the cost of their installation, the developer, when
the cost of these improvements has been determined, may enter
into a contract with the City of Tukwila describing the work
to be done, the cost and an agreed value of benefit being pro-
vided the adjacent properties, as provided under RCW 35A1, the
Municipal Water and Sewer Facilities Act. Reimbursement of
the developer may be made pursuant to the Municipal Water and
Sewer Facilities Act.
6. Where the improvements are installed by formation of a
Local Improvement District, then the procedures and allocation
of costs shall be in accord with the State laws governing same.
