MINUTES
EXECUTIVE SESSION
Regular Meeting
June 7, 2010— 7:00 P.M.
Mayor Haggerton announced the purpose of the Executive Session is to discuss a Personnel Matter
Pursuant to RCW 42.30.110(1)(g) and Pending Litigation Pursuant to RCW 42.30.110(1)(i). It will
last no more than 30 minutes, and no decisions will be made during the Executive Session
Attendees Jim Haggerton, Mayor; Shelley Kerslake, City Attorney; Steve Lancaster, City Administrator;
Stephanie Brown, Human Resources Director; Nick Olives, Fire Chief; Tukwila City Councilmembers Joe
Duffie, Joan Hernandez, Dennis Robertson, Allan Ekberg, Kathy Hougardy, De'Sean Quinn.
Councilmember Seal was not present.
7 p.m. Nick Olivas, Fire Chief, entered the lobby and asked the City Clerk to make an announcement
that the Executive Session would be extended. Christy O'Flaherty, City Clerk, announced to those in the
lobby of City Hall that the Executive Session would be extended for 5 minutes.

REGULAR MEETING
CALL TO ORDER /PLEDGE OF ALLEGIANCE /ROLL CALL
Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7 14 p m and led the
audience in the Pledge of Allegiance.
ROLL CALL
Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie,
Joan Hernandez, Dennis Robertson, Allan Ekberg, Kathy Hougardy, and De'Sean Quinn.
MOVED BY ROBERTSON, SECONDED BY QUINN TO EXCUSE COUNCILMEMBER SEAL FROM
THE MEETING. MOTION CARRIED 6 -0.
CITY OFFICIALS
Jim Haggerton, Mayor; Steve Lancaster, City Administrator; Shelley Kerslake, City Attorney; Shawn
Hunstock, Finance Director; Bob Giberson, Public Works Director; Christy O'Flaherty, City Clerk.
SPECIAL PRESENTATIONS
Certificate of Achievement in Financial Reporting
Mayor Haggerton presented Shawn Hunstock, Finance Director, a Certificate of Achievement for the
2008 Comprehensive Annual Financial Report (CAFR). The certificate is awarded by the Government
Finance Officers' Association to those organizations whose CAFR is completed at the highest standards.
Mr. Hunstock acknowledged those Finance Department staff members in the audience for their
contribution toward the CAFR. Peggy McCarthy, Deputy Finance Director, Jennifer Ferrer Santalnes,
Senior Fiscal Coordinator, and Richard Takechi, Fiscal Coordinator. Also contributing to the CAFR, but
not present at the meeting was Lily Jue, Fiscal Coordinator.

Mayor Haggerton indicated that 2008 was the year of the City's first biennial budget, and Mr. Hunstock
did an exemplary job.
CITIZEN COMMENTS
Jeff Scherrer from Lynnwood owns the Maple Apartments in Tukwila. He is speaking in opposition to the
rental housing inspection ordinance passed on April 12, 2010 In his view, the City is spending more
money than it is bringing in, and this regulation will impose additional fees on citizens. He is concerned
that the windshield survey that was done did not involve all of the impacted properties, and there was little
opportunity for citizens to comment on this issue. He also has concerns about the budgetary decisions
being made and the impacts to the citizens
Wayne Corey, resident of Des Moines, is the President of the Des Moines Waterfront Farmer's Market.
He is promoting the market to the Seattle Southside cities Nine citizen volunteers came together and
formed a Board of Directors and a 501(c)3 non profit organization They gathered sponsorships and
partners, and last Saturday was the first day of the market. The City of Des Moines provides support to
the market through use of a site at the Des Moines Marina. The market will be open every Saturday
through October 30, and all are invited to attend.
The Mayor and Councilmembers thanked Mr. Corey for bringing this to the attention of the City.
Joanne McManus, 5610 South 133` Street, commented that the seniors who use the services at the
Tukwila Community Center pay a portion of the costs for the trips they go on, and they also give back by
volunteering in various capacities. Many of the seniors who go to the Community Center have no other
social activities or means of staying active. She appreciates the City supporting senior activities

UNFINISHED BUSINESS
A resolution declaring the Carosino houses, barn and outbuildings located at 11245 and 11269
East Marginal Way South (real property is not included) to be surplus and authorizing the sale or
demolition.
MOVED BY HERNANDEZ, SECONDED BY QUINN THAT THE PROPOSED RESOLUTION BE READ
BY TITLE ONLY. MOTION CARRIED 6 -0.

REPORTS
a. Mayor
Mayor Haggerton attended the June 3, 2010 pre- construction meeting for the Southcenter Parkway
Extension project, and the notice to proceed is anticipated to occur on June 14, 2010 On June 4, 2010
the Mayor attended the ribbon cutting event at the new Friendz Restaurant. The owners are considering
expanding the facility to include a bakery The Mayor also attended the Cascade Water Alliance Board
meeting at the Tukwila Community Center on June 5, 2010
b. City Council
Councilmember Duffie attended the Memorial Day event at the Museum of Flight and was fortunate in
being able to fly in a B17 bomber
Councilmember Hernandez attended the Highline Forum at Burien City Hall on May 26, 2010 and the
Joint School Board meeting on May 27, 2010 She also attended the Memorial Day event at the Museum
of Flight and the Tukwila Government Affairs Committee on June 1, 2010. Ms. Hernandez also attended
the ribbon cutting event at the new Friendz Restaurant on June 4, 2010.
Council President Robertson also attended the Museum of Flight event and had an opportunity to fly in a
B17 bomber.
Councilmember Ekberg attended the Museum of Flight event and appreciated meeting some of the
Tuskegee Airmen, the first black airmen, who fought to become part of the Army and then served on
behalf of the United States
Councilmember Hougardy attended the Joint School Board meeting on May 27, 2010 and the Memorial
Day event at the Museum of Flight. She also attended the June 1, 2010 Tukwila Government Affairs
Committee meeting and the June 4, 2010 International Day at Tukwila Elementary. She noted that 40
flags from other countries were flown at the school, representing those students whose parents were born
in those countries.
Councilmember Quinn reported that information from the last Finance and Safety Committee meeting
indicates that sales tax revenues are down 30% from our budget estimates. The financial situation for the
City is dire
Council President Robertson inquired if the Finance and Safety Committee will be addressing a change to
the policy for the minimum amount the City maintains in cash. The current minimum is $3 million and
approximately one -third less than what is recommended by the Finance Director.
Councilmember Quinn, Chair of the Finance and Safety Committee, explained that the Committee is
reviewing all information and will take a deliberate approach to policy changes
c. Staff
Steve Lancaster, City Administrator, indicated that a workshop will be held regarding the Port of Seattle
Part 150 Noise Study on June 9, 2010 at Seahurst Elementary School in Burien from 6 p.m. to 8:30
p m.
Mr Lancaster reported that budget issues regarding the Police and Fire Departments are forthcoming in
the next couple of weeks. Additionally, fire service options regarding forming a Regional Fire Authority or
District will be presented. The City of SeaTac City Council determined they would join the Kent Regional
Fire Authority More information will be forthcoming on these issues
d. City Attorney
There was no report.

e. Intergovernmental
The Council Analyst was not present.
M ISCELLANEOUS
Councilmember Duffie attended the World Competition of Swimming this past weekend
Council President Robertson distributed a new schedule for the upcoming budget meetings. Additionally,
he referenced the balanced approach to the budget that involves 3 components. Increase revenue by
$3.4 million, program reductions of $2.2 million; and reducing cost of compensation by $3.4 million.
There will be a special work session on June 22, 2010 for the Council to review the status on achieving
those goals.
Councilmember Ekberg referenced statistics in the Nations Cities Weekly as follows.
-3 out of 4 City officials report that overall economic conditions have worsened over the past year
-84% of City officials report that unemployment has worsened over the past year
-6 out of 10 City officials report that poverty has worsened
2 out of 3 City officials report that commercial market properties has worsened
City Budget shortfalls are only predicted to get worse because tax revenue collections will finally catch
up to the economy.
Mr Ekberg expressed this information should be shared with the public.
Mayor Haggerton suggested this information be part of a future Hazelnut article.
Councilmember Quinn indicated he would like to see a citizen survey regarding parks. It would give the
Council an idea of the users and stakeholders regarding parks and recreation It could also be used as
an opportunity to educate citizens regarding City services.
The Councilmembers discussed the idea of a citizen survey and offered the following comments and
suggestions: The importance of the citizens having a voice in the decisions of City government; the need
to determine if a survey should involve verifiable statistical data or provide a snapshot of the community;
the possibility of waiting until after the presentation regarding discussions with the labor unions, as
additional reductions may be necessary; the possibility of the Parks and Recreation Brochure and /or
Hazelnut being used for the survey; the need to broaden the survey to involve other departments and
services; the significance of educating the citizens regarding the budget situation and City services, and
the need for sensitivity regarding workload issues of City administration during this busy time.
Steve Lancaster, City Administrator, explained it would need to be determined if the survey would involve
verifiable statistical data or a snapshot of the community It would also need to be decided if the data is
meant to inform the Council or be used as an educational mechanism Additionally, due to the diversity in
Tukwila, it would be important to get a good representative cross section of the community Mr.
Lancaster indicated that if the survey goes beyond use of the Hazelnut or other City communication
methods, there would be additional costs that will be incurred.
Mayor Haggerton thanked the Council, staff, and citizens for their participation in the Hands on Tukwila
event on June 5, 2010. There were 75 participants who worked on projects for the betterment of the City
