HomeMy WebLinkAbout1997-10-20 Committee of the Whole MinutesOctober 20, 1997 6:00 p.m. CALL TO ORDER ROLL CALL Councilmember absent OFFICIALS SPECIAL ISSUES Non represented employees salary study TUKWILA CITY COUNCIL COMMITTEE OF THE WHOLE MEETING MINUJTES Tukwila City Hall Council Chambers Council President Jim Haggerton called the Committee of The Whole Meeting to order at 6:00 p.m. JOE DUFFIE, JOAN HERNANDEZ, JIM HAGGERTON, COUNCIL PRESIDENT; STEVE MULLET, PAM CARTER, PAM LINDER. It was the consensus of the Council to excuse Councilmember Ekberg. JOHN MCFARLAND, City Administrator; BOB NOE, City Attorney; ALAN DOERSCHEL, Finance Director; VIKI WITSCHGER, Administrative Services Director; KATHY ROHLENA, Personnel Analyst; LUCY LAUTERBACH, Council Analyst; JANE CANTU, City Clerk. Viki Witschger, Administrative Services Director, updated the Council that the Compensation Study completed for the non represented employees had been reviewed by the Advisory Group, comments submitted by employees had been considered and all documentation had been forwarded to the Mayor's office. Witschger presented an overview of the purpose and philosophy; the position description questionnaire (PDQ); the process used in the classification description development; the decision band method (DBM) process; and some of the implementation impacts that may occur if in fact this plan is implemented. Responding to a question posed by a Councilmember regarding the non represented employees' views of the plan, Witschger said overall the non- represented employees were unhappy with the study. Councilmember Carter, Advisory Board member, clarified that the survey was not reflective of surveys done in the past where it was a mere market analysis. This study presented a complete change in the way positions are related to each other -not by position description, but by classification. Additionally, employees were concerned that this plan completely eliminated the COLA; and there was no clear definition of the performance evaluation system. She said it was clear to her that the non represented employees would rather retain the system currently in place. Committee of The Whole Meeting Minutes October 20, 1997 Page 2 Non represented employees salary study (Cont'd) After a brief question and answer period, it was the consensus of the Council to continue this issue at the Regular Meeting, which begins at 7:00 p.m. immediately following this meeting. 6:55 p.m. Councilmember Ekberg arrived at 6:55 p.m. ADJOURN TO REGULAR MOVED BY HAGGERTON, SECONDED BY CARTER, TO ADJOURN MEETING 6:57 P.M.
