CALL TO ORDER Mayor Rants called the Regular Meeting to order and led the audience in
the Pledge of Allegiance.

APPOINTMENTS OF Mayor Rants requested Council confirmation of his appointments to the
THE MAYOR Lodging Tax Advisory Committee:
Jim Haggerton, Council President, will serve as Lodging Tax Advisory
Committee Chair until a new Council President is appointed in January
1998.
MOVED BY MULLET, SECONDED BY DUFFIE, TO CONFIRM THE
MAYOR'S APPOINTMENTS TO THE LODGING TAX ADVISORY
COMMITTEE. MOTION CARRIED (7 -0).
Lanny Vickers, 12227 45th Avenue South, thanked Council candidates on
behalf of the community for attending Allentown's community meeting on
October 16th.

CONSENT AGENDA
Cindy Thompson, 14217 55th Avenue South, expressed concern regarding
the group home located across the street from Showalter Middle School.
She and other parents are upset not only because a group such as this has
been situated so close to children, but that it was done without the
knowledge of those impacted. She requested more information be
provided to neighboring citizens regarding the home's function and safety
concerns.
City Administrator McFarland explained that it is an adult group home in
the location of Showalter Middle School. It is a recovery facility for
alcohol and substance abusers. There are approximately 8 residents housed
there now, but is limited up to 12. City staff have met with the managers
of the facility and conveyed the community's' concerns. McFarland said
group homes are federally protected; however the City Attorney is working
with the DCD Director, trying to determine what can be done with regards
to influence in siting and also influencing controls for operation. A
community information meeting is currently being discussed.
Silvia Erskine, 5316 South 144th, inquired if a business license is required
for all businesses operating in the City, why didn't the City know about
this one.
McFarland explained the business license process and clarified that at any
given time there will be a small number of businesses operating in the City
without a license. However, through the efforts of the City's Fire and
Building Inspectors they are revealed and brought into compliance.
Lanny Vickers, 12227 45th Avenue South, said the Police Department did
what was required in getting out notice regarding sex offenders to those
located within a 500 ft. radius; however, he would like to see the radius
extended beyond the 500 ft.

$1,270,042.17
c. Authorize Mayor to sign a contract with Harding Lawson, in the
amount of $50,000 for the Burlington Northern Santa Fe (BNSF) Yard
Access Revision Project #95- RW09).
d. Accept as complete the Asbestos Abatement at the Old Tukwila
Community Center Project with New Environmental Contractors;
authorize release of retainage. (Final project cost: $45,559.41.)

Council President Haggerton requested the minutes of 10/6/97 be
withdrawn to the next Regular Council of November 3rd to allow adequate
time to review tapes for accuracy of a statement made by Councilmember
Carter regarding the curfew ordinance.

Attorney Bob Noe read A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF TUKWILA, WASHINGTON, TO APPROVE A REVISED
DESIGN FOR THE "PEAKS" PLANNED RESIDENTIAL
DEVELOPMENT (FORMERLY KNOWN AS SUNSHINE RIDGE) AND
ADOPTING FINDINGS AND CONCLUSIONS.
MOVED BY DUFFIE, SECONDED BY HAGGERTON, THAT
RESOLUTION NO. 1383 BE APPROVED AS READ. MOTION
CARRIED (6 -1); Councilmember Carter dissenting.
MOVED BY DUFFIE, SECONDED BY LINDER, THAT THE
PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION
CARRIED.
Attorney Bob Noe read AN ORDINANCE OF THE CITY COUNCIL OF
THE CITY OF TUKWILA, WASHINGTON, AMENDING ORDINANCE
1482, AS CODIFIED AT CHAPTER 5.44 OF THE TUKWILA
MUNICIPAL CODE; PROVIDING A COMPETITIVE BID PROCESS
FOR CITY CONTRACTED TOW TRUCK BUSINESSES; PROVIDING
FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE.
MOVED BY HAGGERTON, SECONDED BY LINDER, THAT
ORDINANCE NO. 1813 BE APPROVED AS READ. MOTION
CARRIED (7 -0).

Non represented employees
salary study
REPORTS
Mayor
Viki Witschger, Administrative Services Director, invited comments from
Council as discussions continued on the non represented employees salary
study.
Councilmember Duffle said he'd hoped the City would improve upon the
existing plan rather than embarking upon a completely new plan.
Mayor Rants agreed that the salary plan currently in place is not all bad, it
just needs an uplift. He said there is a need for internal equity, however.
For example, he said all of the negotiated contracts receive 90% of the CPI
which equals to a 3.3% increase; the proposed plan for the non represented
shows a 2.2% increase. He said that is not equity. Rants' other concern
was the performance based merit steps.
After a brief discussion, Councilmembers agreed that they were not
comfortable with the new proposal. They want to review the existing plan
and adjust it accordingly to include a COLA, and after a time address the
performance based merit steps and other areas of concerns. The Council
thanked Witschger and other staff persons for their time and effort
demanded by this project. The Council gained crucial knowledge and
experience from the study, but regretted the significant costs incurred at tax
payers expense.
Mayor Rants requested authorization for staff to proceed in reviewing the
benefits package for equity as compared to the represented employees. He
will include this information in his recommendation for Council discussion
at the October 27th Committee of The Whole meeting.
Mayor Rants requested Police Chief Ron Waldner report on a new King
County program being initiated to help youths.
Chief Waldner stated that the City, in partnership with South Central
School District, has been working on juvenile justice issues in terms of the
funding of a pilot project targeting first time youth offenders. The
objective is to provide a support network to lessen the chances that the
juvenile will re- offend. In talking to County personnel, he found out that a
significant amount of money has been appropriated within the County
system to design a pilot program that will bring into the circle the County
Department of Health, Department of Youth Services and the courts. King
County Executive Ron Sims' vision is to help first time offenders who
come from very unstable environments. Sims asked the City of Tukwila,
South Central School District, the unincorporated areas of Skyway, and a
portion of the Renton School District (who will work with the Sheriff's

Department) to pilot the project. A staff person has already been hired and
a planning meeting is scheduled to be held within the next few weeks.
Waldner said the City is fortunate to have been selected to be one of the
pilot projects to develop a model for King County.
Rants shared an invitation he received from the South County Chamber of
Commerce to attend an executive briefing on the new economic study
focusing on South King County, the Puget Sound Trade Corridor, and the
City of Kent on October 24th, 10am 12: noon, at the Kent Chamber of
Commerce. Rants said he will attend and encouraged interested
Councilmembers to do the same.
Rants stated it was important to maintain the City's commitment to the
Airport Communities Coalition (ACC); but he's opposed to budgeting
financial support of the Regional Commission on Airport Affairs (RCAA)
because they are not addressing the City's needs.
Councilmember Duffie thanked City staff for the outstanding job they did
in implementing the drainage system at Tukwila Elementary School.
Duffie announced Ryan Hill's Block Watch party scheduled for October
21st, 7:00 p.m.; meet the candidates and councilmembers at Embassy
Suites October 22, 5:30 p.m., and again at Foster High School at 7:00 p.m.
Councilmember Hernandez attended the Human Services Round Table
meeting on October 16th. She distributed copies of the agenda format to
Councilmembers, which included issues such as child care, family violence
and food under welfare reform; housing stability; health care and emphasis
on prevention. H. Garcia of United Way was among those in attendance at
the meeting.
Hernandez attended the Association of Washington Cities (AWC) Regional
meeting on October 16th. She complimented Councilmember Haggerton
for doing an excellent job in welcoming everyone present.
Councilmember Haggerton attended South Central School Board meeting
on October 14th where a public hearing was held on the Strategic Plan.
The School Board took no action on this issue. The bond financing for the
two elementary schools was also discussed.
Haggerton attended the Airport Communities Coalition meeting on
October 15th; and the Association of Washington Cities (AWC) on
October 16th.

MISCELLANEOUS
Councilmember Ekberg reported on the October 14th Community Affairs
and Parks Committee meeting. He said a guest who is working on a study
for King County Airport and the perspective use of that facility shared
interesting information. She will share this information with the Council in
a special presentation in the near future.
Councilmembers Mullet and Carter also attended AWC on October 16th.
Councilmember Linder attended the Hwy. 99 Action Committee meeting
on October 14th. New people were in attendance including Southcenter
security and representation from the Port of Seattle.
Linder attended the Duwamish Improvement Club meeting on October
16th. Tom Kilburg gave a presentation on crime prevention, and political
candidates made themselves available for public scrutiny.
City Administrator McFarland informed the Council of the City's home
page expansion. Interviews for Tukwila Municipal Judge will begin
October 21st, and a recommendation will be submitted to the Mayor for
Council consideration within the next couple of weeks.
McFarland reported that the volunteer kit that Michael Rosotto has been
developing has been completed and reviewed by the Mayor's office. It is
now ready for the School District's review and signature.
City Attorney Bob Noe updated the Council that an appeal for
discretionary review was filed on October 17th against Deja Vu's
preliminary injunction.
Council President Haggerton read a letter received from Jacquelyn Falbei,
15358 62nd Avenue South, thanking the Council, Mayor and staff for
repairing the land slide area near the San Juan Apartments at 62nd and
153rd.
Councilmember Carter announced that the School District broadcasts
safety bulletins to students every Friday. She requested previously that
notices be distributed to the schools of the amended curfew ordinance for
broadcasting. To date this has not been done. She asked that staff check
into this matter.
