Tukwila Council meetings are audio/video taped. HOW TO TESTIFY If you would like to address the Council, please go to the podium and state your name and address clearly for the record. Please observe the basic rules of courtesy when speaking and limit your comments to five minutes. The Council appreciates hearing from citizens but may not be able to take immediate action on comments received until they are referred to a Committee or discussed under New Business. COUNCIL MEETINGS No Council meetings are scheduled on the 5th Monday of the month unless prior public notification is given. Regular Meetings - The Mayor, elected by the people to a four-year term,presides at all Regular Council Meetings held on the 1st and 3rd Mondays of each month at 7:00 p.m. Official Council action in the form of formal motions, adopting of resolutions and passing of ordinances can only be taken at Regular Council meetings. Committee of the Whole Meetings - Council members are elected for a four-year term. The Council President is elected by the Council members to preside at all Committee of the Whole meetings for a one-year term. Committee of the Whole meetings are held the 2nd and 4th Mondays at 7:00 p.m. Issues discussed are forwarded to the Regular Council meeting for official action. GENERAL INFORMATION At each Council meeting citizens are given the opportunity to address the Council on items that are not included on the agenda during CITIZENS COMMENTS. Please limit your comments to 5 minutes. Special Meetings may be called at any time with proper public notice. Procedures followed are the same as those used in Regular Council meetings. Executive Sessions may be called to inform the Council of pending legal action, financial, or personnel matters. PUBLIC HEARINGS Public Hearings are required by law before the Council can take action on matters affecting the public interest such as land-use laws, annexations, rezone requests, public safety issues, etc. Section 2.04.150 of the Tukwila Municipal Code states the following guidelines for Public Hearings: 1. The proponent shall speak first and is allowed 15 minutes for a presentation. 2. The opponent is then allowed 15 minutes to make a presentation. 3. Each side is then allowed 5 minutes for rebuttal. 4. Citizens who wish to address the Council may speak for 5 minutes each. No one may speak a second time until everyone wishing to speak has spoken. 5. After each speaker has spoken, the Council may question the speaker. Each speaker can respond to the question,.but may not engage in further debate at this time. 6. After the Public Hearing is closed and during the Council meeting, the Council may choose to discuss the issue among themselves, or defer the discussion to a future Council meeting, without further public testimony. WHEREAS, RCW 42.30.030 states that all meetings of the governing body of a public agency shall be open and public; and WHEREAS, all persons shall be permitted to attend any meeting of the governing body of a public agency; and WHEREAS, it is in the best interest of the City to inform all citizens of all City Council Committee meeting days, times and locations; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. Pursuant to City of Tukwila Ordinance No. 2024 and Tukwila Municipal Code Section 2.04.180, there are four standing committees of the Council, consisting of three members each. A quorum of the Tukwila City Council (four members) will not be present at any Council Committee meetings. The Council President shall appoint the membership of each committee and the Committee Chair by the second Regular Meeting of each year. The Chair for each committee shall set the schedule of meetings and cause them to be published. All meetings are open to the public. Section 2. The Council Committee meeting schedule and locations are as follows: 1. Please let me know if you have any questions or need additional information about any of the following items. I. Intergovernmental Update • Family Homelessness Initiative Funders Meeting: Human Services met with Family Homelessness Initiative Funders group which includes cities, King County, and non- profits to discuss and plan for the conversion of shelter and transitional housing to a rapid rehousing or permanent housing model for homeless families. • Minor Home Repair Interlocal Agreement: Funds from the Minor Home Repair Interlocal Agreement have been distributed to the participating 4 cities. Under the new contract (2013) 19 households across the 4 cities were served between October 1 and December 15. • Changes to Homeless Families Eligibility for the Family Housing Connection Coordinated Entry Program: The Committee to End Homelessness Interagency Council approved the proposal to restrict the definition of homeless families eligible to enroll in the Family Housing Connection Coordinated Entry program. This change limits eligibility to those that have a primary nighttime residence that is a public or private place not meant for human habitation. Families living in short term motels, doubled up living arrangements, and on the verge of being evicted will no longer be eligible for Family Housing Connection services in early 2014. II. Community Events • Police Department Annual Holiday Community Visits: On December 20, a group of police officers and support staff made surprise visits to several Tukwila neighborhoods, and played holiday music over loud speakers, passed out candy canes and gave away stuffed animals donated by Jared jewelers in Tukwila. • Shop with a Cop: The Police Department's annual Shop with a Cop program was held on Saturday, December 7. Twelve elementary school children went shopping for gifts for their families. These purchases were made possible through generous donations made by local businesses and the Southwest King County. Chamber of Commerce. Afterwards the children had lunch with the police officers. 17 City Administrator Report Page 2 Ill. Staff Updates Public Safety • Central Business District Patrol Emphasis: The Police Department concluded a very successful patrol emphasis in the Central Business District the day after Christmas. We centralized operations from the command vehicle which was parked in the old U.S Bank parking lot. The Fire Department provided an AID crew and Batallion Chief Tomaso as the safety officer. Six officers were on foot in the Westfield Mall and six bike officers were in the immediate area vicinity of Andover Park West, Strander Blvd and Southcenter Parkway. We also deployed two motorcycle traffic officers and a transport car. Even with our strong presence, we had to intervene in large numbers to break up several large juvenile gatherings/brewing fights that would have evolved into potential media events. • Cash & Carry Incident: All officers involved in the recent shooting at Cash & Carry have returned to normal duty. Investigation is still ongoing. • Police Department Strategic Planning: On December 20, 2013, the Police Department met with Berk Consulting to further advance the completion of the final draft of our Strategic Plan. Project Updates • City's first Government"101" Training: Staff facilitated the City's first Government "101" training to Global to Local health promoters and liaisons ("Community Connectors") on Dec. 19 and 21. Representatives from Fire and Police also provided information about their departments and activities, and answered questions from the group. • Cultural Awareness Training: 35 staff members including Administration, Executive Staff, Councilmembers and supervisors received two 4-hour sessions of Cultural Awareness Training as a way to help deepen our understanding of the culturally diverse people we serve. Additional sessions will be available for staff throughout 2014. • Green River Trail Repairs: Trail repairs have been completed on the Green River Trail at Fort Dent Park between the pedestrian bridge to the north and the pedestrian bridge to the south. • Sewer Repair at 6450 Southcenter Boulevard: Green River Construction completed the underground repair of the sewer line from damages done by Comcast's subcontractor. The sewer line is now running without the rented pump system. The final restoration of the landscaping and sidewalk will occur in the next month or so. Staff sent a letter to Comcast as advanced notice that we intend to bill them for the sewer line repairs. IV. Responses to Council/Citizen Inquiries • Citizen concern from 11/12/13 C.O.W. meeting regarding individuals parking cars and recreational vehicles on 5817 S. 144th: Traffic officers conducted area checks several times. Though the street is narrow and the vehicles obstruct visibility, they are parked legally with valid tabs.
