CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL
Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7:05 p m. and led the
audience in the Pledge of Allegiance.

Regular Meeting
June 21, 2010— 7:00 P.M.
Update on Community Schools Collaboration (CSC) Lynda Hall, Program Director
Lynda Hall, Program Director, for the Community Schools Collaboration, utilized a Powerpoint
presentation to provide a program update. Other members of CSC in attendance were Fa'izah Bradford,
Community Outreach Manager; Meagan Darrow, Community Health Director; Maureen Emerson Feit,
Associate Director; and Mary Murray, Evaluator.
The Community Schools Collaboration provides in- school support at Cascade View, Thorndyke, and
Tukwila Elementary Schools as well as Showalter Middle School and Foster High School 84% of the
teachers rate the services as extremely valuable The 2009 expenses for the CSC came to $658,298,
with a contribution of $130,000 from the City of Tukwila. Some of the programs provided include

The Councilmembers asked clarifying questions of the CSC staff members and commended them for the
outstanding and necessary services they provide to families in the community
Mayor Haggerton suggested the Council participate in an on -site tour of a CSC program as they are
extremely informative
PROCLAMATIONS /APPOINTMENTS
a. Confirm the Appointment of Rick Still to the Position of Parks and Recreation Director
Mayor Haggerton read from a letter in the agenda packet announcing his selection of Rick Still as the
Director of Parks and Recreation. Mr Still has been the Interim Parks and Recreation Director since
January of this year and has over 20 years of experience in the Parks and Recreation field He has been
a valuable asset within the Parks and Recreation Department and a valued member of the City's
management team.
MOVED BY ROBERTSON, SECONDED BY DUFFIE TO CONFIRM THE APPOINTMENT OF RICK
STILL TO THE POSITION OF PARKS AND RECREATION DIRECTOR. MOTION CARRIED 7 -0.
The Councilmembers congratulated Mr Still on his promotion.
b. A proclamation for National Safety Month.
Mayor Haggerton read a proclamation recognizing June as National Safety Month, giving thanks and
recognition to the 2010 Tukwila Employees Safety and Health Committee (TESHCOM) members for their
service to the City and the employee groups they represent.
Stacia Norris, Chair of the Committee and member of the IT Department, accepted the proclamation on
behalf of the Committee.
The Councilmembers thanked Ms. Norris for the important work of the TESHCOM Committee.
CITIZEN COMMENTS
Jeff Scherrer from Lynnwood owns the Maple Apartments in Tukwila and leads the Tukwila Apartment
Managers and Owners (TAMO) group. He is speaking in opposition to Ordinance #2281 regarding
residential rental licensing in Tukwila. He referenced the recent Fire Code ordinance and indicated that
after talking with staff from the Fire Department, it was developed with a philosophy of openness,
transparency, and balance of interests. He expressed concern regarding recent discussions about
budget cuts in Fire and Public Works and the ability of Fire personnel to get to residents in need if
potholes are not filled In light of budget issues, he has trouble understanding the City going out to look at
every apartment in Tukwila. He suggested the Council use the tools provided in House Bill 6459 to
resolve the problems, as opposed to growing government in this way.
Joanne McManus, 5610 South 133 Street, thanked the Council for appointing Rick Still as Parks and
Recreation Director She conveyed the necessity of City parks for Tukwila citizens, particularly during
these economic times. She expressed that the senior programs are very important as oftentimes that is

the only opportunity for some folks to leave their homes. The programs for youth and teens also keep
kids off the streets and are also very important.
CONSENT AGENDA
a Approval of Minutes: 6/7/10 (Regular)
b. Approval of Vouchers 353922 354189 and #201006211- 201006215 in the amount of $2,980,297.85
c Accept as complete the Duwamish Riverbend Hill Construction Project (Contract #10 -030) with Terra
Dynamics, Inc., authorize release of retainage, subject to the standard claim and lien procedures (final
cost of project, including retainage: $146,182.50)
d Accept as complete the 2009 Small Drainage Program Project (Contract #09 -112) with Green River
Construction, Inc., authorize release of retainage, subject to the standard claim and lien procedures (final
cost of project, including retainage: $523,179.44).
(Both of the above projects came in under the budgeted amounts.)

ADOPTED AS READ. MOTION CARRIED 7 -0 TO ADOPT RESOLUTION NUMBER 1718.
e. Authorize the Mayor to enter into an Interlocal Agreement with King County for Animal Control
Services.
Councilmember Quinn recused himself due to this item being a direct contract with King

VOTING ON THIS ITEM. MOTION CARRIED 7 -0.
7.54 p.m Councilmember Quinn left the Council Chambers.
MOVED BY HOUGARDY, SECONDED BY SEAL TO AUTHORIZE THE MAYOR TO ENTER INTO AN
INTERLOCAL AGREEMENT WITH KING COUNTY FOR ANIMAL CONTROL SERVICES.
Councilmember Hernandez inquired if the contract is for $81,710 annually
Shawn Hunstock, Finance Director, explained that amount represents the estimate for the current year.
The contract will start on July 1, 2010, so it will be half of that amount for this year As we go forward, that
amount is an estimate that will be dependent on actual calls for service and impounds at the shelter The
budget shortfall will be addressed as part of the budget process

Ms Hernandez indicated that with a budget shortfall of over $40,000 a year or more, for possibly less
service, it is important to monitor the situation. Comparing the costs that other area cities are incurring for
similar services is important during these economic times.
Councilmember Hougardy stated the Finance and Safety Committee will be looking at other options and
opportunities for animal control in the City.
Councilmember Seal indicated it is also important to examine ways that owners can take additional
responsibility for their pets.
*MOTION CARRIED 6 -0, WITH QUINN RECUSED.
7 58 p.m. Councilmember Quinn returned to the Council Chambers
f. Authorize the formation of an exploratory committee to investigate Fire Service Options,
outlined in the 6/10/10 Memorandum.
MOVED BY ROBERTSON, SECONDED BY SEAL TO AUTHORIZE THE MAYOR TO FORM AN
EXPLORATORY COMMITTEE MADE UP OF TWO COUNCILMEMBERS, THE FIRE CHIEF, THE
FINANCE DIRECTOR, AND A REPRESENTATIVE FROM THE FIREFIGHTERS' UNION TO
EVALUATE FORMING OR JOINING A REGIONAL FIRE AUTHORITY AND TO REPORT BACK TO
THE COUNCIL IN SEPTEMBER 2010. MOTION CARRIED 7 -0.
Council President Robertson indicated that Councilmembers Hernandez and Hougardy will be the two
Councilmembers on this Committee Councilmember Hernandez has agreed to be the Chair of the
Committee.
NEW BUSINESS
An ordinance establishing a moratorium on the acceptance of applications for Sign, Development,
and Electrical Permits for certain types of signage within the City and declaring an emergency.

Council President Robertson indicated the Sign Code update is moving forward, and this moratorium will
not be necessary for many months longer

REPORTS
a. Mayor
Mayor Haggerton reported that on June 15, 2010 he attended the Small Business Administration (SBA)
meeting. Calvin Goings, a former Pierce County Councilmember and legislator, is the director Mr.
Goings is very enthusiastic regarding the work of the SBA, and the Mayor will be putting him in touch with
the Association of Washington Cities to get the message out. Additionally, the Mayor reported that Sound

Publishing will be printing and distributing the Tukwila Reporter, a community newspaper The first
edition is scheduled to come out in August, and it will be sent to homes and businesses The City will
have 2 internal pages in the publication, and the School District will also participate in providing
information
On June 16, 2010 the Mayor attended the Suburban Cities Board of Directors' Meeting, and on June 18,
2010, he attended the Valley Com Administrative Board Meeting The 4 valley mayors will meet on an
intermittent basis to discuss common issues regarding flood control and issues surrounding the Howard
Hanson Dam Additionally, on June 18, 2010 the Mayor attended the annual reunion of the 351 Bomb
Squad at the Embassy Suites in Tukwila This group was formed in 1942 in Spokane, and there were
200 people present. Clark Gable had been a member of this group during World War II.
The Mayor will be attending the AWC Conference in Vancouver, Washington, June 22 -23, 2010 and will
return in time for the events involving the Rock 'n' Roll Marathon.
b. City Council
Councilmember Duffie reported that a resident on South 139 Street took measures to clean up his
property. He indicated that involvement of the Public Works Department and the Council President
contributed to a successful end result.
Councilmember Hernandez attended the South King County Area Transportation Board (SCATBd)
meeting on June 15, 2010. The Board has reviewed various regional projects for the Transportation
Investment Generating Economic Recovery (TIGER II) grant program. They have expressed support for
multiple projects to include the Tukwila Urban Access Project (Klickitat) in the amount of $10 million. On
June 17, 2010 she attended the Chase Home Ownership Center grand opening in Tukwila This
business will assist struggling homeowners with financial issues Ms. Hernandez also attended the
Historical Society meeting on June 17, 2010. Additionally, she suggested the City consider a small article
that clarifies the contribution of the City toward the South Park Bridge. There are some misconceptions,
and it is important that there be recognition of the City's prior contribution of approximately $3.3 million
toward the bridge
Councilmember Ekberg attended the Tukwila Library meeting last week.
Councilmember Seal reported on discussions from the Transportation Committee meeting and indicated
the Interlocal Agreement with Renton for the Strander Boulevard connection will be terminated. The
scope has changed and the railroad tracks cannot be realigned, changing the overall benefits to Tukwila
Ms. Seal also reported that she has been re- elected as the President of the Tukwila Children's
Foundation.
Councilmember Quinn suggested the Council review a recent article regarding the Supreme Court
decision in Florida upholding the government's rights to modify buffers as they relate to the shoreline

The Council Analyst was not present.

MISCELLANEOUS
Council President Robertson referenced the Revenue Generating Regulatory License (RGRL) and
emphasized the need to ensure that fees the City charges stay consistent over time with the cost of doing
business. After discussions with City Administration, it would be acceptable to review fees in the off years
when the 2 -year budget is not being discussed. He suggested the Finance and Safety Committee review
policies that would put a process in place
Councilmember Quinn agreed that garnering the information and having a report of the real costs and
fees is extremely important.
