Council President Pamela Linder, Councilmembers Joe Duffle, Joan Hernandez,
Steve Mullet, Pam Carter, Jim Haggerton, and Dave Fenton.
Mayor John Rants, City Administrator John McFarland, Administrative Services
Director Viki Witschger, and City Clerk Jane Cantu.
Mayor Rants referred to Council's previous direction to review certain positions
that didn't fit within the newly adopted Decision Band Method schedule and pay
scale. Mayor Rants referred to his memo and the recommended changes for the
positions in question. He indicated the Decision Band Method will work with
some adjustments. Although the criteria for some of the positions are slightly
different, such as the Assistant Police Chief and the Assistant Fire Chief, Mayor
Rants said he believes the responsibilities and authority is the same. He
recommended moving the Assistant Fire Chief position to the same level as the
Assistant Police Chief.
Director Witschger said for the purpose of managing the new system,
classification titles are assigned for each position along with the actual position
(working) title.
Mayor Rants said he expects there will be some continuing questions from staff
regarding their job position placement within the band and indicated as the system
is implemented and as staff adjusts to the new schedule, staff concerns will
minimize.
Councilmembers discussed the proposed recommendations and concurred with
Mayor Rants' recommended modifications to the Non Represented Salary Study.
Councilmember Hernandez reviewed suggested changes to the draft ordinance by
members of the Diversity Commission during its meeting on January 8. They
include minor changes to the wording of the ordinance. Councilmembers
reviewed and concurred with the recommended changes.
Additionally, Councilmembers discussed and revised the requirements for the
nine member Commission Board. Councilmembers concurred with the following
recommended changes:
1. Three members (staff or City Council) representing the City.
2. Three members employed by a school district in the City.
3. Three community members, two of whom may be representatives of the
business community.

Discussion ensued regarding terms of office. Councilmembers concurred that
since the ordinance will be reviewed on a year -by -year basis the one -year term is
acceptable and allows for re- appointment of Commission members.
Councilmember Hernandez recommended moving the ordinance to the next
regular Council meeting for review and adoption and including a copy of her
previous memo regarding the adoption of the Commission and that the Sponsor's
Summary contained in the Council Agenda Synopsis be rewritten to reflect a
more positive position regarding the adoption of the Commission since Council
has concurred and budget has been included in the 1998 budget.
Councilmember Fenton said he received a call from a long -time resident of
Tukwila who expressed strong support for the establishment of the Equity and
Diversity Commission. Councilmember Duffle said he also received a call from
a resident who expressed support for Commission.
The meeting adjourned at 7:25 p.m. to a Special Meeting to review and approve a
resolution modifying classification description titles and Decision Band Method
placement for certain positions.
