REGULAR MEETING MINUTES
CALL TO ORDER: Mayor Rants called the Regular Meeting to order and led the audience in the Pledge
of Allegiance.
ROLL CALL: Joe Duffie, Joan Hernandez, Pam Linder, Council President; Steve Mullet, Pam Carter, Jim
Haggerton, Dave Fenton.
OFFICIALS: John McFarland, City Administrator; Bob Noe, City Attorney; Viki Witschger,
Administrative Services Director; Lucy Lauterbach, Council Analyst; Jane Cantu, City Clerk.
PLEDGE OF ALLEGIANCE: Scout Pack #378 presented the flag as the Council recited the Pledge of
Allegiance. Mayor Rants thanked the scouts for their presence and had them introduce themselves. The
Council prompted dialogue with the scouts, asking them questions reminiscent of their own scouting days
many years ago.
CITIZEN'S COMMENTS: Sean Mears, Foster Community Club's Vice President, 13537 35th
Avenue South (Cascade View resident), commended the Mayor, City Council and City Administration on
behalf of the Foster Community Club for responding so well to the needs of the residential, educational and
business communities in Tukwila. He said the adoption of the ordinance establishing the Equity and
Diversity Commission will serve the City well in bringing people of all backgrounds and national origins
closer together.
CONSENT AGENDA
a. Approval of Minutes: 1/20/98
b. Approval of Vouchers (1/26/98; 2/2/98): Nos. 203191 through 203322 in the amount of $148,092.45
Moved by Duffie, seconded by Hernandez, to approve the consent agenda as submitted. Motion
carried (7 -0).
OLD BUSINESS
Ord. #1828 Establishing an Equity and Diversity Commission: Moved by Duffie, seconded by
Hernandez, that the proposed ordinance be read by title only. Motion carried.
Attorney Bob Noe read an ordinance establishing an equity and diversity commission; providing for the
purpose and scope of duties of the commission; providing for severability; and establishing an effective
date.
Moved by Hernandez, seconded by Linder, that ordinance no. 1828 be adopted as read.*
Councilmember Hernandez suggested that "the past" be deleted in the third "WHEREAS," line 3.

*Motion carried as amended.
Councilmember Hernandez thanked the Mayor, Councilmembers, community, the Foster Community Club
and all those involved in supporting the ordinance. She said she is looking forward to it developing into a
formal commission.
REPORTS
Mayor Rants introduced his 4th Quarter report.
Consensus: It was the Consensus of the Council to forward the 4th Quarter Report to the appropriate
Council Sub Committee for review.
Mayor Rants announced he will attend a legislative session in Olympia, Washington on February 4th and
5th.
Councilmember Duffie thanked everyone for attending his annual party held at the Tukwila Community on
January 31st. Duffie also expressed concern for the safety of City employees due to the lack of a security
check for those entering City Hall, especially on heavy court days. He suggested discussions begin
immediately to address this issue.
Councilmember Hernandez shared an article about families titled "Child Play," that was in the Seattle
Times on January 31st. The article focused on the different child care and play facilities in various malls.
She said it appears Tukwila is the only mall void of these features. Hernandez said the Council might want
to consider this as a good use of tourism dollars to attract tourists to Southcenter Mall.
Council President Linder thanked Councilmember Duffie for hosting such a fun- filled party on January
31st. She said she enjoyed it tremendously.
Linder reported she attended the Highway 99 cleanup on the morning of January 31st. City Administrator
McFarland also participated.
Councilmember Carter reported on the Transportation Committee meeting held last week where
application for TIB grants and Highway 99 design were among some of the agenda items discussed.
Carter also proposed sending a letter of greetings to Senegal, West Africa with Mary Fertakis and others
who are leaving to visit that country on February 21st.
Carter said she will attend a legislative session in Olympia, Washington on February 4th and 5th. Carter
said she also attended the Community Cares Advisory Board meeting this week; Tukwila School Board
meeting on January 27th; and a Foster Community Club meeting.
Carter said she learned that a bill is currently in the legislature requiring enactment of a law to support
English as the official language. This means special permission would be required prior to using another
language in print.

Councilmember Haggerton reviewed the Finance and Safety Committee meeting agenda held earlier this
evening. Among some of the items on the agenda was a "letter of justification" sent to the Mayor's office
from the Chamber of Commerce implying that the new Planning Commission member is sponsored by the
Chamber of
Commerce. Haggerton said this is ambiguous and requested one of the board members who was in the
audience to inform the Chamber of his concern.
Councilmember Fenton thanked Councilmember Duffie for hosting a marvelous annual party. He
reported he met with Tom Kilburg and Karen Wright to address crime free multi housing issues.
City Administrator McFarland informed the Council that former Councilmember George Hill died last
week. His memorial will be held at February 3, 4:00 p.m. at the Foster Tukwila Presbyterian Church
located on 144th 56th. The Volunteer Banquet for the Police Explorers will be held February 7, 6:30
p.m. at the Baptist Church off Macadam Road.
MISCELLANEOUS: Councilmember Hernandez reminded the Council (per Mary Fertakis' request) that
the Southwest King County Chamber Success Foundation is the fiscal agent for tax deductible contributions
for supporting the Senegal, West African trip.
Councilmember Haggerton thanked those in the audience who came forward with comments regarding the
Equity and Diversity Commission.

Moved by Duffie, seconded by Haggerton, to adjourn to an executive session to discuss a labor
negotiations issue for approximately fifteen minutes. Motion carried.

Moved by Haggerton, seconded by Duffie, to reconvene the regular meeting. Motion carried.
Moved by Duffie, seconded by Linder, to approve the tentative agreement with Teamster's
mechanics. Motion carried (7 -0).

Moved by Duffie, seconded by Fenton, to adjourn the meeting. Motion carried.
