The City has an established Park Naming Process in Resolution 1400. The Park Commission recommended Duwamish Hill Preserve. DATE I ATTACHMENTS 08/09/10 Informational Memorandum dated 7/21/10 Resolution #1400 regarding naming of City property Minutes from the Community Affairs and Parks Committee meeting of 7/26/10 L 3 A 1 2 TO: FROM: City of Tukwila INFORMATIONAL MEMORANDUM Mayor Haggerton Community Affairs and Parks Committee Rick Still, Parks and Recreation Directo DATE: July 21, 2010 SUBJECT: Park Naming Process Duwamish Riverbend Hill Project ISSUE Officially name the recently developed site at 3800 South115 St. Jim Haggerton, Mayor BACKGROUND There is a long history behind the site located at 3800 South 115 St. In 2001, the City of Tukwila, Cascade Land Conservancy and the Friends of the Hill formed a partnership to work towards the preservation of the site. The site is culturally significant for its association with the Southern Puget Sound Salish and geologically significant for an unusually outcropping of bedrock rising 140 ft. above the Duwamish River. The partnership recognized this significance, and between 2001 and 2004 the raised nearly $1,000,000 to purchase the 8.6 acre parcel. After the purchase, a master plan was created and a three phase strategy for development was implemented. Phase I construction began in 2009 and will be complete this fall. The site includes interpretive trails, an outdoor classroom, and several native plant species. A celebration of accomplishments, including the completion of Phase I, will occur on Saturday, September 18, 2010. DISCUSSION City of Tukwila Council Resolution #1400 describes the process for Naming City Property, specifically in this case, Parks. The names of Parks are recommended by the Parks Commission, who forwards their recommendation to the Community Affairs and Parks Committee. The City Council is the final authority in approving the names of City -owned property. The criteria for Naming City Property according to Resolution #1400 includes geographical location, historical considerations, name of person, geological features, and city identify /image. Over the years, this site has been referred to in a variety of communications and documents as the Hill, Duwamish Riverbend Hill, Grandmother's Hill, Poverty Hill, and, most recently Duwamish Hill Preserve. Additionally, tribal names from the Duwamish and Muckleshoot tribes were taken into consideration. A memo was mailed to tribal leadership to seek input and explain the management team's name recommendation for the site. This item was taken to the City of Tukwila Parks Commission on July 21, 2010. Proposed names were those listed above and after careful and thoughtful consideration, the Parks Commission recommends the name of Duwamish Hill Preserve. RECOMMENDATION Based on the recommendation of the Parks Commission, the Council is being asked to consider naming the park property located at 3800 South 115 St. as Duwamish Hill Preserve at the August 9, 2010 Committee of the Whole meeting and subsequent Regular Meeting August 16, 2010. WHEREAS, Resolution 981 was passed in 1985 to set policies for naming City property; and WHEREAS, since 1985 the City has grown, development has increased, and Resolution 981 no longer applies as effectively as it once did; and WHEREAS, Tukwila has a rich history, an important location, and a number of individuals who have contributed to the City's development and enrichment, and WHEREAS, naming of remaining property in Tukwila should be done in a fashion that is responsible and reflects a thoughtful and meaningful process; NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, HEREBY RESOLVES AS FOLLOWS: Section 1. Authority to Name City Property. A. The Tukwila City Council shall be the final authority in approving the names of City owned real property. B. New streets in the central business district and business /industrial areas shall be given grid numbered names in order to enhance quick response by public safety officials in emergencies and in order to facilitate access by the general public. C. The City's Fire Marshal will approve the names of numbered City streets. The Administration will inform the Council of these names when approved. D. The names of parks in the City shall be recommended by the Park Commission. Their recommendation will be forwarded to the Community and Parks Committee for consideration. E. In all cases other than parks and numbered streets in the central business district, the Community and Parks Committee will recommend a name or alternative names for City Council consideration and approval. Section 2. Criteria for Naming City Property. A. Named City property and facilities including streets, parks, bridges, and facilities shall use the following unranked criteria to guide their naming decision: 1. Geographical location; 2. Where persons' names are used, they should be people who have made an outstanding contribution to the community, or whose names are of historical significance to the area, or who the City would like to recognize as an important influence in the area. C. When the name of City -owned real property or of a City facility is being changed, the City Council will delay a final decision for thirty (30) days after a recommendation from a Committee of the Whole is made. City of Tulzwila Community Affairs and Parks Committee II. BUSINESS AGENDA A. Naming of Park Property Duwamish Riverbend Hill As required by Resolution No. 1400, staff is seeking full Council approval of a resolution to name the park property located at 3800 South 115 Street. The Parks Commission was given five names to choose from for the park: The Hill, Duwamish Riverbend Hill, Grandmother's Hill, Poverty Hill and Duwamish Hill Preserve. Resolution No. 1400 outlines criteria to be considered when choosing a name for City property. The Parks Commission has recommended the park be called Duwamish Hill Preserve; however, the City Council has final naming authority. In response to a Committee inquiry, Holly Taylor, from Fast Forward a consulting firm specializing in heritage education and historic preservation, reported why the word preserve is used in the park's title. She explained that the term preserve suggests an area where wildlife, plants or geographic features are located, as compared to an active park area with sporting areas and /or playground equipment. Input regarding the park name was obtained from local tribes as well as an active volunteer group. Friends of the Hill are in favor of the recommended name FORWARD TO AUGUST 9 COW FOR DISCUSSION. B. 2010 Parks Recreation Update Special Events As information only, staff gave a brief PowerPoint presentation on the Special Events division of the Parks Recreation Department. The Special Events division begins the kick -off of the festival season each year on the second Saturday in May with the annual Backyard Wildlife Festival. As part of this Festival, a Recycled Art Show was added in 2008. Staff also provided a brief highlight of the following other special events: Family 4 at Fort Dent Park Peanut Butter Jam Concert Series sponsored by 4Culture Summer Outdoor Cinema Series (summer) Tukwila Days Community Festival, including the Annual Car Show, .Sports for Hunger Volleyball Tournament and Tukwila Days Art Show Family Movie Night (winter) Family Fright Night Winterfest io N•;:11+; i'ra;;t;li. 7
