SPECIAL MEETING MINUTES
CALL TO ORDER: Mayor Rants called the Special Meeting to order at 9:54 p.m.
ROLL CALL: Joe Duffie, Joan Hernandez, Pam Linder, Council President; Steve Mullet, Pam Carter, Jim
Haggerton, Dave Fenton.
OFFICIALS: John McFarland, City Administrator; Steve Lancaster, DCD Director; Nora Gierloff,
Assistant Planner; Lucy Lauterbach, Council Analyst.
NEW BUSINESS
Ord. #1832 relating to moratoria regarding land use issues. Moved by Duffie, seconded by
Hernandez, that the proposed ordinance be read by title only. Motion carried.
City Attorney Bob Noe read an ordinance of the City Council of the City of Tukwila, Washington,
establishing a six month moratorium on certain land uses and development activities; providing for
severability; and declaring an emergency.
Moved by Duffie, seconded by Hernandez, that Ordinance No. 1832 be adopted as read.*
Each "Whereas" clause was read by a Councilmember and a brief discussion followed. Councilmembers
agreed they want to ensure that certain land uses and development activities are consistent with the City's
policies and purposes embodied in the Comprehensive Plan, Zoning Code, and development regulations.
Councilmember Carter suggested a minor amendment to the ordinance, i.e. in Section 6. Work Program,
first sentence, change the word "responses" to "resources"
*Motion Carried as amended.

Moved by Duffie, seconded by Haggerton, to adjourn the meeting. Motion carried.
