SPONSOR'S The contract with Construct Company, LLC is complete for the Codiga Park Construction
SUMMARY Project. This project consisted of installation of a pervious asphalt parking lot,
meandering pathways, lawn areas and native plantings in shrub beds and footings and pad
for a picnic shelter. Construction began September 24, 2009 and was completed on March
25, 2010. This contract was on time and under budget with two change orders, 1) no cost
time extension and 2) credit to City for change in scope of electrical system.

Project Completion and Acceptance
ISSUE
Accept contract as complete and authorize release of retainage.
BACKGROUND
The Notice to Proceed for Contract No. 09 -137 with Construct Co. LLC, of Sumner, Washington,
was issued on September 18, 2009 for construction of a new park. This project consisted of
installation of a pervious asphalt parking lot, meandering pathways, lawn areas and native
plantings in shrub beds and footings and pad for a picnic shelter. A picnic shelter that replicates
the barn that used to be on site was installed by another contractor and an Eagle Scout made
an interpretive sign board and park staff installed other park amenities like tables and benches.
ANALYSIS
This contract came in on time and under budget. Construction was physically complete on
March 25, 2010. Two change orders were issued during construction. Change Order No.1
was at no cost to the City for a time extension on the contract. Change Order No.2 was for
two items, a credit back to the City for a change in the scope of work in regards to the
electrical systems and swapping an interpretive sign for additional split rail fencing. The
credit amount back to the City was $1,323.94. The interpretive sign was one of two in the
plans. One sign was going to be on the overlook deck, which ended up not being
constructed because the alternate in the bid packet was not awarded because the price was
about double the engineer's estimate. One sign was constructed as an Eagle Scout Project
and will contain interpretive and historical information.
The budget for this contract with a 10% contingency was $267,116.01 and the outstanding
retainage amount is $12,141.64.

RECOMMENDATION
The Council is being asked for formal acceptance and retainage release authorization, subject
to standard claim and lien release procedures, for the contract with Construct Co. LLC in the
amount of $242,832.74 and to consider this item on the consent agenda of the August 16, 2010
Regular Meeting.

II. BUSINESS AGENDA
A. Codiga Park: Proiect Closeout
Staff is requesting Council approval for formal contract acceptance and release of retainage Construct
Co, LLC for the Codiga Park Construction Project.
This project called for various park amenities, including: parking, walking paths, grassy areas, native
plantings, and footings and pad for a picnic shelter (the actual shelter was installed by a separate
contractor). Two change orders were issued during this project and the project came in over $20,000 under
budget. A local Girl Scout troop has expressed interest in assisting the Parks Recreation Department in
completing the interpretive sign at the Park. UNANIMOUS APPROVAL. FORWARD TO AUGUST
16 REGULAR MEETING CONSENT AGENDA.
III. MISCELLANEOUS
Based on the subject matter of a citizen comment at a recent Council meeting, Committee Member Hernandez
inquired when the Tukwila History Society request to use the old Tukwila Library may be discussed at a
committee. Steve Lancaster responded that staff is currently conducting research on the request, and it will be
forthcoming to the Finance Safety Committee.
