Mayor Haggerton announced the purpose of the Executive Session is to discuss a Potential Land Sale, pursuant to RCW 42.30.110(1)(c). It will last no more than 30 minutes, and no decisions will be made during the Executive Session. Attendees. Jim Haggerton, Mayor; Shelley Kerslake, City Attorney; Steve Lancaster, City Administrator; Bob Giberson, Public Works Director; Nora Gierloff, Community Development Deputy Director; Brandon Miles, Senior Planner; Tukwila City Councilmembers Joe Duffie, Joan Hernandez, Dennis Robertson, Allan Ekberg, Verna Seal, Kathy Hougardy, De'Sean Quinn End• 6 58 p.m. CALL TO ORDER /PLEDGE OF ALLEGIANCE /ROLL CALL Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7 p m and led the audience in the Pledge of Allegiance. ROLL CALL Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie, Joan Hernandez, Dennis Robertson, Allan Ekberg, Verna Seal, Kathy Hougardy, and De'Sean Quinn Jim Haggerton, Mayor; Steve Lancaster, City Administrator; Shelley Kerslake, City Attorney; Shawn Hunstock, Finance Director; Nora Gierloff, Community Development Deputy Director; Rebecca Fox, Senior Planner; Carol Lumb, Senior Planner; Sandra Whiting, Urban Environmentalist; Derek Speck, Economic Development Administrator; Bruce Linton, Patrol Commander; Evelyn Boykan, Human Services Manager; Christy O'Flaherty, City Clerk. Global to Local Initiative Adam Taylor, Project Manager, and Evelyn Boykan, Human Services Manager Evelyn Boykan, Human Services Manager, explained the cities of Tukwila and SeaTac have been approached to participate in the Global to Local Initiative with regard to health related issues in the two communities. This effort is aimed at investigating and bringing successful approaches that have been used internationally to underserved communities in the United States Ms Boykan introduced Adam Taylor, the Project Manager for the Global to Local Initiative for the cities of Tukwila and SeaTac. Mr Taylor explained the Institutional Partners in this endeavor are HealthPoint, Washington Global Health Alliance, Swedish Hospital, and Seattle and King County Public Health. The Human Services Managers from the cities of Tukwila and SeaTac are part of the Community Advisory Committee. Tukwila City Council Regular Meeting Minutes August 2, 2010 Page 2 of 5 He explained the initiative involves an integrated approach with 6 key elements 1 Use community health workers 2. Link health with economic development 3. Mobilize community based organizations 4. Generate focused campaigns around priority health issues 5 Use communications technology to transform practices 6 Integrate public health and primary medical care Time Frame for first 5 years* Phase 1: May 2010 -April 2011 Engage local communities to define health related needs Identify possible global health strategies Initiate activities in response to community needs and resources Phase 2: May- October 2011 Develop project strategies Provide support for partnering organizations Phase 3: January 2012 -April 2016 Provide services to targeted communities Evaluate project Financial Support: $1,000,000 in funding from Swedish for 5 years of operations $400,000 being considered under Federal Appropriations Bill Will raise additional funds for project activities City Human Service Managers contribute in -kind time for linkage and coordination The Councilmembers asked clarifying questions of Ms Boykan and Mr Taylor and thanked them for the excellent presentation. The Council looks forward to future updates on this project and the identification of need or issues that can be utilized in future budgetary decisions Mayor Haggerton asked if there were any comments from the audience. Ilyas Sheikh -Ali, 1582 South 152 Street, indicated he is a member of the Somali community and works as a medical assistant at Evergreen Hospital. Many members of the Somali community do not have access to medical care and do not receive routine or preventative care for illnesses such as diabetes and heart disease He feels this project will help the community CITIZEN COMMENTS Michael West, 14684 Tukwila International Boulevard, indicated he is a member of the Community Oriented Policing Citizens' Advisory Board (COPCAB) and has concerns regarding the current budget situation and possible closure of the Neighborhood Resource Center (NRC). In his view, crime in this area has been reduced due to the NRC, and he feels it is a tremendous resource Joanne McManus, 5610 South 133` Street, expressed appreciation to the Council for their attendance at the recent memorial service for Anna Bernhard CONSENT AGENDA a. Approval of Minutes. 7/19/10 (Regular) b Approval of Vouchers #354676- 354950 and #7202010, 201008021 201008023 in the amount of $1,285,628 57 MOVED BY DUFFIE, SECONDED BY HERNANDEZ THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED 7 -0. Tukwila City Council Regular Meeting Minutes August 2, 2010 Page 3 of 5 PUBLIC HEARING An ordinance renewing a moratorium relating to the preservation of industrial land within the City's Manufacturing Industrial Center (MIC). 7:43 p m. Mayor Haggerton opened the public hearing and asked for a staff report. Rebecca Fox, Senior Planner, indicated the proposed ordinance will renew the current moratorium on the acceptance and issuance of applications for certain non industrial uses within the City's Manufacturing Industrial Center. The MIC is extremely important due to the employment opportunities provided in that area of the City, as well as the revenue that is generated. Extending the moratorium will allow staff to continue studying the issues and hear from stakeholders and the public. It is anticipated this issue will be referred to the Planning Commission later this year. Mayor Haggerton called for public comments. There were no public comments. 7.46 p.m. Mayor Haggerton closed the public hearing. UNFINISHED BUSINESS a. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, RENEWING A MORATORIUM RELATING TO THE PRESERVATION OF INDUSTRIAL LAND WITHIN THE CITY'S MANUFACTURING INDUSTRIAL CENTER, RENEWING A SIX -MONTH MORATORIUM ON THE ACCEPTANCE OF APPLICATIONS FOR AND ISSUANCE OF LAND USE, BUILDING, AND DEVELOPMENT PERMITS, BUSINESS LICENSES AND /OR APPROVALS FOR ANY CHANGE IN USE FOR CERTAIN NON- INDUSTRIAL USES WITHIN THE MANUFACTURING INDUSTRIAL CENTER ZONE; REPEALING ORDINANCE NO. 2277; PROVIDING FOR SEVERABILITY, AND ESTABLISHING AN EFFECTIVE DATE MOVED BY HERNANDEZ, SECONDED BY DUFFIE THAT THE PROPOSED ORDINANCE BE ADOPTED AS READ. MOTION CARRIED 7 -0 TO ADOPT ORDINANCE NUMBER 2300. b. An ordinance updating certain requirements for regulating development on sensitive areas and buffers. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, UPDATING CERTAIN REQUIREMENTS FOR REGULATING DEVELOPMENT ON SENSITIVE AREAS AND BUFFERS, AS CODIFIED AT TUKWILA MUNICIPAL CODE CHAPTER 18.45, REPEALING ORDINANCE NOS. 2074 AND 2174; PROVIDING FOR SEVERABILITY; AND ESTABLISHING AN EFFECTIVE DATE MOVED BY DUFFIE, SECONDED BY HERNANDEZ THAT THE PROPOSED ORDINANCE BE ADOPTED AS READ.* Tukwila City Council Regular Meeting Minutes August 2, 2010 Page 4 of 5 Councilmember Hernandez inquired whether there would be notification to adjacent property owners when maintenance is required in sensitive areas. Sandra Whiting, Urban Environmentalist, explained the proposed ordinance specifies the only trees that would be removed from a sensitive area would be those deemed to be dangerous and that could also cause property damage. A noticing requirement could cause delays that could present safety issues Councilmember Hernandez referenced the citizen who had come before the Council regarding a tree being removed near their property There was concern about entering private property to remove hazardous trees. Steve Lancaster, City Administrator, emphasized the ordinance does not allow trespassing on private property, and it is the responsibility of the person or agency removing a hazardous tree to contact the property owner *MOTION CARRIED 7 -0 TO ADOPT ORDINANCE NUMBER 2301. c. An ordinance amending Ordinance No. 2296 regarding the sale of Limited Tax General Obligation Bonds to correct a scrivener's error. MOVED BY DUFFIE, SECONDED BY QUINN THAT THE PROPOSED ORDINANCE BE READ BY TITLE ONLY. MOTION CARRIED 7 -0. Christy O'Flaherty, City Clerk, read the proposed ordinance by title only AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, AMENDING ORDINANCE NO. 2296, REGARDING THE SALE OF LIMITED TAX GENERAL OBLIGATION BONDS, TO CORRECT A SCRIVENER'S ERROR, RATIFYING AND CONFIRMING PRIOR ACTIONS, AND ESTABLISHING AN EFFECTIVE DATE. MOVED BY DUFFIE, SECONDED BY QUINN THAT THE PROPOSED ORDINANCE BE ADOPTED AS READ. MOTION CARRIED 7 -0 TO ADOPT ORDINANCE NUMBER 2302. REPORTS a. Mayor Mayor Haggerton attended the July 30, 2010 groundbreaking event for the Southcenter Parkway Extension project. Additionally, he reported the U.S. Army Corps of Engineers has indicated repairs of the Howard Hanson Dam will involve measures other than the temporary grout curtain. $44 million in federal funding has been allocated for repair of the dam He indicated the supersacks along the river near Costco have been vandalized by fire, causing them to melt and the sand to spill out. The City is working with the insurance carrier on a plan for repairs. Mayor Haggerton also reported that 7 public records requests have been received in the last week that involve staff time to fulfill. b. City Council Councilmember Duffie attended the July 30, 2010 groundbreaking event for the Southcenter Parkway Extension project. He also attended the August 1, 2010 Memorial Service for Anna Bernhard, who volunteered in the Tukwila community for over 34 years Mr Duffie reported that those renting Foster Park this past weekend engaged in unacceptable conduct. Councilmember Hernandez attended the Port of Seattle working waterfront tour on July 27, 2010 and the Joint Highline Forum South County Economic Development Initiative (SCEDI) meeting on July 28, 2010. Ms. Hernandez also attended the July 30, 2010 groundbreaking event for the Southcenter Parkway Extension project and the Memorial Service for Anna Bernhard on August 1, 2010. She expressed appreciation for those members of the Civil Service Commission and Police and Fire Departments who Tukwila City Council Regular Meeting Minutes August 2, 2010 Page 5 of 5 were in attendance at the Memorial. On August 2, 2010 she attended the Fire Exploratory Committee meeting. Councilmember Ekberg attended the Port of Seattle working waterfront tour on July 27, 2010 and the Memorial Service for Anna Bernhard on August 1, 2010. He expressed that Anna exemplified the epitome of "community." Councilmember Seal indicated she is now a member of the King County LEOFF I Board, which involves monthly meetings in downtown Seattle. Councilmember Hougardy attended the Joint Highline Forum South County Economic Development Initiative (SCEDI) meeting on July 28, 2010 and the July 30, 2010 groundbreaking event for the Southcenter Parkway Extension project. She also attended the July 31, 2010 TorchLight Parade and the Memorial Service for Anna Bernhard on August 1, 2010 Councilmember Quinn also attended the Memorial Service for Anna Bernhard on August 1, 2010 and recounted his past experiences with her and referenced her wonderful 'laugh.' c. Staff There was no report. d. City Attorney There was no report. e. Intergovernmental The Council Analyst was not present. MISCELLANEOUS Councilmember Seal thanked the Mayor and City Administration for their continued work on issues involving the Howard Hanson Dam.
