1: ** *PUBLIC WORKS DEPARTMENT CONDITIONS * **
2: The applicant must notify the City Utility Inspector at (206)433 -0179 upon commencement and completion of work at least
24 hours in advance. All inspection requests for utility work must also be made 24 hours in advance.
3: Work affecting traffic flows shall be closely coordinated with the City Utilities Inspector. Traffic Control Plans
shall be submitted to the Inspector for prior approval.
4: Flagging, signing and coning shall be in accordance with MUTCD for Traffic Control. Contractor shall provide certified
flagmen for traffic control. Sweep or otherwise clean streets to the satisfaction of Public Works each night around
hauling route (No flushing allowed). Notify City Inspector before 12:00 Noon on Friday preceding any weekend work.
5: Any material spilled onto any street shall be cleaned up immediately.
6: Temporary erosion control measures shall be implemented as the first order of business to prevent sedimentation
off -site or into existing drainage facilities.
7: ALL DISTURBED AREAS MUST BE STABILIZED PER THE KING COUNTY SURFACE WATER DESIGN MANUAL. The site shall have
permanent
erosion control measures in place as soon as possible after final grading has been completed and prior to the Final
Inspection.
8: THE CONTRACTOR SHALL LOCATE THE CITY'S STORM DRAIN LINE. NO WORK IS ALLOWED WITHIN THE STORM DRAINAGE
EASEMENT WITHOUT
PRIOR APPROVAL OF INSPECTOR.
DO NOT REMOVE EXISTING 36' STORM DRAIN UNTIL NEW STORM DRAIN SYSTEM IS INSTALLED AND APPROVED BY PUBLIC
WORKS.
9: ** *BUILDING DEPARTMENT CONDITIONS * **
10: No changes shall be made to the approved plans unless approved by the design professional in responsible charge and the
Building Official.
11: All permits, inspection records, and approved plans shall be at the job site and available to the inspectors prior to
start of any construction. These documents shall be maintained and made available until final inspection approval is
granted.
12: All construction shall be done in conformance with the approved plans and the requirements of the International
Building Code or International Residential Code, International Mechanical Code, Washington State Energy Code.

Expiration of Plan Review- Applications for which no permit is issued within 180 days following the date of application shall expire by limitation.
The Building Official may extend the time for action by the applicant for a period not exceeding 180 days upon written request by the applint as
defined in Section 107.4 of the Uniform Building Code (current edition). No application shall be extended more than once.

Dear Brad,
I am writing to clarify the City's position on your current development permit
applications. We have approved your demolition and grading permit D05 -006. We will E
process your development permit D05 -008 and approve it when our review is complete.
If you choose to delay picking up the permits please be aware of the expiration deadline
of 7/6/05 for both permits.
Acting on those permits to clear the site and begin construction is at your own risk. As
you know, this matter is on appeal to the Superior Court and is not resolved. If the Court
remands the case back to the Board of Architectural Review you may be required to
submit revisions to D05 -008 and revise the building.

If you do decide to begin site work, but not building construction, prior to a resolution of
the design review appeal, please plan on leaving the site in finished condition. For
example seeding or sodding the site rather than just leaving it with straw and a silt fence
until the building construction begins. If you have any questions please call me at (206)

I am writing to clarify the City's position on your current development permit
applications. We will process your demolition and grading permit D05 -006 and issue it
when our review is complete. However any decision to act on that permit and clear the
site is at your own risk and does not bind the City to any subsequent action on the SC -3
building. Though you have applied for a building permit to construct the SC -3 retail shell
approved by the BAR under file L04 -036, this cannot be issued until the appeals have
been resolved. If the City Council elects to remand the project back to the BAR for
redesign you will be required to submit revisions to D05 -008 to match any eventual
reapproval.
