SUBJECT: City of SeaTac Fire Stations 45 and 46 PUBLIC WORKS
Tukwila Emergency Communications Center
Letter of Understanding terms of use
Negotiations between the City of SeaTac (SeaTac) and the City of Tukwila (Tukwila) around the
backup use of SeaTac Fire Stations 45 and 46 have been ongoing for several months. Those
discussions have resulted in this Letter of Understanding (LOU).
Whereas, the Regional Disaster Plan was adopted and subscribed to by the City of Tukwila on August
5, 2003, and recorded as Agreement Number 03 -118; and
Whereas, the Regional Disaster Plan was adopted and subscribed to by the City of SeaTac on May 14,
2003 and recorded as Agreement Number 03 -A18:
Whereas, the Regional Disaster Plan includes an "Omnibus Legal and Financial Agreement" that
provides the legal platform for resource sharing among agencies signatory to the Regional Disaster
Plan and establishes the financial ground rules for invoicing and financial recovery from FEMA; and
It is agreed by all parties that the following conditions, obligations, and requirements shall apply, and
that each party is bound by the following:
Issue
Tukwila is planning for a backup location for its Fire Prevention staff and the Emergency
Communications Center (ECC) in the event that the Tukwila City Hall is not usable as an
ECC;
The City of SeaTac is willing to agree in principle to conditional use of Fire Station 45 as a
backup ECC and Fire Station 46 as a backup fire station for Tukwila, subject to the needs
of SeaTac.

Tukwila Responsibilities
1. Notify SeaTac as soon as possible in writing of intention to occupy Fire Station 46 as a backup
fire station.
2. Notify SeaTac as soon as possible in writing of intention to occupy Fire Station 45 as a backup
ECC and Fire Prevention office location.
3. Keep SeaTac informed as to extent and duration of ECC activation and use.
4. Follow up with SeaTac with a detailed written report regarding extent and duration of ECC use.
SeaTac Responsibilities
1. Invoice Tukwila as soon as possible based on agreed upon Reimbursement Rate Schedule
(Attachment A) information provided by Tukwila such that Tukwila can promptly pay SeaTac
and seek FEMA reimbursement.
2. Keep Tukwila informed as to any competing uses by SeaTac for SeaTac Fire Station Numbers
45 and 46 such that Tukwila can coordinate backup plans accordingly.
By signing the spaced provided below, Tukwila and SeaTac acknowledge and agree to the terms and
commitments outlined above.
