WSDOT Regional Mobility Grant Approval
ISSUE
Authorize staff to pursue grant monies for the Tukwila Transit Center through the WSDOT Regional
Mobility grant program
BACKGROUND
The City and King County Metro have been partnering on the development of the Tukwila Transit Center
for several years Staff has pursued grants for the construction of the transit center from various sources
including the Federal Transit Authority (FTA), Surface Transportation Program (STP), Washington State
Department of Transportation (WSDOT) Transit Mobility Grant, and direct Appropriations (as supported by
Ball Janik). Four previous applications for FTA funds have been submitted jointly with King County Metro.
Three of the applications have been unsuccessful and the fourth application was just submitted on
September 10, 2010 All other applications submitted to other sources have also been unsuccessful, yet
all have been viewed as quite competitive applications.
Metro is implementing a new service called RapidRide, a portion of the Transit Now initiative sales tax
increase approved in November 2006 The first phase of this bus rapid transit (A -Line) goes into service
on October 2, 2010 along Pacific Highway /International Boulevard The second phase includes a new
route (F -Line) which will connect Burien and Renton through Tukwila. Metro wants to use the Tukwila
Transit Center as part of this route The Tukwila Transit Center has been planned to accommodate future
bus rapid transit.
A call for applications for the WSDOT 2011 -2013 Regional Mobility Grant Program (formerly the WSDOT
Transit Mobility Grants) has been issued Applications are due October 7, 2010.
ANALYSIS
The Regional Mobility Grant Program requires a local match of at least 20% of the total cost of the project,
in direct contributions. City funds, mitigation funds from Westfield, and funds from the Transit Oriented
Development (TOD) grant can be used as match. Staff salaries can also be used as matching funds.
Matching funds for this grant are already in -hand and include the $1,881,000 of City funds (per draft 2011
CIP page), $500,000 cash and $343,000 land value from Westfield, and $468,000 TOD grant funds for a
total of $3,192,000 Staff recommends requesting a grant in the amount of $4,735,000 in order to
construct both sides of the transit center. Phase 1 (west side only) construction is a possible alternative
should less monies be awarded, but is not as beneficial for the F -Line RapidRide operation
If the full grant amount is awarded, and no other grant or funding option is found, the $600,000 of City
funds shown in "Beyond" would need to be made available no later than 2015
RECOMMENDATION
Authorize staff to pursue grant funds through the WSDOT 2011 -2013 Regional Mobility Grant program

PROJECT: Tukwila Urban Center Transit Center Project No 90610402
DESCRIPTION: Design and construct a transit center for the Tukwila Urban Center (TUC)
High transit ridership and bus operations warrant conversion of the existing bus stops on Andover Park West
JUSTIFICATION: to a transit center The current facilities are inadequate in size and location to serve Metro operations and
transit riders. City policy encourages the use of transit, and mitigation dollars and parking supply decisions
have been made based upon the expected improvements to the transit center
STATUS: Design began in 2006 Construction dependent on funding. The west side of Andover Park West is scheduled to
coincide with the Transit Center and the east side of Andover Park West is in the beyond years
MAINT. IMPACT: Minimal to moderate, depends on final maintenance agreement with King County Metro
COMMENT: TOD grant of $468k with mitigation from Westfield S/C Mall of $500,000 for parking variance. Proposed state
and federal grants of $4 7m.
