2: No changes shall be made to the approved plans unless approved by the design professional in responsible charge and the
Building Official.
3: All permits, inspection records, and approved plans shall be at the job site and available to the inspectors prior to
start of any construction. These documents shall be maintained and made available until final inspection approval is
granted.
4: A final report documenting required special inspections and correction of any discrepancies noted in the inspections
shall be submitted to the Building Official. The final inspection report shall be prepared by the approved special
inspection agency and shall be submitted to the Building Official prior to and as a condition of final inspection
approval.
5: Subgrade preparation including drainage, excavation, compaction, and till requirements shall conform strictly with the
recommendations given in the soils report. Special inspection is required.
6: All construction shall be done in conformance with the approved plans and the requirements of the International
Building Code or International Residential Code, International Mechanical Code, Washington State Energy Code.
7: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of,
any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. Permits
presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila
shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the
Building Official from requiring the correction of errors in the construction documents and other data.

At the request by Oliver with Rehabitat Northwest, I come on site to have a final inspect on the construction of the
rockery walls along the north and south sides of the upper portion of the subject joint -use driveway. The north
rockery wall is up to about 6 to 7 feet tall, and the south rockery wall is up to about 3.5 feet tall. The rockery
walls are constructed with sound, durable rock rocks free of cracks or fissures. The facial stones are sufficiently
large and are tightly stacked. The faces of the walls are tilted back at a slope no steeper than 6VA 11. The
crushed rock fill behind the rockery walls is at least 12 inches thick horizontally.
It is my opinion that the rockery walls are properly constructed and are stable,

At the request by Oliver with Rehabitat Northwest, I come on site to inspect on the construction of the rockery walls
along the north and south sides of the upper portion of the subject joint -use driveway. Keyway trenches are cut
for the construction of the rockery walls. The bearing soils at bottom of the keyway trenches consist of medium-
dense to dense, silty fine sand, capable of rendering an allowable bearing capacity of at least 3,000 psf.
The base - course facial stones are set in the keyway trenches on firm bearing soils, and a 4 -inch perforated PVC
drain pipe wrapped in a layer of non -woven filter fabric is set in the keyway trenches behind the base - course
stones. The base - course stones are then backfi}led crushed rock.
The rockery contractor runs out of facial stones for constructing the rockery walls in the afternoon. They will
resume construction of the rockery walls tomorrow. The construction of the rockery walls so far is proper and
acceptable.

INTRODUCTION
We liave.coilipleted a geotechnical evaluation for the rockery walls to be constructed along both

subject site. The driveway will be about 160 feet long, sloping down at 15 percent grade from its
west end where it joins Mac ani Road. We understand the grading of the driveway will require

- feet o(' Fill along the south (downhill) side of the driveway. Presented in this report are our
findings of the subsurface condition,-, of the site and our recommendations for the design and
construction of the rockery wall.
SOIL CONDITIONS
We visited the site on July 19, 2004, to observe the soils conditions while the driveway'is being

(tile to medium sand deposit. The underlying gravelly, silty sand deposit is dense and has
retrained stable at vertical cut.

! GENERAL
i
Rockety by nature is 4 1ot an engineered retaining wall, such as a reinforced concrete wall.
Although a rockery wall can provide some clegree of retention capability, its main function is to
t
serve as a protective facing to retard weathering and erosion process to the earth bank behind the
rociceiy. To achieve a satisfactory rockery wall, the earth bank behind the rockery must be stable
by' itself on a long -term basis. In addition, the rockery must be constructed in a proper way to
keep the'earth bank behind it stable on a long; -term basis.
Tl1e north rockery wall along; the uphill side of the driveway will line cut bank, while the south
rockery wall along the downhill side of the driveway will line partly cut bank and partly fill
i
i
embankment.. Om design of Lhe rockery is shown on Plate l (for lining cut bank) and Plates 2A
a nd 213 (for lining till embankment) attached hereto.
CUT BANKS
The gravelly, silty, Fine to medium sand deposit exposed on the cut bank along the north side of
i
the driveway is dense and can remain stable on a long -term basis if lined with properly
constructed rockery. Construction of rockery should proceed immediately after cut banks are
completed.

FILL EMBANKMENT
Fill placed to grade [lie driveway and to lie lined by rockery should be constructed with
i
- compacted structural fill in accordance with the recommen provided in this report. Prior
to the placement of structural fill, the loose surficial soils should be thoroughly removed clown to
{ a firm, undisturbed bearing soils. To maintain long -term stability, the Fill embankments to be
lined by rockery should either be over -built then cut. bank to where the rockery is to be
constructed or the fill embankments should be reinforced with and wrapped in geogrid mesh.
STRUCTURAL FALL
Structural fill to b e used for grading the driveway should consist of clean, :free draining, granular
f soils with particles not larger than four inches and should be free of organic and other deleterious
I i
i substances. Structural 011 should have a moisture content within one percent of its optimum
moisture content. at t:he time of placement. The optimum moisture content is the water content in
the soil that enable the soil to be compacted to the highest dry density for a given compaction
effort. Structural till should be placed in lifts no more than 10 inches thick in loose stage. Each
lift should be compacted to at least 95 percentage of the maximum dry density determined by
ASTM D1557 (Modified Proctor Method).
KEXWAV TRENCHES AND SUBGRADE PREPARATION
The keyway trenches for the placement: of the base course stones should be cut into :ht'm, stable,
native till soils capable of rendering an allowable bearing pressure of at least 3,000 psf, and
! should be fr of loose disturbed Soils oi standing water pr ior to rockery placement. The exposed
soils in the key trenc should be compacted with a vibratory compactor to a non -yield state
i prior to .rockery construction. loose disturbed soils, if encountered at bottom of keyway

ROCKER' MATERIAL AND CONSTRUCTION
In general, the rock material For rockery construction should be hard, sound, durable and fi•ee of
1 cracks, Fissures and other defects. The facial stones should be as neatly rectangular as possible.
The construction of rockery should follow the Standard Rockery Construction Guidelines
published by the Association of the R.ockety Contractors.
The facial si:ones should be stacked tightly against one another to minimize the voids between the
I stones. Excessive openings should be chinked with smaller rock from behind. The facial stones
of the rockery should be tilted back at a. batter no steeper than 6V:1I4. The rockery wall should
' be constructed such that the stones of each sl.lccessive course would stagger over and supported
on two stones of the previous course.
