Joanna Spencer, City of Tukwila July 22, 2005 i Brandon Moen, AICP 04251.01 Brad Decker, Cryan Development LLC 235 Strander Boulevard: Response to Comments The purpose of this memorandum is to respond to the comments provided by Mirai Associates Quly 19, 2005) regarding the June 2005 Teclmical Men;oranrltlm for the 235 C1 Strander Boulevard project. The 235 Strander Boulevard project consists of a 2,844 sf addition to an existing building at this location, which will contain a Thai restaurant. Each of the comments provided by Mirai Associates is briefly summarized below, ", with the subsequent corresponding response. Comment #1: (ITE Trip Generation Rates) The comment questions why a trip generation rate of 10.92 per 1,000 square feet (sf) of gross floor area was utilized in developing project trip generation, and suggests that a rate of 18.80 per 1,000 sf should be used. ' Y pe RECEIVED hour of the generator. Consistent with other studies completed and approved by the CITY OF TUWALA City, the analysis focused on the weekday PM peak hour of the adjacent street, which is commonly used when evaluating traffic impacts, as it typically combines the highest U L 2 5 2005 time- period of adjacent street traffic with traffic generated by the proposed project. In addition, the City's traffic impact fees are based on " peak hour' " traffic volumes. PERMIT CENTER As noted in ITE's Trip Generation, 7"' Edition (2003) the 10.92 per 1,000 sf average trip rate is for the weekday PM peak hour of adjacent street traffic, while the 18.80 per 1 000 sf rate noted in the comment is the rite identified for the weekda PM ak The average rate provided by ITE is intended to provide an estimate of a project's trip generation. The weekday PM peak hour of the adjacent street traffic average rate for the land -use used in this analysis (High- Turnover Sit -Down Restaurant- LU #932) has 38 data points from which the average trip rate of 10.92 trips per 1,000 sf is derived. These data points far exceed the minimum number of data points (seven) suggested by ITE Trip Generalion Handbook in order to use the average trip rate. Thus, based on standard ITE methodology, the average rate was utilized for the analysis. Comment #2: (Trip Generation Estimates) This comment provided the reviewer's opinion as to what trip generation for the project site should be assumed. The reviewer suggests that a rate on the range of 32 to 35 trips per 1,000 sf is appropriate. The source of the data from which these rates I As defined by the peak hour of the adjacent street. Using such a rate suggests that during the PM peak hour of the adjacent street, this 2,844 sf Thai restaurant would generate the same number of trips as a Fast -Food Restaurant with Drive - Through Window (ITE LU# 934) of the same building size. Based on the land -use descriptions provided in ITE Trip Generation, the High - Turnover Sit -Down Restaurant land -use is more accurate depiction of the proposed land -use, and the average trip rate for this land -use is appropriate for use in this situation. Comment #3: (Traffic Impact Fees) The comment suggests impact fees were not calculated for the proposed project. Impact fees were calculated and were provided on Page 4 of the June 2005 Technical Memorandran. We trust this memorandum provides the necessary information to clarify the trip generation and traffic impact fee issues brought forth by the reviewer. Brad Decker, Cryan Development LLC The Tra ys -- ® _p_ Group June 16, 2005 04251.01 235 Strander Boulevard: Transportation Assessment The purpose of this memorandum is to provide the City of Tukwila with information regarding the traffic - related impacts of a proposed change in land -use of a previously approved expansion of an existing retail building located at 235 Strander Boulevard. The scope of this memorandum was coordinated with City of Tukwila staff, in order to supply them with the necessary information for project approval. A summary of the project description, project trip generation, and the project trip distribution and assignment are provided, along with site driveway LOS results for 2010 with- project conditions, and a summary of historic collision history at the site driveways. Project Description The proposed project is located at 235 Strander Boulevard in the City of Tukwila, Washington. An approved addition to the existing retail building at this location added 2 ,844 square feet (so. The proponent is proposing a change in land -use from general retail to allow occupation by a sit -down Thai restaurant, which would occupy the new 2,844 sf portion of the building. The remainder of the building (7,101 so would remain as general retail use. Additional parking is also proposed for the site due to the change in land -use. The site is currently, and would continue to be accessed via two full access driveways on Strander Boulevard. Trip Generation Trip generation for the proposed restaurant (2,844 so was developed using weekday PM peak hour average trip rates from the Institute of Traffic Engineers' (ITE) Trip Generation (2003), for land use # 932 (High - Turnover Sit -Down Restaurant). The weekday PM peak hour pass -by rate from the ITE Trip G&&-ration Hatt (2004) was applied for the same land -use (43 %). No Saturday or AM peak hour trip generation rates are provided by ITE for this land use. A summary of the weekday PM peak hour trip generation is shown in Table 1. As is shown in Table 1, approximately 18 new project trips are anticipated to be generated by the proposed project, and13 pass -by trips. No credit was applied for the existing retail land -use that is approved for the 2,844 sf retail space, and in theory could occupy the expanded retail space. Project Trip Distribution and Assignment Project traffic was distributed and assigned to the surrounding roadway system based on the distribution developed for the Southcenter Mall Environmental Impact Statement (Mall EIS), with revisions made to account for this particular land -use. A more localized distribution (rather than regional) is anticipated for such a restaurant. For instance, 25% of the project trips are assumed to originate or end at Southcenter Mall, while far less traffic is anticipated to be drawn from I -5 and I -405 than was assumed in the Mall EIS. The project trip distribution throughout the Tukwila Urban Center (TUC) is shown in Attachment A. Site Access The site would continue to be accessed via two full access driveways on Strander Boulevard. Future operating conditions for these site accesses were analyzed, and historic accident data was reviewed to identify potential safety deficiencies at these locations. Operations Future operations at the site access driveways were analyzed in future 2010 conditions, consistent with the Mall EIS. VUeekdayPM peak hour 2010 traffic volumes on Strander Boulevard from the Proposed Action alternative of the Mall EIS were used for through volumes at the site driveways. The existing 7,101 sf retail store on -site is currently vacant; in order to estimate the traffic generated by the store to include them in future -year traffic volumes, the average weekday PM peak hour trip rate from ITE Trip Generation for land use # 814 (Specialty Retail) was used, and the trips were assigned to the site driveways. The proposed restaurant project trips were then assigned to the site driveways. Both the new project trips, and the 2010 weekday PM peak hour with- project traffic volumes are shown in Attachment B. LOS analysis was conducted using Syn&m 6.0, with the results shown in Table 2.95`' percentile on- site traffic queues for the site accesses are also provided in the table. The on - site vehicle queuing is not anticipated to be greater than one vehicle. The outbound turning movements at the site benefit from having a two -way center left -turn lane (TWC'LTL) available for use in completing left turns using two -stage gap acceptance. If the use of the TWCiLTL is not assumed for use as a refuge, both site accesses would operate at LOS C during the weekday PM peak hour, with on -site queues extending no further than one vehicle. The westbound left -turn movement (inbound) at each site driveway operates at LOS A in weekday PM peak hour conditions, with a queue of less than one vehicle. Due to the relatively small size of the change in land -use, no off -site analysis of intersections was requested by City of Tukwila Staff. As such, a waiver request was submitted to the Director of Public Works to waive the need for off -site or concurrency analysis. The Mall EIS had found that the Mall expansion met concurrency in 2010 future conditions (a measure of the TUC average LOS along designated roadway segments); it is highly likely that this size of development/change in land use would result in a similar outcome. Traffic Safety Historic collision data was provided by the City of Tukwila for the section of Strander Boulevard adjacent to the project site. Data for collisions that occurred between January 2000 and early October 2004 was provided. Based on this data for this section of Strander Boulevard, the majority of collisions were related to either the unsignalized southwest Mall driveway (34 %), or the Chevron driveways to the west of the site (24 %). The balance of the reported collisions were either roadway - related (side swipe collisions, fixed - object collisions, etc), or occurred at the office- building driveway near Southcenter Parkway/ Strander Boulevard. Three collisions occurred over this nearly five -year time -period directly adjacent to the project site driveways. Two of the three collisions involved vehicles turning into the hotel driveways across from the site. The third collision involved a vehicle that had a tire blow out, causing a collision. With no collisions reported during this time -period that were related to the project driveways, the analysis suggests there is not an existing safety issue related to the site driveways. In addition, one of the two hotel driveways that are located directly opposite the site (where two collisions occurred) are planned to be permanently closed upon full build -out of the NIall expansion. The closure of this driveway will The Transpo Group page 3 • .. 1 i •. :. ,• } ..'7. _ . 7i 1 , ` Y: •r /_. .iK':. k kYtillWfr' i Yy}.iti.i. ir 'i 7tc 5 +CY' .... .:...:i;,.L:iiitu.icwi.rw..+., r 4r. .;; . . n .'ia` ll, T+bil' b...i.... —_ —s— JA;Sw z :~ W QQ JU UO 0 w W w O LL LLI z 1= 0 z 1— w 2 U 1:3, O N o i— W W L w z U= O z The Va : r __p_ __ G result in fewer conflicts with turns to /from the project site driveways, thereby likely improving safety conditions. Again, no clear safety issues currently exist that are likely attributable to the project site driveways. Given the relatively low trip generation anticipated for the site, and the LOS B operating conditions at the site driveways during the weekday PM peak hour, minimal change in traffic safety is anticipated. Traffic Impact Fees The City of Tukwila has established transportation impact fees in Tukwila Municipal Code 9.48.140. The current transportation impact fee schedule identifies ten improvement projects throughout the city, for which developments that impact any one of these projects by five or more trips must pay a fee per peak hour trip. Based on the project trip distribution and assignment noted in Attachment A, only one improvement project was identified in the impact fee schedule that is impacted by five or more new project trips. The impacted improvement project, the number of project trips, the per trip fee for the improvement, and the corresponding cost are all summarized in Table 3. Table 3. Transportation Impact Fees Summary Andover Park W Widening:•_ Tdkw .Pkwy to Strander Blvd $550 5 $2;750. ila , 1. Per Tukwila Municipal Code 9.48.150 (Transportation Impact Fee Schedule) 2. Project trips impacting the improvement project during the weekday PM peak hour. As is shown in Table 3, the proposed project's total transportation impact fees are estimated to be $2,750. Again, this is based of the new project trips generated by the restaurant; no credit was applied for the existing approved retail land use that could potentially occupy the 2,844 sf of space. We trust that this technical memorandum provides the necessary information for the proposed project. Please let us know if you have any questions or comments. I r Building Division Review Memo Date: May 10, 2005 Project Name: Simply Thai #3, permit application Application #: D05 -139 Plan Review: Ken Nelsen, Senior Plans Examiner An initial Building Division architectural plan review has been conducted on the subject permit application. Please address the following comments in an itemized format and accompany with revised plans and/or other applicable documentation. 1. The drawing scale shown on the plan sets reference '/a inch = 1 foot. However, the actual plans appear to be drawn to a 3/16 scale. Clarify the plans as necessary. 2. The reference to the "Barrier Free Design Criteria" on sheet number 2, lists the 1989 Washington State Rules. Update the reference to the current 2003 edition. 3. On plan sheet number 2, door letter "I" entering the back egress hallway and restroom area, does not have adequate clearance for the Barrier Free route of travel. Specifically, from the strike edge side of the door to the adjoining wall. On the hinged or pull side of the door, 18 inches is required from the door strike to the wall. On the push side, 12 inches will be required. Code reference ICC /ANS1404.2.3.1. 4. At the men's room Urinal, the clear floor space in front of urinal is required to be 30 inches wide and 48 inched deep per ICC /ANSI 605.3 and 305. Provide revised plan details that show the required clearances. No further comments at this time. wlt. ,.L :). v y Z #_- Z W QQ JU UO to 0 .
