'Tukwila, WA. '1'hiy inspection is expressly Urnited to the section of wall on the West side of the building starting at 60 -tt. tinm North end of the building and ending at 80 -t}. from the North end of the building. Our inve- tigation occurred an December 7. 2004. Building Description: At the point of impact the building structural framo is moment resisting steel frame. The purpose of the concrete block wall is to provide fire separation from the adjoining trucking business. This is oar a load- hearing wall. Building is approximately 40 It x 160 ft, x 12 ft. high, it is apparent that the building has had 4041, additions of similar construction added to both ends of original building. (Sce photo DSCN 1589 & 16th.) The building is currently used for the construction of wooden patterns primarily for the casting and foundry industry. Claimants Statement: At the time of our investigation Mr. Justin. the building owner, explained that a truck from an adjoining business backed into a row of truck tires that were lined up against the west side of his business building pushing them into the wall. He further described that when the truck impacted the tires and the tires were pushed into his building the incident caused the wall to move as much as 4" to 6" inward. He explained that a cabinet located in the building in the area of the impact was pushed over to an angle that allowed items on top of the cabinet to slide off to the floor. Mr. Justin also stated that trucks hrwe impacted the wall in sitttilar fashion in several plaoeg on numerous prior occasions. He further stated, as did Mr. Justin, that this has happened on several occasions but did not specify in what areas of the building these incidents had occurred. (See Photo DSCN 1.594 & 160 1) . Observations of Damage: The waU section involved in this incident is located on the west side of the building between two steel frame manbers located an 2.041. centers. 'The center of the damaged m ea is approximately 70 ft. from the north aid of the building. Investigation of the wall section involved in this incident determined that the level of observable damage is consistent with the description of the actions of the truck backing into the tires and building and the statements of Mr. luscin and the trucking firm manager. The wall exhibits evidence of cracking of mortar and occasional fracturing of cement blocks. (See Photo DSCI '1590 -• interior & t595 -- exterior.) Further, the vcrtiuul face of the wall is na longer flat. Some blocks are displaced by about l inch. It is obscrvablc with cm- aided eye or measuring devices that the waU section is deflected up to l inch in places, most notably at the top where the wall meets the roof. Conclusion: The damage described by Mr. Justin, the nature of the incident described by the trucking company manager, and our independent observations are consistent with the actual datnage found. With regard to the damage we conclude that the wall section involved in this incident, though not a load hearing part of the building strucntre, is susceptible to catastrophic failure as a result of the damage caused by the truck impact with the wall. The potential for some u)ilapse of the wall is now higher in the event of a similar second impact by a vehick or minor earthquake. It is recommended that a competent contractor familiar with cement block construction be employed to rebuild the dammed section of the wall. End of Report.
