1: ** *BUILDING DEPARTMENT CONDITIONS * **
2: No changes shall be made to the approved plans unless approved by the design professional in responsible charge and the
Building Official.
3: All permits, inspection records, and approved plans shall be at the job site and available to the inspectors prior to
start of any construction. These documents shall be maintained and made available until final inspection approval is
granted.
4: Prior to final inspection a written statement from the roofing contractor shall be required. The statement shall
confirm the fire classification of the roof assembly that was installed.
5: All construction shall be done in conformance with the approved plans and the requirements of the International
Building Code or International Residential Code, International Mechanical Code, Washington State Energy Code.
6: Remove all demolition rubble and loose miscellaneous material from lot or parcel of ground, properly cap the sanitary
sewer connections, and properly fill or otherwise protect all basements, cellars, septic tanks, wells, and other
excavations. Final inspection approval will be determined by the building inspector based on satisfactory completion of
this requirement.
7: Manufacturers installation instructions shall be available on the job site at the time of inspection.
8: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of,
any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. Permits
presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila
shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the
Building Official from requiring the correction of errors in the construction documents and other data.
9: ** *FIRE DEPARTMENT CONDITIONS * **
10: The attached set of building plans have been reviewed by the Fire Prevention Bureau and are acceptable with the
following concerns:

BUIL DING DIVISION
The re -roof project for 700 Andover park West in Tukwila, Washington will consist of
removing the existing built -up cap sheet roof to the existing plywood deck.
After sweeping clean, we will nail a red rosin sheet and mechanically attach a new cover
board. Two plies of modified Type 6 ply sheets will then be set in moppings of hot
asphalt, followed by a modified cap sheet also set in hot asphalt.
The building is currently insulated within the structure, and other than our cover board,
no other insulation will be installed.

General
This specification is for use over any type of approved structural deck
(without insulation) which can receive and adequately retain nails or
other mechanical fasteners that may be recommended by the deck
manufacturer. Examples of these decks are wood, plywood, and approved
oriented strand board (OSB). This specification is not for use directly over
lightweight, insulating concrete decks.
Design and installation of the deck and /or roof substrate must result in
the roof draining freely, to outlets numerous enough and so located as to
remove water promptly and completely. Areas where water ponds for
more than 24 hours are unacceptable and will not be eligible for a JM
Roofing System Guarantee.
Note: All general instructions contained in the current JM Commercial/
Industrial Roofing Systems Manual shall be considered part of this
specification.
Flashings
Flashing details can be found in the "Bituminous Flashings" section of
the JM Commercial /Industrial Roofing Systems Manual.
Application
On roof decks with slopes up to 1 h" per foot (41.6 mm /m), the roofing felts
and modified bitumen sheets may be installed either perpendicular or
parallel to the roof incline.
Over wood board decks, one ply of sheathing paper must be used under
the base felt, next to the deck.
Using one of the base felts listed, start with a piece 24" (610 mm) wide.
The remaining felts are to be applied full width with 3" (76 mm) side and
4" (102 mm) end laps over the preceding sheets. Nail the laps at 9"
(229 mm) centers, and down the longitudinal center of each felt place
two rows of nails, with the rows spaced approximately 11" (279 mm) apart,
and nails staggered on approximately 18" (457 mm) centers. Use nails
or fasteners appropriate to the type of deck, with 1" (25 mm) minimum
diameter caps, For additional fastener information, refer to the fastener

Roll an 18" (457 mm) wide piece of one of the intermediate felts listed into
a full mopping of asphalt. The remaining felts are to be applied full width,
in the same manner, with 3" (76 mm) side and 4" (102 mm) end laps over
the preceding sheets.
Apply a full width piece of one of the cap sheets listed into a full mopping
of asphalt. Subsequent sheets are to be applied in the same manner, with
4" (102 mm) side and end laps over the preceding sheets (6" [152 mm] end
laps for DynaLastic products).
Apply all felts so that they are firmly and uniformly set, without voids,
into the hot asphalt. Asphalt temperature should be at the Equiviscous
Temperature (EVT), ±25 °F (t14 °C), at the point of application. All felt edges
shall be well sealed. The asphalt shall be applied just before the felt,
at a nominal rate of 23 lbs. per square (1.1 kg/ml). For modified bitumen
sheets, the asphalt temperature shall be at a minimum of 400 °F (204 °C)
when the sheet is set into it. This higher temperature maximizes the
bonding of the modified bitumen sheet.
Note: When using metric and English sized base and cap sheets in the
same system, care must be taken to avoid lap over lap configurations.
Base sheets and cap sheets with polyester reinforcement must be
allowed to relax in an unrolled position prior to installation.
For cold weather application techniques, refer to Paragraph 7A.24,
Steep Slope Requirements

The reroofing work referenced above was suspended due to discovery of substantial
problems regarding construction of a secondary roof deck built above the original
structural roof deck. This condition was revealed during the initial project inspection and j
resulted in the immediate suspension of any further work pending determination of an
acceptable solution. At that time the owner couldn't fund the additional work necessary
to comply with the changed conditions and the exposed roof decking was sealed using a
temporary application of a nailed base sheet with one ply of fiberglass felt set in hot
asphalt and surfaced with a glaze coating of hot asphalt. New sheet metal coping has
been installed to protect the parapet where the existing coping had been destroyed during
removal.
To date the owner has paid for labor used to date and materials purchased for the original
scope of work. These materials are stored in our warehouse. Unfortunately, the owner
had already established their capital improvement budget for this fiscal year and missed
the opportunity to accommodate the doubled cost of the changed work for this season.
As such we still anticipate completing the work as soon as the owner's funding is re-
established.
For these reasons we are requesting an extension of the above referenced reroofing permit
and anticipate completing the project early next Spring. We appreciate your
