Based on information from Mr. Dante Palmafffy, project designer, a single - family, one -story, residential building will be constructed on the referenced site. The building will be wood - framed with total wall loads of 995 pounds per lineal foot. According to Mr. Miguel Rojas, foundation foreman, the existing building on the north end of the site will be removed along with its foundation to make room for the new house. According to the USGS, Geologic Map of the Des Moines 7.5' Quadrangle 2004 by D.B. Booth and H.H. Waldron, the site is underlain by Vashon till. Vashon till is a compact mixture of gravel, sand, silt, and clay of widely varying percentages of each. Based on information from Mr. Dante Palmafffy, project designer, a single - family, one -story, residential building will be constructed on the referenced site. The building will be wood - framed with total wall loads of 995 pounds per lineal foot. According to Mr. Miguel Rojas, foundation foreman, the existing building on the north end of the site will be removed along with its foundation to make room for the new house. According to the USGS, Geologic Map of the Des Moines 7.5' Quadrangle 2004 by D.B. Booth and H.H. Waldron, the site is underlain by Vashon till. Vashon till is a compact mixture of gravel, sand, silt, and clay of widely varying percentages of each. The surface soils at the site classify as loose to medium dense SAND -SILT (SM) to Sandy SILT (ML) trace gravel. The bearing surface soils for the dividing wall between the garage and the house and the exterior walls on the east and west sides of the living space (see Note 2 in the photograph) shall be compacted with a hand tamper prior to placing concrete to reduce post - construction settlement. The soils for the foundations in the vicinity of the old building that will be removed shall be over - excavated to a depth of at least one -foot below the footing and one -foot beyond the footing edges (see Note 3 in the photograph.) After over - excavation, the exposed soils shall be compacted with a "jumping -jack compactor' prior to backfilling. Any structure, or structure and land in combination, in or on which a nonconforming use is superseded by a permitted use, shall thereafter con- form to the regulations for the zone in which such structure is located, and the nonconforming use may not thereafter be resumed. (Ord. 1819 §1(part), 1997) 18.70.050 Nonconforming Structures Where a lawful structure exists at the effective date of adoption of this title that could not be built under the terms of this title by reason of restrictions on area, lot coverage, height, yards or other characteristics of the structure, it may be continued so long as the structure remains otherwise lawful subject to the following provisions: 1. No such structure may - be enlarged or altered in such a way that increases its degree of non - conformity. In areas of potential geologic instability, coal mine hazard areas, and buffers, as defined in the Sensitive Areas Overlay District chapter of this title, existing structures may be remodeled, reconstructed or replaced, provided that: a. The new construction is subject to the geotechnical report requirements and standards of Section 18.45.080E and 080F; b. The new construction does not threaten the public health, safety or welfare; c. The new construction does not increase the potential for soil erosion or result in unacceptable risk or damage to, existing or potential development or to neighboring properties; and d. The structure otherwise meets the requirements of this chapter. 9. A nonconforming use, within a noncon- forming structure, shall not be allowed to expand into any other portion of the nonconforming structure. (Ord. 2077 §l, 2004; Ord. 1819 §1(part), 1997) 18.70.055 Mobile and Manufactured Homes Legally preexisting mobile and manufactured homes may be replaced. The replacement must, at a minimum, be with a HUD - approved manufactured home and must also meet the following standards: 1. Shall have roofing material that is residential in appearance including, but not limited to, approved wood, asphalt composition shingles or fiberglass, but excluding corrugated aluminum, corrugated fiberglass or metal roof; 2. Shall have a minimum roof pitch of three inch rise for each twelve inches of run, or about 25 %; 3. Piping for hot water heat systems or continuously circulating hot water systems are required to be insulated with R -3. INFILTRATION CONTROL 1. All exterior joints and openings shall be sealed, caulked, gasketed or weather- stripped to limit air leakage. Examples of joints or openings include. windows, doors, openings between walls and foundations, between walls and roof and between wall panels, openings at penetrations of utility services and access panels into unheated spaces. 2. All exterior doors, other than fire -rated doors, shall be designed to limit air leakage around their perimeter when in a closed position. Doors between the residence and the garage are not considered `fire- rated' even though they must carry a 20minute rating. 3. All exterior windows shall be designed to admit infiltration into or from the building envelope. VAPOR BARRIERS / GROUND COVERS An approved vapor barrier shall be installed on all exterior walls, on the warm side of all roof decks and on the warm side of all rafters that are both ceiling and roof support members. The net free area for attic ventilation may be 11150 or 11300 of the total attic area provided a vapor barrier, having a perm rating not exceeding 1, is installed on the warm side of the insulation. French doors and sliding glass doors are to be double glazed tempered safety glass. All glazing within 18" of the floor or within 24" of a door swing is to be tempered safety glass. Other locations for tempered glass are tub and shower enclosures, glazing associated with guardrails and any window areas within 60" of the stair nosing or landings. Site -built and shop - built wooden sashes are exempt from infiltration criteria, but must be made tight fitting and weather - stripped and caulked. MECHANICAL GENERAL Solid fuel burning appliances include airtight stoves, fireplace stoves and smaller room heater versions, factory built fireplaces, and fireplace inserts. Liquefied petroleum gas burning appliances shall not be installed in a pit, basement or similar location where heavier than air gas might collect. Appliances so fueled shall not be installed in an above grade under floor space or basement unless such location is provided with an approved means for removal of unburned gas. Heating a1 d cooling equipment located in a garage and which generates a glow, spark or flame capable of igniting flammable vapors shall be installed with the pilots, burners or heating elements and switches at least 18" above the finished floor. AN air ducts passing from the garage to the residence are to be constructed of steel not less than 0.019' thick and have no openings into the garage. Warm -air furnaces installed in attics and /or craiwlspaoes shall have oversized accesses for maintenance. All factory-built chimneys shall be installed per manufacturer's Specifications. All flues or chimneys for solid fuel fireplaces shall terminate minimum 24" higher than any roof or building structure within 10' -0 ". Vent connectors shall be installed within the space or area in which the app5anoe is located and shall be connected to a chimney or vent in such a ways as to maintain proper distance from all combustibles. Heating and HVAC equipment for low -rise residential shah be sized no greater than 150% of the design load.
