2: No changes shall be made to the approved plans unless approved by the design professional in responsible charge and the
Building Official.
3: All mechanical work shall be inspected and approved under a separate permit issued by the City of Tukwila Permit Center
(2061431- 3670).
4: All permits, inspection records, and approved plans shall be at the job site and available to the inspectors prior to
start of any construction. These documents shall be maintained and made available until final inspection approval is
granted.
5: All construction shall be done in conformance with the approved plans and the requirements of the International
Building Code or International Residential Code, International Mechanical Code, Washington State Energy Code.
6: Notify the City of Tukwila Building Division prior to placing any concrete. This procedure is in addition to any
requirements for special inspection.
7: All wood to remain in placed concrete shall be treated wood.
8: There shall be no occupancy of a building until final inspection has been completed and approved by Tukwila building
inspector. No exception.
9: Remove all demolition rubble and loose miscellaneous material from lot or parcel of ground, properly cap the sanitary
sewer connections, and properly fill or otherwise protect all basements, cellars, septic tanks, wells, and other
excavations. Final inspection approval will be determined by the building inspector based on satisfactory completion of
this requirement.
10: Manufacturers installation instructions shall be available on the job site at the time of inspection.
11: All construction noise to be in compliance with Chapter 8.22 of the City of Tukwila Municipal Code. A copy can be
obtained at City Hall in the office of the City Clerk.
12: Ventilation is required for all new rooms and spaces of new or existing buildings and shall be in conformance with the
International Building Code and the Washington State Ventilation and Indoor Air Quality Code.
13: Except for direct -vent appliances that obtain all combustion air directly from the outdoors; fuel -fired appliances
shall not be located in, or obtain combustion air from, any of the following rooms or spaces: Sleeping rooms,
bathrooms, toilet rooms, storage closets, surgical rooms.
14: Equipment and appliances having an ignition source and located in hazardous locations and public garages, PRIVATE
GARAGES, repair garages, automotive motor -fuel dispensing facilities and parking garages shall be elevated such that
the source of ignition is not less than 18 inches above the floor surface on which the equipment or appliance rests.
15: Water heaters shall be anchored or strapped to resist horizontal displacement due to earthquake motion. Strapping shall

16: All plumbing and gas piping work shall be inspected and approved under a separate permit issued by the Cityof Tukwila
Permit Center.
17: All electrical work shall be inspected and approved under a separate permit issued by the Washington State Department
of Labor and Industries (206/248- 6630).
18: VALIDITY OF PERMIT: The issuance or granting of a permit shall not be construed to be a permit for, or an approval of,
any violation of any of the provisions of the building code or of any other ordinances of the City of Tukwila. Permits
presuming to give authority to violate or cancel the provisions of the code or other ordinances of the City of Tukwila
shall not be valid. The issuance of a permit based on construction documents and other data shall not prevent the
Building Official from requiring the correction of errors in the construction documents and other data.
19: ** *PUBLIC WORKS DEPARTMENT CONDITIONS * **
20: Contractor shall notify Public Works Utility Inspector Mr. Greg Villanueva at (206)433 -0179 of commencement and
completion of work at least 24 hours in advance.
21: Work affecting traffic flows shall be closely coordinated with the City Utilities Inspector.
22: The City of Tukwila has an undergrounding ordinance requiring the power, telecommunications, and cable service lines be
underground from the point of connection on the pole to the house.
23: Flagging, signing and coning shall be in accordance with MUTCD for Traffic Control. Contractor shall provide certified
flagmen for traffic control. Sweep or otherwise clean streets to the satisfaction of Public Works (No flushing
allowed). Notify City Inspector before 12:00 Noon on Friday preceding any weekend work.
24: Any material spilled onto any street shall be cleaned up immediately.
25: A copy of the Certificate of Insurance Coverage (minimum of $1,000,000 naming the City of Tukwila as additionally
insured).
26: Temporary erosion control measures shall be implemented as the first order of business to prevent sedimentation
off -site or into existing drainage facilities.
27: The Land Altering Permit Fee is based upon an estimated 100 cubic yards of cut and 50 cubic yards of fill. If the final
quantity exceeds this amount, the developer shall be required to recalculate the final quantity and pay the difference
in permit fee prior to the Final Inspection.
28: From October 1 through April 30, cover any slopes and stockpiles that are 3H:1 V or steeper and have a vertical rise of
10 feet or more and will be unworked for greater than 12 hours. During this time period, cover or mulch other disturbed
areas, if they will be unworked more than 2 days. Covered material must be stockpiled on site at the beginning of this
period. Inspect and maintain this stabilization weekly and immediately before, during and following storms.
29: Downspouts, driveway, patio and drainage from other impervious areas shall be collected in an on -site storm drain
system. Drains shall be 4" minimum diameter, PVC schedule 40 or corrugated poly ethylene pipe with a minimum 1 % slope
for gravity discharge to location approved by the Public Works Department. Downspouts shall not connect to footing
drains. Footing drain and downspouts may share a single discharge pipe downstream of the lowest footing drain.
30: Driveways shall comply with City residential standards. Driveway width shall be a 10' minimum and 20' maximum. Slope
shall be a maximum of 15 %. Turning radii shall be a minimum of 5'.

Dear Mr. Paz:
This report documents my site visit this morning, my understanding of the project, a
t'- description of my observations, and my recommendations. Based on information from Mr.
Dante Palmafffy, project designer, a single - family, one -story, residential building will be
constructed on the referenced site. The building will be wood - framed with total wall loads of
995 pounds per lineal foot. According to Mr. Miguel Rojas, foundation foreman, the existing
building on the north end of the site will be removed along with its foundation to make room
for the new house.
According to the USGS, Geologic Map of the Des Moines 7.5' Quadrangle 2004 by
D.B. Booth and H.H. Waldron, the site is underlain by Vashon till. Vashon till is a compact
mixture of gravel, sand, silt, and clay of widely varying percentages of each. The surface soils
at the site classify as loose to medium dense SAND -SILT (SM) to Sandy SILT (ML) trace gravel.

Based on my observations and probing of the soils with a one -half inch diameter steel
T - probe the bearing surfaces are suitable for up to 1,500 psf allowable bearing capacity for
the foundations surrounding the garage (see Note 1 in the photograph), which is on the south
end of the proposed building . The bearing surface soils for the dividing wall between the
garage and the house and the exterior walls on the east and west sides of the living space
(see Note 2 in the photograph) shall be compacted with a hand tamper prior to placing
concrete to reduce post - construction settlement. The soils for the foundations in the vicinity of
the old building that will be removed shall be over - excavated to a depth of at least one -foot
below the footing and one -foot beyond the footing edges (see Note 3 in the photograph.)
After over - excavation, the exposed soils shall be compacted with a "jumping -jack compactor'
prior to backfilling. The backfill shall consist of crushed stone placed in six -inch lifts and each
lift shall be well compacted with a "jumping- jack" comp pctor~befo rep placing the next lift.

the Building, Fire and Planning Departments have no comments.

Mr. Paz,
Your request to replace the catch basins with a wire mesh strainer is denied. The catch basins are part of
your drainage system and cannot be replaced with a wire mesh strainer made to keep leaves out of your
roof downspouts.
You must complete your project in accordance with the approved plans and the conditions placed on your
permit.

This memorandum has been prepared for your information and use. It is a summary of the
outstanding issues that need to be addressed before the Public Works Department can issue a final
inspection approval for your project. Our records show that the following inspections and corrections
remain:
1. Driveway Access: (1) Complete driveway access; (2) complete driveway drainage per revised
drawing dated March 28, 2007, by installing cement apron around both added catch basins;(3)
disconnect 4 -inch drain from downspout pipe and discharge directly into infiltration dry-well.
2. Storm Draninage: (1) Raise catch basins to finished grade (or) install,catch basins per
Approved Plan (or) submit revision to Public Works addressing this issue.
3. Public Street Drainage: (1) Restore asphalt drainage berm along 56�' Ave. S. and adjacent to
West property line.
4. Public Street: (1) Complete restoration of street shoulder with 5/8 -inch minus crushed rock.
5. Land Altering: (1) Complete on -site grade work.
6. Retaining Wall: Contact Mr. Bob Benedicto, Building .Official, to resolve block retaining wall
issue along North side of building.
This summary is based upon our inspection records to date. Any non code complying conditions that
are discovered during the final inspection will need to be corrected (whether or not they are listed in
this summary). If you have questions, you may contact the Public Works Department
at (206) 433 -0179.

In reviewing our current records the above noted permit has not received a final inspection by the City of Tukwila Building Division.
Per the International Building Code and/or the International Mechanical Code, every permit issued by the Building Division under the
provisions of this code shall expire by limitation and become null and void if the building or work authorized by such permit is not
commenced within 180 days from the date of such permit, or if the building.or work authorized by such permit is suspended or
abandoned at any time after the work is commenced for a period of 180 days.
Based on the above, you are hereby advised to:
Call the City of Tukwila Inspection Request Line at 206 - 431 -2451 to schedule for the next or final inspection.
This inspection is intended to determine if substantial work has been accomplished since issuance of the permit or last inspection; or if
the project should be considered abandoned.
If such determination is made, the Building Code does allow the Building Official to approve one or more extensions of time for
additional periods not exceeding 90 days each. Extension requests must be in ivrithm and provide satisfactory reason why
circumstances beyond the applicants control have prevented action from being taken.
In the event you do not call for the above inspection and receive an extension prior to 06/17/2006, your permit will become null and
void and any further work on the project will require a new permit and associated fees.

TUKWILA MUNICIPAL CODE
6. Any structure, or structure and land in
combination, in or on which a nonconforming use is
superseded by a permitted use, shall thereafter con-
form to the regulations for the zone in which such
structure is located, and the nonconforming use may
not thereafter be resumed.
(Ord. 1819 §1(part), 1997)
18.70.050 Nonconforming Structures
Where a lawful structure exists at the effective date
of adoption of this title that could not be built under the
terms of this title by reason of restrictions on area, lot
coverage, height, yards or other characteristics of the
structure, it may be continued so long as the structure
remains otherwise lawful subject to the following
provisions:
1. No such structure may - be enlarged or
altered in such a way that increases its degree of non -
conformity. Ordinary maintenance of a nonconform-
ing structure is permitted, pursuant to TMC Section
18.70.060, including but not limited to painting, roof
repair and replacement, plumbing, wiring, mechanical
equipment repair /replacement and weatherization.
These and other alterations, additions or enlargements
may be allowed as long as the work done does not
extend further into any required yard or violate any
other portion of this title. Complete plans shall be
required of all work contemplated under this section.
2. Should such structure be destroyed by any
i means to an extent of more than 50% of its replace-
; ment cost at time of destruction, in the judgment of the
City's Building Official, it shall not be reconstructed
except in conformity with provisions of this title,
except that in the LDR. zone, structures that are
nonconforming in regard to yard setbacks, or sensitive
area but were in conformance at the time of
construction may be reconstructed to their original
dimensions and location on the lot.
3. Should such structure be moved for any
reason or any distance whatsoever, it shall thereafter
conform to the regulations for the zone in which it is
located after it is moved.
4. When a nonconforming structure, or struc-
ture and premises in combination, is vacated or aban-
doned for 24 consecutive months, the structure, or
structure and premises in combination, shall thereafter
be required to be in conformance with the regulations
of the zone in which it is located. Upon request of the
owner, the City Council may grant an extension of
time beyond the 24 consecutive months.
5. Residential structures and uses located in
any single - family or multiple- family residential zoning
district and in existence at the time of adoption of this
title shall not be deemed nonconforming in terms of
bulk, use, or density provisions of this title. Such
buildings may be rebuilt after a fire or other natural
disaster to their original dimensions and bulk, but may

not be changed except as provided in the non- conform-
ing uses section of this chapter.
6. Single - family structures in single- or
multiple - family residential zone districts, which have
legally nonconforming building setbacks, shall be
allowed to expand along the existing building line(s) if
the existing distance from the nearest point of the
structure to the property line is not reduced.
7. In wetlands, watercourses and their
buffers, existing structures that do not meet the
requirements of the Sensitive Areas Overlay District
chapter of this title may be remodeled, reconstructed or
replaced, provided that:
a. The new construction does not further
intrude into or adversely impact an undeveloped
sensitive area or the required buffer;
b. The new construction does not
threaten the public health, safety or welfare; and
c. The structure otherwise meets the
requirements of this chapter.
8. In areas of potential geologic instability, coal
mine hazard areas, and buffers, as defined in the
Sensitive Areas Overlay District chapter of this title,
existing structures may be remodeled, reconstructed or
replaced, provided that:
a. The new construction is subject to the
geotechnical report requirements and standards of
Section 18.45.080E and 080F;
b. The new construction does not
threaten the public health, safety or welfare;
c. The new construction does not
increase the potential for soil erosion or result in
unacceptable risk or damage to, existing or potential
development or to neighboring properties; and
d. The structure otherwise meets the
requirements of this chapter.
9. A nonconforming use, within a noncon-
forming structure, shall not be allowed to expand into
any other portion of the nonconforming structure.

18.70.055 Mobile and Manufactured Homes
Legally preexisting mobile and manufactured
homes may be replaced. The replacement must, at a
minimum, be with a HUD - approved manufactured
home and must also meet the following standards:
1. Shall have roofing material that is
residential in appearance including, but not limited to,
approved wood, asphalt composition shingles or
fiberglass, but excluding corrugated aluminum,
corrugated fiberglass or metal roof;
2. Shall have a minimum roof pitch of three
inch rise for each twelve inches of run, or about 25 %;
3. Shall be installed in accordance with
manufacturer's instructions, which shall include
design specifications for Seismic Zone 3 and wind load
factor of 80 miles per hour;

18.27.090 Exemptions. This chapter shall not apply to:
1.
2. An authorized representative of the United States
Government, the State of Washington, or any
incorporated city, town, county, township,
irrigation district, reclamation district or other
municipal or political corporation or subdivision of
this state;
3. Officers of the court when they are acting within
the scope of their office;
4. Public utilities operating under the regulations of
the utilities and transportation commission in
construction, maintenance, or development work
incidental to their own business;
5. Any construction, repair or operation incidental to
the discovering or producing of petroleum or gas,
or the drilling, testing, abandoning, or other
operation of any petroleum or gas well or any
surface or underground mine or mineral deposit
when performed by an owner or lessee;
6. The sale or installation of any finished products,
materials, or articles of merchandise which are not
actually fabricated into and do not become a
permanent fixed part of the structure;
7. Any construction, alteration, improvement or
repair of personal property, except this chapter
shall apply to all mobile, manufactured housing. A
mobile /manufactured home may be installed, set
up, or repaired by the registered or legal owner,
by a contractor licensed under this chapter, or by
a mobile /manufactured home retail dealer or
manufacturer licensed under chapter 46.70 RCW;
8. Any construction, alteration, improvement, or
repair carried on within the limits and boundaries
of any site or reservation under the legal
jurisdiction of the federal government;
9. Any person who only furnished materials,
supplies, or equipment without fabricating them
into, or consuming them in the performance of, the
work of the contractor;
10. Any work or operation on one undertaking or
project by one or more contractors, the aggregate
contract price of which for labor and materials and
all other items is less than $500.00, such work, or
operations being considered as of a casual, minor,
or inconsequential nature. The exemption
prescribed in this subsection does not apply in all
instance wherein the work or construction is only a
part of a larger or major operation, whether
undertaken by the same or a different contractor,
or in which a division of the operation is made into
\applicationsl8 -2004 affidavit in lieu of contractor registration
contracts of amounts less than $500.00 for the
purpose of the evasion of this chapter or
otherwise. The exemption prescribed in this
subsection does not apply to a person who
advertises or puts out any sign or card or other
device which might indicate to the public that he is
a contractor, or that he is qualified to engage in
the business of contractor;
11. Any construction or operation incidental to the
construction and repair of irrigation and drainage
ditches of regularly constituted irrigation districts
or reclamation districts; or to farming, dairying,
agriculture, viticulture, horticulture, or stock or
poultry raising; or to clearing or other work upon
land in rural districts for fire prevention purposes;
except then any of the above work is performed
by a registered contractor;
12. An owner who contracts for a project with a
registered owner;
13. Any person working on his own property, whether
occupied by him or not, and any person working
on his residence, whether owned by him or not but
his exemption shall not apply to any person
otherwise covered by this chapter who constructs
an improvement on his own property with the
intention and for the purpose of selling the
improved property;
14. Owners of commercial properties who use their
own employees to do maintenance, repair, and
alteration work in or upon their own properties;
15. A licensed architect or civil or professional
engineer acting solely in his professional capacity,
an electrician licensed under the laws of the state
of Washington, or a plumber licensed under the
laws of the state of Washington while operating
within the boundaries of such political subdivision.
The exemption provided in this subsection is
applicable only when the licensee is operating
within the scope of his license;
16. Any person who engages in the herein
regulated as an employee of a registered
contractor with wages as his sole compensation;
17. Contractors on highway pr6jects, who have been
prequalified as required by chapter 13 of the Laws
of 1961, RCW 47.28.070 with the department of
transportation to perform highway construction,
reconstruction, or maintenance work.

Contractor shall verify all notes, dimensions and conditions prior to construction. During
demolition and construction the Contractor shall provide temporary bracing for support and
stability until all positive connections have been installed. The Contractor shall report all
discrepancies to the Designer when they are noted. Written dimensions take precedence over
scaled drawings.
SITE WORK
Unless a state approved Geotechnical Engineer has performed a soils investigation and report,
the foundation will be designed based on the assumption that the average soil bearing is
1500psf. Exterior footings shall be a minimum 18" below finished grade on undisturbed soil.
Footing drains are to be tied to existing or new systems. Mono-pour slabs with footings shall be
a minimum 12" below finished grade. Foundation vents shall not interfere with bearing points or
be within 3" of lateral holdowns. Finish grade shall be a min. 6" below the top of foundation.

CARPENTRY

All structural framing and nailing are to conform to the requirements in the IBC or SBC. All
wood in contact with concrete to be pressure treated. All structural wood exposed to the
weather to be pressure treated. Wood bearing against or within 1" of masonry to be pressure
treated. Solid 2x blocking shall be installed at ends and at all support points of all joists and
rafters. Also, solid 2x blocking or approved bridging shall be installed at the mid -span of all
joists spanning more than 10' -0". Typical anchor bolts, tying sill plate to foundation, shal! be

PLYWOOD
Plywood wall and roof sheathing shall be %2' CDX or 7116' OSB, unless otherwise specified.

WOOD TRUSSES
AN trusses shall be designed by a State approved engineer and fabricated only from the
approved designs_ The trusses are to be stamped by the manufacturer or by an approved
quality control agency. AN truss designs are to be submitted to the Building Official for approval
prior to fabrication and a copy of the approved designs to go to the Designer. Nonbearing wags
shalt not be tied directly to the truss bottom chord unless with an approved connector. AN truss -
to-truss metal connections are to be specified by the designing engineer. The roof trusses shall
be tied into the framework and the supporting yaws so as to form an integral part of the whole
structure. Temporary diagonal and sway bracing shall be used unW all requked bracing and
roof sheathing is installed.
FIREPLACES
Masonry fireplaces and chimneys are to be constructed to conform to all applicable portions of
the IBC, SBC and Intemabonai Mechanical Code. Chimneys shag support their own weight
unless specft0i designed to support additional bads. AN firepiaoes are to be provided with
tightly filling flue dampers and operated with a readily accessible manual or appra+ed automatic
control. An outside source of combustion air is to be provided with a mkwnu n 6 square inch

INSULATION & MOISTURE PROTECTION
GENERAL
Unless noted otherwise. insulation to be per the Washington State Energy Code. insulation
baffles are to be installed to keep a 1" air space for attic ventilation. The baffles are to extend
12" above the insulation. Insulate around all showers and tubs. Fully insulate all cavities in
exterior walls. Face- staple all kraft - backed baits. All kraft seams to be sealed with duct type
tape. Friction fit all non kraft - backed batts and support with wire stays. Piping for hot water heat
systems or continuously circulating hot water systems are required to be insulated with R -3.
INFILTRATION CONTROL
1. All exterior joints and openings shall be sealed, caulked, gasketed or weather- stripped to
limit air leakage. Examples of joints or openings include. windows, doors, openings
between walls and foundations, between walls and roof and between wall panels,
openings at penetrations of utility services and access panels into unheated spaces.
2. All exterior doors, other than fire -rated doors, shall be designed to limit air leakage
around their perimeter when in a closed position. Doors between the residence and the
garage are not considered `fire- rated' even though they must carry a 20minute rating.
3. All exterior windows shall be designed to admit infiltration into or from the building
envelope. Site -built and millwork shop made wooden sash shall be weather - stripped,
caulked, and made tight fitting.
4. Recessed light fixtures in ceilings of unheated attic spaces to limit air leakage.
VAPOR BARRIERS / GROUND COVERS
An approved vapor barrier shall be installed on all exterior walls, on the warm side of all roof
decks and on the warm side of all rafters that are both ceiling and roof support members. The
net free area for attic ventilation may be 11150 or 11300 of the total attic area provided a vapor
barrier, having a perm rating not exceeding 1, is installed on the warm side of the insulation. A
ground cover of 6 mil (0.0061 black polyethylene (visquene), or equal, shall be laid over the
bare earth in all crawl spaces. The cover shall be lapped 12" minimum at all seams and extend
up the foundation wall to the mudsill plate.
DOORS, WINDOWS & SKYLIGHTS
GENERAL
Doors to the exterior or from the house to the garage must have a minimum 36"x36" landing
within 2" of the door threshold. Maximum7y4nsers and minimumtb liread are required to all
steps leading to the landings. All skylights and sky walls to be laminated glass unless noted
otherwise. French doors and sliding glass doors are to be double glazed tempered safety glass.
All glazing within 18" of the floor or within 24" of a door swing is to be tempered safety glass.
Other locations for tempered glass are tub and shower enclosures, glazing associated with
guardrails and any window areas within 60" of the stair nosing or landings. Site -built and shop -
built wooden sashes are exempt from infiltration criteria, but must be made tight fitting and
weather - stripped and caulked.
Bedroom emergency egress window: minimum net dear opening width of 20 "; minimum net
dear opening height of 24 "; minimum net dear opening of 5.7sgft; maximum finished sill height
of 44" above finished floor.
MECHANICAL
GENERAL
Solid fuel burning appliances include airtight stoves, fireplace stoves and smaller room heater
versions, factory built fireplaces, and fireplace inserts. All solid fuel burning appliances shall
comply with the provisions of the IBC, SBC and IMC.
Each dwelling unit shall be provided with heating facilities capable of maintaining a temperature
of 70 degrees F. at a height of 36" above the floor in all habitable rooms when the outside
temperature is 30 degrees F. Fuel burning equipment located within the building envelope shall
obtain combustion air from outdoors. All warm -air furnaces shall be listed and labeled by an
approved agency and installed to manufacturer's specifications. Appliances intended for
installation in closets, alcoves or confined spaces shall be so listed. No warm -air fuel burning
furnaces shall be installed in a room used as a bedroom, bathroom, closet or any enclosed
space with access only through such room or space. No warm -air furnace shall be installed in a
space less than 12" wider than the furnace or a clearance of 3" a" the sides, back and top.
All enclosed furnaces shall have a minimum 10sq inch fresh air intake, unless located in the
garage, attic or crawlspace.
Liquefied petroleum gas burning appliances shall not be installed in a pit, basement or similar
location where heavier than air gas might collect. Appliances so fueled shall not be installed in
an above grade under floor space or basement unless such location is provided with an
approved means for removal of unburned gas. Heating a1 d cooling equipment located in a
garage and which generates a glow, spark or flame capable of igniting flammable vapors shall
be installed with the pilots, burners or heating elements and switches at least 18" above the
finished floor. AN air ducts passing from the garage to the residence are to be constructed of
steel not less than 0.019' thick and have no openings into the garage. Warm -air furnaces
installed in attics and /or craiwlspaoes shall have oversized accesses for maintenance. All
factory-built chimneys shall be installed per manufacturer's Specifications. All flues or chimneys
for solid fuel fireplaces shall terminate minimum 24" higher than any roof or building structure
within 10' -0 ". Vent connectors shall be installed within the space or area in which the app5anoe
is located and shall be connected to a chimney or vent in such a ways as to maintain proper
distance from all combustibles. Heating and HVAC equipment for low -rise residential shah be
sized no greater than 150% of the design load.
DUCTWORK
All ducts shall be of metal or factory-made air duds complying with and installed per the UMC.
Ali;oint and seams shall be substantially aktight. All warm -air duds in unheated areas are to
have R-8 insulation.
PLUMBING
GENERAL
AN water heaters installed in garages or other unheated areas to have R -10 rigid insulation at
the base. Water heaters to be installed 18' above concrete slabs, have pressure release valves
Mat terminate to the exterior of the structure and have seismic straps installed top and bottom of
the tank. All showers, tubs and lavatories to have 2.59pm flow resisters. AN todets and water
closets to have maximum 1.5gallon flush
