Introduction y This report presents the results of our acoustical analysis conducted for the Sabey DataCenter rooftop units. The purpose of the noise analysis and recommendations is to ensure that noise levels from the existing AC units and exhaust fans (Phases 1 & 2) t meet the City of Tukwila noise limits at the surrounding properties. Sound Level Descriptors Sound is measured as sound level in units of decibels, dB. The A- weighting is a specific weighting filter in a sound level meter that corresponds to human hearing z Q sensitivity at the various sound frequencies. People normally experience sound levels w between 30 and 90 dBA, depending on their activities. Locations near highways or D urban arterials may be 70 dBA, whereas quiet rural areas may be 40 dBA. J U U CO 0 Each 10 dB increase in sound level corresponds to a tenfold increase of sound energy, CO III but is judged by a listener as only a doubling of loudness. The smallest changes in _J i .- sound level considered just noticeable are about 2 to 3 dBA. CO o w Sound levels from two or more sources are combined using logarithms, not by adding a the levels. When two levels are combined, the louder level predominates, and the D combined level is the louder level plus 0 to 3 dBA. Some examples: 50 dBA combined M w with 50 dBA is 53 dBA; 50 dBA combined with 40 dBA results in 50.4 dBA, which is z = rounded off to 50 dBA since fractions of a dB are negligible from the point of view of z o perception of environmental noise. w w j5 When measuring noise that is fluctuating over time, it is common practice to use a o M descriptor called equivalent A- weighted sound level, Leq. The Leq is that constant o F-- sound level in dBA which contains the same amount of sound energy over a given time = w period as the measured fluctuating'noise. Zoning and Criteria According to Chapter 8.22.040 of the City of Tukwila code, noise levels are based on the land use zones of the source and receiver properties. The Sabey DataCenter building is zoned MIC /H (Industrial). The adjacent properties are zoned MIC /H (Industrial). The east property line is approximately 80 feet from the edge of the building and the south and west property lines are approximately 100 feet from the building. The single family houses south of the site across from South 126 Street are zoned LDR (Residential). The single family houses west of the site across from International Blvd are zoned MIC /L (Industrial). Based on information we have the Sherlock residence at 12437 Tukwila International Boulevard is zoned MIC /L under the City of Tukwila noise ordinance. Woodridge Park Apartments west of the site, on top of the hill are zoned R -18 residential under the King County zoning map. The City of Tukwila noise limits for both types of receivers are listed in Table 1. Existing Noise Levels Ambient sound levels were measured at the following locations. See Figure 1 for a map showing the measurement locations. Location 1: The 'noise monitor was located approx. 120 feet east of the corner of 35 Avenue South and South 126 Street. The measurement location is representative of the single family houses located south of the site. Location 2: The noise monitor was located on the balcony on the 4 floor of the building located at 12201 International Blvd. Location 3: The measurement was conducted at 9:30 p.m. on Saturday, July 17, 2004 approx. 1200 feet west of the site, on top of the hill, with full exposure to traffic on International Blvd and the Sabey DataCenter rooftop. All measurements were conducted with Larson - Davis Model 820 precision integrating sound level meters that meet American National Standards Institute (ANSI) requirements for a Type 1 instrument. The weather during the measurements was sunny, with no wind or precipitation. The principal sources of noise include traffic on International Blvd, aircraft flyovers, and rooftop mechanical equipment from the Sabey DataCenter and surrounding buildings. The existing noise levels are presented in Table 2. V. Rooftop Mechanical Equipment The main noise sources for analysis consist of the existing rooftop units which are shown in Phases 1 & 2 which, consist of 40 Trane Intellipak rooftop units and 20 Aerovent exhaust fans. Reference sound levels for the Trane Intellipak rooftop unit and the Aerovent exhaust fan were obtained from field noise measurements conducted on Saturday, August 14, 2004 and JGL Acoustics June 23, 2004 report for the Sabey Data Center. The reference sound levels are shown in Table 3. Predicted Sound Levels Predicted noise levels from the rooftop equipment meet the 70 dBA code limit at all adjacent properties with Industrial zonings. The sound predictions shown below are calculated for the Residential zoned properties. Sound level predictions were conducted for three receiver locations selected to be representative of the nearest Residential properties. The sound level predictions were conducted taking into account source reference sound levels, source and receiver elevations, and barrier effects provided by intervening topography or other buildings. Sound level predictions were conducted for the following three receiver locations shown in Figure 2: R1: Approx. 100 feet east of the corner of 35 Avenue South and South 126 Street. This location is representative of the single family houses located south of the site. R2: Approx. 900 feet southwest of the site. This location is representative of the single family houses southwest of the site zoned Residential under King County Noise Code. R3: Approx. 1000 feet west of the site. The predicted noise levels from the AC units exceed the noise limit at location R1. Vll, Mitigation Requirements The following mitigation measures should be implemented to reduce noise levels from the exhaust fans and the AC units. 1. Aerovent Exhaust Fans The Aerovent exhaust fans should be running at 80% flow. As shown in Table 4, with the fans running at 80% flow, the predicted noise levels from the exhaust fans are within the 50 dBA code limit. 2. Trane Intellipak Units Implement the following to reduce noise levels from the combined exhaust fans and AC units to meet the allowable nighttime code limits at the residential receivers: 1. Install noise barriers south and east of the Intellipak AC units as shown in the attached figures. Construct the barrier as follows: 2. The barrier height should be 2 feet above the top of the unit. 3. Where the ductwork provides shielding towards the single family houses to the south and - extend a minimum of 2 feet above the top of the unit, the bottom of the duct work should be closed using the same material construction as the noise barrier described below. 4. The barrier must weigh a minimum of 4 Ibs 1ft with no gaps.. Barrier construction might consist of 1 layer of 3 %" treated CDX Plywood and 22 ga corrugated metal on each side of the plywood and cap flashing for weather resistance. The combine plywood /corrugated metal weighs approx. 5 Ibs /ft2 and achieves the criterion. Based on information we have from Doug Bixel of Mehrer Drywall, (Tel: 206 - 282 -4288) the barrier will cost approx. $10 /ft material only (without foam), and $15/ft for labor. Another option is to use IAC Transportation Noishield Sound Barriers which are 5" thick. 6. The distance between the noise barrier and the unit should be as shown in the drawing and should be reviewed for ventilation and maintenance access of the equipment. 7. The side of the east barrier facing the equipment should be treated with sound - absorbing material such as 2" Quash FR2000; a closed cell foam. 2" Quash FR2000 costs approx. $2.75/ft . 8. For water drainage, 3" diameter pipes, 12" long can be filled with gravel and inserted into the wall. Chicken wire might be use to keep the gravel inside the pipe. Another option is to hold the bottom of the barrier at 3" above the roof use a quilted noise barrier material to fill the gap and let the water pass through. Note that for structural reasons, the parapet can be used as a noise barrier. The parapet should be extended 2 feet above the top of the unit using the same material construction described above. The calculated noise levels at the receivers with the recommended barriers are shown in Table 5.
