Award of Recognition for Tukwila Walk and Roll Plan Richard Hart, City of Covington, on behalf of the Planning Association of Washington Richard Hart, Planning Director for the City of Covington, representing the Planning Association of Washington presented an Award of Recognition to Jack Pace, Community Development Director, and Bob Giberson, Public Works Director, for the Tukwila Walk and Roll Plan The plan was referenced as "very professional," "well reasoned," with a "thorough design report and catchy name The Mayor and Councilmembers congratulated Mr Pace and Mr Giberson. b. Employee Recognition Awards Mayor Jim Haggerton Mayor Haggerton introduced the City of Tukwila employee recognition award winners for 2009. Introduction of Brent Frank, Entry Level Police Officer, Badge No. 189 David Haynes, Police Chief David Haynes, Police Chief, introduced Brent Frank, Entry Level Police Officer, to the Council. Officer Frank is currently attending the Police Academy. He was raised in Leavenworth, Washington, and attended Pacific Lutheran University. Prior to his employment with Tukwila, he was an assistant football coach and fitness trainer. Mayor Haggerton administered the Oath of Office to Brent Frank, Badge No 189 Officer Frank introduced his wife, Jackie, and thanked the Mayor and Council for the opportunity to serve Tukwila. d. Presentation of Proposed Budget Format Shawn Hunstock, Finance Director Shawn Hunstock, Finance Director, provided the Council with an update regarding a new budget format for the 2011 -2012 biennial budget document. Mr. Hunstock provided examples of proposed changes and discussed the advantages. (The amounts shown in the examples are not budget actuals and are strictly for illustrative purposes). The Councilmembers exchanged comments and asked questions regarding the new format and agreed it provides beneficial information. PROCLAMATIONS /APPOINTMENTS A Proclamation declaring September 25, 2010 as Mayor's Day of Concern for the Hungry. Mayor Haggerton read a proclamation recognizing September 25, 2010 as Mayor's Day of Concern for the Hungry and encouraged all citizens to support the Emergency Feeding Program and our local food banks. Joe Tice, Director of the Tukwila Food Pantry, and Mangie Barnes from the Emergency Feeding Program accepted the proclamation and thanked the Mayor and Council for their support toward this essential community service. CITIZEN COMMENTS There were no citizen comments. CONSENT AGENDA a Approval of Minutes: 9/7/10 (Regular) b. Approval of Vouchers #355582 355678 and #9201, 10092,10093, 100900, 100901 in the amount of $1,887,002.15 MOVED BY DUFFIE, SECONDED BY HERNANDEZ THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED 6 -0. UNFINISHED BUSINESS a. A resolution relating to the preservation, protection and use of the former Tukwila Grade School/Tukwila City Hall building for heritage and culture to provide community service, strengthen City tourism and foster civic pride. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, RELATING TO THE PRESERVATION, PROTECTION AND USE OF THE FORMER TUKWILA GRADE SCHOOL/TUKWILA CITY HALL BUILDING FOR HERITAGE AND CULTURE TO PROVIDE COMMUNITY SERVICE, STRENGTHEN CITY TOURISM, AND FOSTER CIVIC PRIDE. Louise Jones -Brown from the Tukwila Historical Society provided a petition, signed by community members, in support of use of the former Tukwila City Hall as a heritage and cultural center MOVED BY DUFFIE, SECONDED BY HERNANDEZ THAT THE PROPOSED RESOLUTION BE ADOPTED AS READ. MOTION CARRIED 6 -0 TO ADOPT RESOLUTION NUMBER 1724. b. Authorize the Mayor to sign the real estate purchase and sale agreement with the King County Flood Control Zone District and Lily Pointe Investments, LLC for the interest portion of easement acquisition, in an amount not to exceed $75,000.00. MOVED BY HOUGARDY, SECONDED BY SEAL TO AUTHORIZE THE MAYOR TO SIGN THE REAL ESTATE PURCHASE AND SALE AGREEMENT WITH THE KING COUNTY FLOOD CONTROL ZONE DISTRICT AND LILY POINTE INVESTMENTS, LLC FOR THE INTEREST PORTION OF EASEMENT ACQUISITION, IN AN AMOUNT NOT TO EXCEED $75,000.00. MOTION CARRIED 6 -0. c. An ordinance renewing a moratorium on the filing of applications for development permits for food or drink establishments conducting social card game gambling activities. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, RENEWING A MORATORIUM ON THE FILING OF APPLICATIONS FOR DEVELOPMENT PERMITS FOR FOOD OR DRINK ESTABLISHMENTS CONDUCTING SOCIAL CARD GAME GAMBLING ACTIVITIES, PROVIDING FOR SEVERABILITY; AND DECLARING AN EMERGENCY. MOVED BY DUFFIE, SECONDED BY HERNANDEZ THAT THE PROPOSED ORDINANCE BE ADOPTED AS READ.* Council President Robertson referenced the seventh, eighth and ninth "Whereas" clauses on page 1 of the ordinance (page 19 of the agenda packet). The clauses reference that the City is currently engaged in the State legislative process for more local control of the siting of gaming establishments, and the current moratorium will expire before the legislative process is completed Additionally, if local zoning control is achieved through the legislative process, additional time will be required to research which zones should allow social card game gambling activities. The City is continuing to study zoning regulations involving food and eating establishments and where social card game gambling activities could be allowed. *MOTION CARRIED 6 -0 TO ADOPT ORDINANCE NUMBER 2307. d. Comprehensive Plan Amendments: 1. An ordinance amending the Comprehensive Land Use Map for property at 3914 South 115 Street from Low Density Residential (LDR) to Office (0) and adjacent parcel #1023049072 from Manufacturing Industrial Center /Light (MIC /L) to Office (0). MOVED BY DUFFIE, SECONDED BY HERNANDEZ THAT THE PROPOSED ORDINANCE BE ADOPTED AS READ. MOTION CARRIED 6 -0 TO ADOPT ORDINANCE NUMBER 2312. e. A resolution authorizing the cancellation of outstanding General Fund claims and payroll checks, Municipal Court checks, and Foster Golf gift cards. MOVED BY QUINN, SECONDED BY DUFFIE THAT THE PROPOSED RESOLUTION BE ADOPTED AS READ.* Councilmember Quinn explained the process of cancelling outstanding checks is done annually, and the property owners have been notified. *MOTION CARRIED 6 -0 TO ADOPT RESOLUTION NUMBER 1725. At the September 13, 2010 Committee of the Whole meeting staff provided information regarding Recreation Program and Service reductions In response to the proposed reduction of the Tukwila Days event, the Council would like to discuss and identify priorities with regard to Tukwila's community events Rick Still, Parks and Recreation Director, and Tracy Gallaway, Volunteer and Events Coordinator, provided statistical information on costs, activities, and attendance at the following three community events. 1. Backyard Wildlife Festival 2. Family 4th at the Fort 3. Tukwila Days The Councilmembers discussed the events, asked questions of staff, and offered the following comments: The significance of Tukwila Days being small enough that people can visit, while providing a venue for the Arts Commission, Sister City Committee and Historical Society; the necessity of reducing City -wide expenses for the 2011 -2012 budget period; the possibility of combining the Backyard Wildlife Festival with Tukwila Days to consolidate expenses; the need to explore creative solutions and try additional alternatives if the first attempt is unsuccessful, the possibility that combining the Family 4th event and Tukwila Days would draw more people to the City; the option of pursuing student entertainment and private contributions to reduce costs; and the need to retain the Tukwila Days event in some form The Councilmembers agreed they would like to pursue this topic further in the course of the budget discussions. REPORTS a. Mayor Mayor Haggerton attended the ribbon cutting event at Jollibee's and the Red Ribbon Bake Shop at the Southcenter Mall on September 14, 2010 That same day he attended the Silver Buffalo Awards ceremony in Seattle where Bill Gates III was given this prestigious award. The Mayor reported that Cascade Water Alliance has received water rights approval from the Department of Ecology b. City Council Councilmember Duffie also attended the ribbon cutting event at Jollibee's and the Red Ribbon Bake Shop at the Southcenter Mall on September 14, 2010. Councilmember Hernandez chaired the September 15, 2010 Fire Exploratory Committee meeting. It is anticipated that a recommendation will be made to the Council on November 1, 2010. Additionally, on September 15, 2010, she attended the Suburban Cities Association dinner and the Historical Society meeting. Ms. Hernandez also attended the Duwamish Hill Preserve event on September 18, 2010. Councilmember Seal also attended the Suburban Cities Association dinner on September 15, 2010 The topic was redefining King County's Metro Transit Delivery System. She complimented Council President Robertson for his questions and representation during that meeting Councilmember Hougardy attended the Fire Exploratory Committee meeting on September 15, 2010 and the Duwamish Hill Preserve event on September 18, 2010. She commended Councilmember Hernandez for her remarks during the event. Councilmember Quinn also attended the Suburban Cities Association dinner on September 15, 2010.
