(ICE) made a site visit to observe excavation of footing subgrade for a planned house at 13030.32" Avenue South in Tukwila, Washington. ICE previously conducted a gcotechnical study of the site (including a second building lot north of the subject lot); the results are presented in our report dated September 16, 1999. At the time of our site visit, the foundation area for the house had been roughly prepared. A site sketch is attached showing the configuration of the excavation area. Based on our observations, the soils observed in the excavation are consistent with our observations of test pits conducted in the house area during our September 1999 study. Soils consisted of 2 to 4 feet of fill (loose silty sand with gravel and variable amounts of roots and wood debris underlain by a dark brown to black organic silt with roots (buried topsoil). Underlying the fill and topsoil, we observed silt and silty sand with variable amounts of gravel (native soil). The native soil was loose and wct on the surface. However, based on probing with a 1/2-inch diameter steel rod, the undisturbed native soil was in a stiff and medium dense to dense condition. Slow ground water seepage was observed in the base of the wall of the excavation (no visible flowing water). The fill and topsoil layer had been removed in the west portion of the excavation. The dark topsoil layer was readily visible crossing the base of the excavation as shown on the attached site sketch. During our site meeting, we met with Loren Nen (the owner's design engineer and penniner) and the equipment operators (Nolan and another person). I discussed our observations with them and provided the following recommendations: • All fill and buried topsoil should be removed from footing areas (east portion of existing excavation), This may require at least two feet of excavation especially along the east wall of the building footprint. • The native soil in footing areas in the west portion of the excavation should be overexcavated by at least 12 inches. • All overexcavated footing areas should be backfilled by first placing a nonwoven filter fabric (such as Mirafi 140N, or equivalent), then placing crushed rock backfill. Mr. Soushek had asked earlier by phone if "recycled concrete" would be adequate as a substitute for crushed rock. At the time of our site visit, a loaded truck with recycled concrete arrived on site and based on our observation of this material, it is our opinion that the recycled concrete is an adequate substitute for crushed rock fill. • All crushed rock fill should be mechanically compacted to a firm and uniform condition. • As discussed in our September 1999 report, appropriate subsurface ground water drainage (footing drains, French drains, etc. should be installed to maintain dry basement, crawl space, and/or yard conditions. If the above recommendations are implemented, then the foundation subgrade should provide firm and unifonn support for the house assuming a soil bearing pressure of 2,000 pounds per square foot. Mr. Soushek arrived on site at about 1030. We briefed Mr. Soushek on our observations and recommendations. We also advised Mr. Soushek to review the approved project plans and conditions to make sure that an adequate number of site visits are conducted to provide the City of Tukwila with all documentation regarding the gcotechnical (earthwork and drainage) a spects of this project. Mr. Beaman conducted a previous visit to the site on November 10, 2000; the results of that site visit are presented in o(tr Field Report No. 1. This building site is being used for a constructed house that is being moved onto the site. At the time of our site visit, the south half of the house that is being moved to the site was in the process of' being positioned on the building pad. The north half of the house was still on a trailer parked in 32 "a Avenue SE. The foundation area for the south portion of the house had been prepared by placement of at least two feet ofcrushed rock (recycled concrete). We did not see this overexcavation and replacement with crushed rock occur (this work had occurred in the days since our previous site visit on November 10, 2000). However. we were able to use a 'V, -Inch diameter steel cod to probe into the rock, observe the edges of the rock pad (especially the east side), and observed heavy equipment (a portion of a house was "rolled" onto the rock pad) working on the structural rock pad. We also observed the edges of the filter fabric under the crushed rock fill. Based on ouii observations, it appears that the rock pad had been prepared in general accordance with our recommendation presented in ICE Field Report No, 1. The north portion oldie house pad was not completely prepared when we first arrived on site as evidenced by the w'.t "pumping" and "weaving" subgrade surface in the northwest corner of the building pad. Based on our discussir.n with Loren 1 I.:t: and Earl Soushek tha north half of the pad needs to extend about 6 feet west and 21 feet north of the south half of the house. :While we were onsite, we observed the excavation of foundation subgrade in the northwest part of the building pad. The excavator operator removed about 1 to 2 feet (generally 2 feet) of soft soil from this northwest comer that measured about 23 feet (nortlkouth) by 18 feet (east -west) as shown on the attached site sketch. (Looney Prop.) #D2000 -093. I have reviewed the most recent submittal date - stamped Received - July 3, 2000. The wetland boundary appears to have been re -drawn on the survey map (Crones & Assoc.) to reflect the existing condition. This project includes wetland mitigation for a disturbed portion of the site. The mitigation of re- planting the wetland and buffer areas was recommended for the fall of 1999 and prior to the issuance of permits. Due to the summer season and dry period, I will recommend the mitigation planting be postponed until October or November, 2000. However, a mitigation performance bond or cash assignment will be required before the permits are finalized. The following items need to be corrected or submitted for permit issuance. 1) The Wetland Restoration Plan needs to have the wetland area revised to match the survey map. The buffer and wetland area calculations of 1,000 and 100 square feet are not accurate but do not need to be listed on the plan. 2) A monitoring program is required and will include 2 years of performance with at least 80 percent survival of new plantings. The wetland consultant must prepare the monitoring statement. 3) A cost estimate amount for the mitigation installation and monitoring program is required to determine the performance amount.
