MINUTES
REGULAR MEETING
CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL
Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7 p.m. and led the
audience in the Pledge of Allegiance.
ROLL CALL
Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie,
Joan Hernandez, Dennis Robertson, Allan Ekberg, Kathy Hougardy, and De'Sean Quinn.
MOVED BY HERNANDEZ, SECONDED BY QUINN TO EXCUSE COUNCILMEMBER SEAL FROM
THE MEETING. MOTION CARRIED 6 -0.
CITY OFFICIALS

PRESENTATIONS
Presentation of proposed 2011 -2012 Biennial Budget Shawn Hunstock, Finance Director
Shawn Hunstock, Finance Director, provided copies of the 2011 -2012 Biennial Budget to the Mayor and
City Council. The budget includes approximately $3 million in new annual revenues, $1 million in annual
savings for health insurance contributions; and $4 million per year in various program and service
reductions for virtually all departments. The net effect of proposed cost savings and required cost
increases is a 5.58% decrease in the 2011 -2012 proposed preliminary budget compared to 2010.
Mayor Haggerton called for public comments on the proposed 2011 -2012 budget.
No public comments were received.

BID AWARDS
Award a contract to Signal Electric, Inc. for the East Marginal Way South 86 Place Signal Pole
Replacement in the amount of $35,054.00. (to be reimbursed from driver's insurance company)
(This amount is under the dollar threshold requiring Council approval and is being brought before the
Council because it is unbudgeted and may exceed $40,000 due to change orders.)
MOVED BY ROBERTSON, SECONDED BY DUFFIE TO AWARD A CONTRACT TO SIGNAL
ELECTRIC, INC. FOR THE EAST MARGINAL WAY SOUTH 86 SIGNAL POLE REPLACEMENT IN
THE AMOUNT OF $35,054.00. MOTION CARRIED 6 -0.
UNFINISHED BUSINESS
a. Authorize the purchase of an Incident Command Vehicle from Farber Specialty Vehicles in the
amount of $523,000.00, with the use of funding in the amount of $104,000.00 from the Federal
Stimulus Program Justice Assistance Grant; funding from Tukwila Bond Ordinance No. 2296 in
the amount of $150,000.00; and funding from the narcotic seizure account in the amount of
$269,000.00.

INCIDENT COMMAND VEHICLE FROM FARBER SPECIALTY VEHICLES IN THE AMOUNT OF
$523,000.00.*

David Haynes, Police Chief, and Bruce Linton, Police Commander, utilized a Powerpoint presentation to
provide an overview of the incident command vehicle
For some years, the Police Department has recognized the need for an incident command vehicle to be
used for Valley Special Response (VST) call outs and other city incidents and emergencies such as
natural disasters, floods, or man -made events. This is a 38 -foot Freightliner platform equipped with diesel
engine and generators. The vehicle incorporates up -to -date technology and provides for redundant
communications to include digital, analog and satellite telephone and internet communications. This
mobile platform will allow for the rapid deployment of the necessary equipment and technology, as well as
management of incidents occurring in the City. Funding for the vehicle will come from the Justice
Assistance Stimulus grant, Tukwila Bond Ordinance No 2296, and narcotic seizure funds.

b. Authorize the purchase of three ITS traffic control cabinets from Western Systems of Everett
for the Annual Traffic Signal Program in the amount of $61,787.58.
MOVED BY ROBERTSON, SECONDED BY HERNANDEZ TO AUTHORIZE THE PURCHASE OF
THREE ITS TRAFFIC CONTROL CABINETS FROM WESTERN SYSTEMS OF EVERETT FOR THE
ANNUAL TRAFFIC SIGNAL PROGRAM IN THE AMOUNT OF $61,787.58. MOTION CARRIED 6 -0.
c. Accept six grants for the Tukwila Urban Access Project in the amount of $11,528,673.00.

REPORTS
a. Mayor
Mayor Haggerton attended the September 28, 2010 exit conference for the City's recent State audit.
There were no findings or audit recommendations, and there were positive comments made regarding the
City's financial operations. On September 30 and October 1, 2010, the Mayor attended the Association
of Washington Cities (AWC) Board of Directors' meeting where the primary topic was establishing the
groundwork for the legislative agenda. Multiple subcommittees were involved in making
recommendations to the Board of Directors. The three major categories identified were to
(1) Provide flexibility within current revenue and regulatory frameworks to respond to these challenging
times; (2) Enact new tools to help cities recover, thrive, and be efficient; (3) Maintain essential state
revenues and authorities for cities as the State works through its budget process. Mayor Haggerton's
subcommittee placed a high priority on funding for additional tools for gang intervention and prevention.
b. City Council
Councilmember Hernandez attended the Chamber of Commerce after -hours event on September 30,
2010.
Council President Robertson attended the exit conference for the City's recent State audit on September
28, 2010. Additionally, he attended the Transportation Committee meeting on October 4, 2010 in the
absence of Councilmember Seal. The only item on that agenda was a request for Committee approval of
staff making application for the Tukwila Transit Center Washington State Department of Transportation
Regional Mobility Grant in the amount of $4,735,000. All but $600,000 of the 20% City match
($1,481,000) would be accounted for through existing funds, grants, salaries, etc. The $600,000 is
currently reserved in the City's Capital Improvement Program (CIP) and would be required to be made
available in 2015. This funding could be secured through other grant opportunities.
Councilmember Hougardy attended the Duwamish River 101 event on September 29, 2010 sponsored by
the Port of Seattle. The tour of the waterway gave her a new perspective, and she shared information
and facts regarding the Duwamish River.
Councilmember Quinn expressed sorrow regarding the fatality house fire that occurred in the City on
October 4, 2010. On September 28, 2010 he attended the exit conference for the City's recent State
audit. On September 29, 2010, Mr. Quinn attended the funeral services for Roberto Maestas, leader of El
Centro de la Raza. On October 1, 2010 he attended the opening event for Rapid Ride. (The inaugural A
Line runs along Pacific Highway and International Boulevard South between the Tukwila International
Boulevard light rail station and the Federal Way Transit Center. In between are 24 stations.)

e. Intergovernmental
The Council Analyst is not required to attend Regular Meetings.
MISCELLANEOUS
Councilmember Duffle inquired as to whether the Rapid Ride buses would create additional parking
problems in the City.

Council President Robertson indicated a presentation will be forthcoming in the next couple of weeks
regarding Sound Transit issues. Councilmember Hernandez commented that staff has indicated that
since Rapid Ride has been in operation, there are actually more parking spaces at the Tukwila Station.
Additionally Council President Robertson indicated he participated in a bike ride along the Duwamish
River with Brooke Alford, Tukwila Planning Commissioner and active volunteer Individuals from regional
grant funding agencies also participated in the event, and Ms. Alford did an exemplary job of providing
greater awareness regarding the Duwamish River and the transition zone between salt and fresh water.
Mr. Robertson indicated he would like the performance review for the Council Analyst to be completed
prior to the end of the year, and a process would be forthcoming in the next 2 weeks Mr. Robertson also
indicated he would like to have an informal Council work session on Tuesday, October 19, 2010 to
discuss the budget proposals.
Councilmember Hernandez indicated the Tukwila Government Affairs Committee will be having a
program from Sound Transit at the next meeting. She inquired if her attendance would be problematic
considering some items coming before the Council from Sound Transit are quasi judicial.
Sara Springer, Assistant City Attorney, conveyed that Councilmembers should use their best judgment
and not attend if it is not essential and to remain neutral
Steve Lancaster, City Administrator, explained that he would check on the exact subject matter of the
Government Affairs Committee meeting and relay that information to the Council.
Council President Robertson relayed that 2 issues of concern regarding Sound Transit are noise and
parking.
Mayor Haggerton stated that he supports the informal roundtable on October 19, 2010 suggested by
Council President Robertson. At a recent Association of Washington Cities event, the Mayor was
complimented on the working relationship Tukwila has between the Council and City Administration
particularly during tough economic times The Council has provided clear direction, and he hopes to have
all information to complete the budget by the end of October.
