A pre -move inspection of the house located at 15811 - 9th Ave S, Sea Tac. was conducted by a Tukwila Building Inspector on 3 -6 -2000 . Attached is a list of items that the inspector observed and wrote up. Based on his report it has been determined that the house is suitable to be moved into Tukwila. It should be noted however, that the inspector's report is not meant to be a complete list of items to be corrected. It is meant only to be an overall opinion of the general condition of the structure prior to it being moved. Specific code requirements will be addressed during the plan check process, after you submit a complete Building Permit Application. 2. If you decide to move the building you will be required to apply for and obtain a Building Permit before starting the move. It will expedite the permit process if you show on your application documents how you plan to make any appropriate corrections to existing or potential problems pointed out in the inspector's report. 3. Please be advised that this approval to move the house is good for 30 days from the date of this letter. If a permit application is not received by this office within that 30 day time period the approval to move the house will be automatically revoked. 4. Tukwila Municipal Code Section 16.04.140 states: "In the event a building permit is issued for a relocated building, the fees for building, plumbing, electrical and mechanical permits shall be based upon the total value, of the improved building or structure at its relocated site as estimated by the Building Official." Therefore, the fee for the building permit you must obtain, before moving the building, will be based on the valuation of the building at $62.30 per square foot. Using that valuation, the actual fee will be determined using Table 1 -A, Uniform Building Code, 1997 Edition. A plan review fee will not be required. 5. Tukwila Municipal Code Section 16.04.120 states: "No relocation required by Tukwila Municipal Code 16.04 shall be issued by the Building Department unless the applicant therefore first posts a bond, in a form approved by the City Attorney, executed by the owner of the premises where the building or structure is to be located or demolished as principal, and a surety company authorized to do business in the State as surety. In lieu of a surety bond, the applicant may post a bond executed by the owner as principal and which is secured by a deposit in cash in the amount specified above with a banking or escrow agent acceptable to the City, and conditioned as required in the case of a surety bond; such a bond as so secured is hereafter called a "cash bond" for the purposes of Tukwila Municipal Code 16.04." Based on the paragraph above, a bond must be posted for 110% of the work to be done, which, as a minimum, will include the complete cost of the new foundation plus any anticipated remodel or repair work shown on the plans you submit as part of the application package. BACKGROUND AND PROJECT DESCRIPTION We understand that the proposed new construction will consist of constructing a foundation system on the subject properties to support one -story, wood -frame houses. Based on our site observations, provide our evaluation of the fooring subgrade soil as to its ability to provide firm and uniform support for the proposed buildings. 3, Based on our site observations, provide our evaluation of site drainage, and recommendations to improve site drainage as appropriate. The ground surface across both properties generally slopes downward from west to east at about 5 to 10 degrees (8 to 18 percent grade) and is covered with grass. We understand that the lots were cleared and fill was placed on a portion of the lots. The property is bordered to the north, east and south by existing single - family houses and on the west by 32nd Avenue South. Wet ground conditions were observed in the southeast corner of the southern lot and near the central portion of the northern lot. SUBSURFACE CONDITIONS The subsurface conditions at the site were explored by conducting a geologic reconnaissance and excavating three test pits in the general vicinity of the new houses. The test holes were excavated on September 15, 1999 to depths ranging from 6.5 to 8 feet using a track - mounted excavator. A geotechnical engineer from our firm continuously logged the test holes. Observations of the ground water conditions were made as the test holes were advanced. Refer to the following paragraphs for relative locations and descriptions of soils encountered in the test pit explorations. Test Pit TP -1 was located in the southwestern portion of the North Lot. Test Pit TP -2 was located in the southwestern portion of the South Lot. Test Pit TP -3 was located in the northwestern portion of the North Lot. Soil conditions observed in Test Pit TP -1 consisted of about 4.5 feet of fill consisting of medium dense silty sand with gravel and medium dense coarse gravel. Underlying the fill, Test Pit TP -1 encountered about one foot of soft peat (buried topsoil) underlain by native soil consisting of medium dense silty sand with gravel to the completion depth at about 6.5 feet. Test Pit TP -2 encountered about 4 feet of loose to medium dense silty sand with gravel (fill) underlain by about 1 foot of soft peat (buried topsoil). The buried topsoil was underlain by native soil consisting of medium dense to dense sand to the completion depth of the test pit at about 8 feet. Test Pit TP -3 encountered about 4 feet of loose to medium dense silty sand with gravel (fill) underlain by native soil consisting of medium stiff to stiff silt with sand and thin layers of medium dense to dense sand to the completion depth at about 8 feet. Slow to moderate ground water seepage was observed in Test Pits TP -1 and TP -2 at a depth of 1.5 and 2 feet, respectively. CONCLUSIONS AND RECOMMENDATIONS FOUNDATION SUPPORT Based on our site observations, the on -site fill is not suitable to provide adequate foundation support for the houses. In addition, the fill is underlain by at least one foot of organic soil (buried topsoil) that is compressible under foundation loads. The foundation for the houses must extend through the fill and buried topsoil. We recommend that the foundations for the houses be supported on conventional spread footings founded either on medium dense to dense or stiff native soils, or on a zone of structural fill that extends down to the medium dense to dense or stiff native soils. If used, the zone of structural fill should extend laterally beyond the footing edges a horizontal distance at least equal to its thickness. The structural fill should be compacted to at least 95 percent of the maximum dry density (ASTM D- 1557). The depth of embedment below the lowest adjacent finished grade for all exterior and interior footings should be at least 18 inches and 12 inches, respectively. We recommend a minimum footing width Z of at least 18 inches for continuous wall footings and 24 inches for isolated column footings. For footings designed and constructed according to the above criteria, we recommend an allowable soil bearing pressure w of 2,000 pounds per square foot. This value applies to the total of all dead plus long -term live loads, exclusive of the weight of the footing and any overlying backfill. This value may be increased by one -third v0 when considering wind or seismic loads. vi 0 We expect that many of the footings will be supported on the native soil. Although the native soil J is normally relatively strong in a fresh and undisturbed condition, it is moisture- sensitive and can be co u expected to soften easily when exposed to moisture and foot or machinery traffic. During wet weather, it to O may be necessary to protect the footing excavations against disturbance by using a thin layer of crushed rock E J or lean mix concrete. u. The settlement of footings supported on the medium dense to dense or stiff native soil, or on = d structural fill placed and compacted in accordance with our recommendations, is expected to be less than 1-- w 1 inch. Settlements will occur rapidly as loads are applied and postconstruction settlements should be minor. Z HO Zt`- TEMPORARY DRAINAGE MEASURES Ground water seepage was observed in the test pit explorations and on the surface at the fill and v native soil contact. We understand that a portion of the existing fill will be graded (cuts of up to 5 feet) to provide a level building surface. The contractor should be prepared to deal with ground water seepage and collect subsurface water during grading in this area. PERMANENT DRAINAGE MEASURES o Ill v during grading. Appropriate surface swales, French drains and other facilities should be installed to control F U. ` Z iii v� F General Z It is very important that appropriate permanent drainage measures be provided for the project. In our opinion, these drainage measures should consist of a combination of footing drains and French drains. Also, surface runoff should be adequately handled. Footing Drains Footing drains should be provided for the exterior footings of the houses. These drains should consist of a 4 -inch- diameter rigid, perforated drainpipe installed at the outside base of the perimeter footing. The perforated drainpipe should be embedded in a zone of coarse sand and gravel containing less than 3 percent fines. At appropriate intervals such that water backup does not occur, the drainpipe should be connected to a tightline system leading to a suitable discharge. rs French Drains �> A system of French drains may be designed and installed in landscaped areas to provide drainage. Without this system, these areas may be intermittently saturated during the wet season. The French drain trenches should be at least 24 inches wide. Where possible, the trenches should penetrate through the upper pervious soils and extend into the underlying less permeable soils. It is important that the filter fabric not be placed in a muddy trench to avoid filling the pore spaces with mud and plugging the fabric. All French drains should be composed of a zone of clean free - draining coarse sand and gravel containing less than 3 percent fines. Smooth- walled perforated drainpipe having a minimum diameter of 4 inches should be embedded within this zone of coarse sand and gravel. The drainpipe should be installed with the perforations "down" and should be sloped to drain. At appropriate intervals, the perforated drainpipe should be connected to a tightline leading to the stormwater collection system for the site. Cleanouts should be installed at appropriate intervals. Other Drainage Considerations We recommend that the ground surface be sloped away from building areas to permit drainage away from the foundations. We recommend that all roof drains be connected to a tightline leading to the storm sewer system. This tightline should be independent from the underslab and footing drains. (ICE) made a site visit to observe excavation of footing subgrade for a planned house at 13028 - 32" Avenue South in Tukwila, Washington. ICE previously conducted a geotechnical study of the site (including a second building lot south of the subject lot); the results are presented in our report dated September 16, 1999. This building site is being used for a constructed house that is being moved onto the site. At the time of our site visit, the foundation for the house had been excavated, filter fabric laid down, and crush rock was being dumped and graded. A site sketch is attached showing the configuration of the excavation area. Based on our observations, the soils observed in the excavation are consistent with our observations of test pits conducted in the house area during our September 1999 study. Soils consisted of 2 to 4 feet of fill (loose silty sand with gravel and variable amounts of roots and wood debris underlain by a dark brown to black organic silt with roots (buried topsoil). Underlying the fill and topsoil, we observed silt and silty sand with variable amounts of gravel (native soil). During the site visit we met with Logan of Tab Enterprises. Logan provided information about the preparation of the foundation subgrade. The foundation subgrade for the south portion of the house had been prepared by excavating about six feet of fill and native soil (refer to sketch). The northern portion of the foundation area is an old roadway graded about two feet higher than the southern portion. Filter fabric had been placed on the native soil in the shape of the foundation footprint. A trtnch (one foot deep, four feet wide) was excavated from the center of the eastern portion (the low point) of the foundation footprin and leads in a northeasterly direction away from the lot. The trench was lined in filter fabric; a four -inch pipe was placed in tote center, overlaid by more filter fabric, and back filled with two to four inch "rushed rock. At the time of our visit work was continuing on the construction of the rock pad. We were able to use a''Va -inch diameter steel rod to probe through the in -place two to four inch crushed rock, at the edges, and into the subgrade. Probing indicated that south portion of the foundation was underlain by about 6 to 8 inches of disturbed soil that grades to firm, native soil. Probing of the north portion of the foundation and the drainage trench indicated that north portion of the foundation area is underlain by firm native soil. At 1045 Earl Soushek arrived on site and we briefed him on our observations. Mr. Soushek indicated that he will have at least two feet of two to four inch crushed rock on the southwest corner and over three feet at the northeast corner on co.npletion of grading and compaction. We then observed over two feet of crushed rock added to the southwest corner and heavy equipment operate on the center portion of the of the rock pad. Tukwila Building Inspectors inspection report of the subject house has not been provided. Any special instruction from the Inspector should be noted on the plans. 2. Specific plan details for the houses perimeter connection to the new foundation are not provided. 3. The reconnection of the garage to the house are in a narrative note and does not include a foundation.
