Tukwila Council meetings are audio taped.
HOW TO TESTIFY
If you would like to address the Council, please go to the podium and state your name and address
clearly for the record. Please observe the basic rules of courtesy when speaking and limit your comments
to five minutes. The Council appreciates hearing from citizens, but may not be able to take immediate
action on comments received until they are referred to a Committee or discussed under New Business.
COUNCIL MEETINGS
No Council meetings are scheduled on the fifth Monday of the month unless prior public notification is
given.
Regular Meetings: The Mayor, elected by the people to a four -year term, presides at all Regular Council
meetings held on the first and third Mondays of each month at 7 PM. Official Council action in the form of
formal motions, adopting of resolutions and passing of ordinances can only be taken at Regular Council
meetings.
Committee of the Whole Meetings: Council members are elected for a four -year term. The Council
president is elected by the Council members to preside at all Committee of the Whole meetings for a one-
year term. Committee of the Whole meetings are held the second and fourth Mondays at 7 PM. Issues
discussed are forwarded to the Regular Council meeting for official action.
GENERAL INFORMATION
At each Council meeting citizens are given the opportunity to address the Council on items that are not
included on the agenda during Citizen Comment. Please limit your comments to five minutes.
Special Meetings may be called at any time with proper public notice. Procedures followed are the same
as those used in Regular Council meetings.
Executive Sessions may be called to inform the Council of pending legal action, financial or personnel
matters.
PUBLIC HEARINGS
Public Hearings are required by law before the Council can take action of matters affecting the public
interest such as land -use laws, annexations, rezone requests, public safety issues, etc. Section 2.04.150 of
the Tukwila Municipal Code states the following guidelines for Public Hearings:
1. The proponent shall speak first and is allowed 15 minutes for a presentation.
2. The opponent is then allowed 15 minutes to make a presentation.
3. Each side is then allowed 5 minutes for rebuttal.
4. Citizens who wish to address the Council may speak for 5 minutes each. No one may speak a second
time until everyone wishing to speak has spoken.
5. After each speaker has spoken, the Council may question the speaker. Each speaker can respond to
the question, but may not engage in further debate at this time.
6. After the Public Hearing is closed, the Council may discuss the issue among themselves without
further public testimony. Council action may be taken at this time or postponed to another date.

SUBJECT: Appointments to Boards /Commissions
There are several vacancies on the Boards and Commissions which need to be filled, and
reappointments which were never finalized. You will note that some of these positions were
vacated some time ago, but staffing changes resulted in a delay in processing these
applications. I am asking that you approve the following appointments at the October 18, 2010
Regular meeting:
Human Services Advisory Board:
Position 1 (Health Community). This position is filled by Terra Straight who is requesting to be
re- appointed. Her term would expire 4/30/2013.
Position 2 (School District). This position was vacated by Leonor de Maldonado. Please see
the attached application of Nina Williams who has applied to fill this vacancy. This is a three
year term, expiring April 30, 2013.
Equity and Diversity Commission:
Position 6 (Community or Business). This position is filled by Brenna Arnesen who is
requesting to be re- appointed, and whose term will expire 7/31/2012.
Position 9 (Community). This position is currently filled by Carolyn Barge who is requesting to
be re- appointed, and whose term will expire 7/31/2012.
Position 4 (City Rep.). Please see the attached application of Mary Hulvey who is one of the
City's Code Enforcement Officers in the Dept. of Community Development. Mary would be
filling this position for a two year term, which would expire 7/31/12.
Position 5, (School Reg) was previously filled by Leonard Luna. The Commission is
recommending this position be filled by Mellody Mathes, Assistant Superintendent for the
Tukwila School District, for the term expiring 7/31/2012. Please refer to the attached
application.

Position 8 (School Rep). The Commission has requested this position be filled by Aaron
Dragonov through the remainder of the current term, which expires 7/31/2011. Please refer to
the attached application.
Due to Verna Seal's recent resignation from the Commission, there is one remaining vacancy.
Community Police Advisory Board:
Position 2 (Business). The term of Abdisamad Egan expired 3/31/10. He would like to be re-
appointed. His new term will expire 3/31/2014.
Position 4 (Resident). This position was vacated by Jeri Frangello- Anderson. Please see the
application of Jerry Thornton Sr. who is applying for this position. His term would expire
3/31/2014.
Position 6 (Business). The term of Mike West expired 3/31/2010. He would like to be
,u- appointed. His new term will expire 3/31/2014.
Position 8 (School). The term of Jeffrey Baker ended 3/31/2010. He would like to be
re- appointed. His new term will expire 3/31/2014.
Library Advisory Board:
Position 3 (Citizen) This position is filled by Marie Parrish who would like to be re- appointed.
Her new term would expire 12/31/11.
Position 5 (Citizen). This position is filled by Linda McLeod who would like to be re- appointed.
Her new term would expire 12/31/11.
Lodging Tax Advisory Committee:
Position #8 This position was formerly filled by a representative of the Museum of Flight.
Please see the attached application of Kelly McMeckin who has extensive experience in retail
marketing and tourism.
Parks Commission:
Position 1 (Resident), This position is currently held by Sean Albert, who would like to be
re- appointed. His new term will expire 3/31/2013.

Planning Commission:
Position 2 (Resident), currently held by Margaret Bratcher, recommending re- appointment.
Her new term will expire 3/31/2014.
Position 5 (Resident), currently held by George Malina, recommending re- appointment. His
new term will expire 3/31/2014.
There are several vacancies remaining on various Boards, and the groups are making every
effort to fill any remaining vacancies (see attached matrix).
In the meantime, unless I hear otherwise from members of Council (before October 13, 2010), I
recommend forwarding this to the Regular Meeting on October 18, 2010 for confirmation of
these appointments.

BACKGROUND
The Notice to Proceed for Contract No. 09 -148 with Ro -Con Equipment Specialist, Inc of Black
Diamond, Washington, was issued on September 24, 2009 for construction of the Storm Lift
Station No. 18 Improvements. This project upgraded the pump station by replacing the pump
with two new pumps, replacing the wet well, adding a control structure, and constructing an
electrical control building.
ANALYSIS
Construction was physically completed on June 9, 2010. Nine change orders were issued
during construction Change Order No.1 was for a time extension only. Change Order Nos.
2 through 9 were required to offset existing conditions encountered in the field that needed
to be mitigated for a total of $27,852.69 Under -runs in the amount of ($20,075 66) were
due to the non -use of the total amount allotted in the original contract for crushed surface
base course, property restoration, traffic control labor, and potholing.
The budget for this contract with a 20% contingency was $353,532 00 and the outstanding
retainage amount is $15,119.35.

Staff is requesting Council approval for formal contract acceptance and release of retainage to Ro -Con
Equipment Specialists, Inc., in the amount of $302,387.03 for upgrades to the station including two new
pumps, a replacement wet well, addition of a control structure and an electrical control building.
Nine change orders were issued during this project, including one time extension. Over runs and under
runs resulted in the project coining in slightly less than $8,000 over the contract award; however, the
project was still completed under budget. UNANIMOUS APPROVAL. FORWARD TO OCTOBER
18 REGULAR MEETING CONSENT AGENDA.
B. NPDES Program: Washington State DOE Grant Acceptance
Staff is seeking Council approval to enter into a grant agreement with the Washington State Department
of Ecology (DOE) to accept non competitive grant funds in the amount of $118,112 for the Municipal
Stormwater Capacity Grant.
Grant funding for municipalities was calculated and allocated at $70,000 plus per capita, and no matching
funds are required. Funds must be utilized for implementing the NPDES Program. Staff will utilize /apply
these to conduct a GIS inventory relative to NPDES. UNANIMOUS APPROVAL. FORWARD TO
OCTOBER 25 COW FOR DISCUSSION.
C. City Council Preliminary 2011 -12 Budget Review
The Committee reviewed the 2011 -12 Biennial Budget pages as listed below in preparation of full
Council discussion and review of the budget.
Due to a last minute conflict, the IT budget section will be discussed at the Utilities Committee scheduled
for October 26, 2010.
Shawn Hunstock distributed a replacement page for the City Council (GF- 5 /GF -6); and for Human
Resources (GF- 35/GF -36). The replacement sheet is yellow, and will be given to the remaining four
Councilmembers not in the Committee meeting.

SPONSOR'S The resolution expresses City Council opposition to Initiatives 1100 and 1105, which are

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, EXPRESSING ITS COLLECTIVE POSITION OPPOSING
WASHINGTON STATE INITIATIVES 1100 AND 1105.
WHEREAS, Washington State Initiatives 1100 (I -1100) and 1105 (I -1105) will be on
the November 2, 2010, state election ballot; and
WHEREAS, I -1100 would close the state liquor stores and allow the selling of spirits
in grocery and convenience stores; and
WHEREAS, I -1105 would license private parties to sell or distribute spirits and
revise laws concerning regulation, taxations and government revenues; and
WHEREAS, general fund revenue is benefited from the excise tax and the per capita
distribution of state owned liquor store profits, and
WHEREAS, the general fund revenue received from excise tax and profits directly
affects the governmental and emergency services the City of Tukwila provides to our
citizens; and
'WHEREAS, alcohol has been identified as a contributing factor to crime in the City
of Tukwila and availability of alcohol in grocery stores and convenience stores has the
potential to impact crime rates in the City of Tukwila by increasing availability; and
WHEREAS, prior to adoption of this resolution, the official ballot titles of Initiatives
1100 and 1105 were included on the Council agendas, and the public was afforded
equal opportunity at the meetings for any person to express an opposing view;
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF TUKWILA,
WASHINGTON, HEREBY RESOLVES AS FOLLOWS:
The Tukwila City Council has, by majority vote, hereby express opposition to
Initiatives 1100 and 1105
PASSED BY THE CITY COUNCIL OF THE CITY OF TUKWILA, WASHINGTON, at
a Regular Meeting thereof this day of 2010.
