CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL
Regular Meeting
January 6, 2014 — 7:00 P.M.
Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 6:59 p.m. and Joyce
Trantina from the Mayor's Office sang the National Anthem. Mayor Haggerton then led the audience in
the Pledge of Allegiance.
ROLL CALL
Christy O'Flaherty, City Clerk, called the roll of the Council. Present were Councilmembers Joe Duffie,
Dennis Robertson, Allan Ekberg, Verna Seal, Kathy Hougardy, De'Sean Quinn and Kate Kruller.

SPECIAL PRESENTATIONS
a. Presentation of a plaque to Carol Zuvela by the Civil Service Commission.
Mayor Haggerton presented Carol Zuvela a plaque for her 14 years of service on the Civil Service
Commission. During Ms. Zuvela's tenure she worked with fellow commissioners to review Fire and Police
testing procedures, certify eligibility lists, and make rulings based on appeal hearings. She was known for
providing a measured approach to important issues that included compassionate and thoughtful
responses.
Mayor Haggerton also recognized Civil Service Commissioners Ronald Johnston and Dennis Sivak who
were in attendance in the audience.
The Mayor and Councilmembers thanked and commended Ms. Zuvela for her contributions to the City
through her work on the Civil Service Commission.
b. Oath of Office administered by Mayor Haggerton for Council positions with terms ending
December 31, 2017:
• Verna Seal, Position #1
• Allan Ekberg, Position #3
• Joe Henry Duffie, Position #5
• De'Sean Quinn, Position #7
Mayor Haggerton administered the Oath of Office to Councilmember Verna Seal in Position 1,
Councilmember Allan Ekberg in Position 3, Councilmember Joe Henry Duffie in Position 5, and
Councilmember De'Sean Quinn in Position 7.
The newly elected Councilmembers signed their Oaths of Office.

APPOINTMENTS
a. Confirm the reappointment of Marie Parrish to Position #3 on the Library Advisory Board, with
a term expiring 12/31/15.
MOVED BY SEAL, SECONDED BY HOUGARDY TO CONFIRM THE REAPPOINTMENT OF MARIE
PARRISH TO POSITION #3 ON THE LIBRARY ADVISORY BOARD, WITH A TERM EXPIRING
12/31/15.*
Ms. Parrish indicated she is happy to continue her service and is excited about the new library coming to
the Tukwila Village site.

b. Confirm the reappointment of Linda McLeod to Position #5 on the Library Advisory Board, with
a term expiring 12/31/15.

MCLEOD TO POSITION #5 ON THE LIBRARY ADVISORY BOARD, WITH A TERM EXPIRING

c. Confirm the appointment of Michael Bush to Position #7 on the Lodging Tax Advisory
Committee.

TO POSITION #7 ON THE LODGING TAX ADVISORY COMMITTEE.*
Mr. Bush said he is the Director of Marketing and Public Relations for the Museum of Flight and a long-
time King County resident. He is honored to serve on the Committee.

d. Confirm the appointment of Carol Kolson to Position #9 on the Lodging Tax Advisory
Committee.
MOVED BY HOUGARDY, SECONDED BY ROBERTSON TO CONFIRM THE APPOINTMENT OF
CAROL KOLSON TO POSITION #9 ON THE LODGING TAX ADVISORY COMMITTEE. *
Mayor Haggerton explained that Ms. Kolson is the Executive Director of the Southwest King County
Chamber of Commerce.
*MOTION CARRIED 7 -0.
CITIZEN COMMENTS
Hyojin Whitford, 12217 46th Avenue South, completed a speaker sign -in sheet, and had left the Council
Chambers prior to citizen comments. Christy O'Flaherty, City Clerk, read the comments on
Ms. Whitford's speaker sheet, which requested a lot size reduction from 6,500 square feet to 6,000
square feet.
Mayor Haggerton indicated he had received a similar email on this subject.
Councilmember Kruller expressed the importance of the citizen being contacted about next steps.
Councilmember Robertson said this issue would fall under Zoning Code and Comprehensive Plan
changes, which involve a lengthy process.
David Cline, City Administrator, indicated the citizen would be contacted about this issue.

Dennis Sivak, 4218 South 150th Street, expressed concern regarding parking at the Tukwila Light Rail
station. He noticed they are proposing a permit -only parking system, and he recalls they had committed
to building additional parking if it became necessary at the Tukwila station. He would like to see a parking
area for senior citizens made available at the station. He asked the Council to hold Sound Transit
accountable for commitments made for that station.
The Councilmembers discussed this issue, emphasizing the need for citizens to continue to make their
concerns known and the importance of the City being vigilant in addressing issues with Sound Transit.
The Councilmembers indicated that senior parking was a viable option that should be considered by the
Community Affairs and Parks Committee. They thanked Mr. Sivak for coming forward and indicated he
would be contacted when the item is scheduled on an agenda.
Marie Parrish, 4430 South 150th Street, agreed that parking is a problem at the Light Rail station, with no
parking available after 9:00 a.m. In her discussions with Sound Transit staff at the Light Rail station, the
viewpoint is that once the parking garage is built at 200th Street, it will alleviate issues at the Tukwila
station.

NEW BUSINESS
a. Election of 2014 Council President.

PRESIDENT FOR 2014.*
MOVED BY DUFFIE, SECONDED BY SEAL TO CLOSE THE NOMINATIONS. MOTION CARRIED 7 -0.
*MOTION CARRIED 7 -0, TO ELECT DE'SEAN QUINN AS THE 2014 COUNCIL PRESIDENT.
Councilmember Quinn took his place on the dais as the Council President and thanked the Council for
their support. He looks forward to the continued good work in 2014.
b. A resolution establishing the meeting schedule for City Council Committees.

TITLE ONLY. MOTION CARRIED 7 -0.

ESTABLISHING THE MEETING SCHEDULE FOR CITY COUNCIL COMMITTEES AND
REPEALING RESOLUTION NO. 1787.
MOVED BY QUINN, SECONDED BY HOUGARDY THAT THE PROPOSED RESOLUTION BE
ADOPTED AS READ. MOTION CARRIED 7 -0, TO ADOPT RESOLUTION NUMBER 1811.

REPORTS
a. Mayor
Mayor Haggerton expressed appreciation to the City's front counter staff, as they endure a very busy time
during the holiday season.
The Mayor reported that he has been the primary representative for the Sound Cities Association (SCA)
Public Issues Committee (PIC), and Councilmember Kruller has been the alternate. Mayor Haggerton
has been elected to the Board of Directors and suggested that Ms. Kruller now be the primary
representative to the PIC. The next meeting is this coming Wednesday. At some point, the Council will
need to select an alternate as well. Ms. Kruller agreed with the suggestion to be the primary
representative, and Council consensus existed for Councilmember Kruller to be the primary PIC
representative.
b. City Council
Councilmember Duffie indicated this will be his last term on the City Council.
Councilmember Hougardy thanked City Administration for providing the Cultural Competency Training.
She found it to be valuable and effective.
Councilmember Kruller also expressed appreciation for the Cultural Competency Training. Ms. Kruller
reported that involvement in the TIBAC (Tukwila International Boulevard Action Committee) clean -up
events has increased by way of school principals, superintendents, members of the swimming
community, etc. It is a positive indicator of citizens getting involved in the community.
Additionally, she has been contacted about continuing her role on the King Conservation District Advisory
Committee, which she would like to do. She was also notified that she has been accepted to be on the
NLC (National League of Cities) Transportation Infrastructure and Services Steering Committee. She is
duly honored as there were many Councilmembers from the region who were also seeking this position.
Mayor Haggerton congratulated Councilmember Kruller on this appointment, noting that those positions
are not easy to get.

c. Staff
David Cline, City Administrator, referenced the City Administrator Report in the packet and offered to
answer any questions.
d. City Attorney
There was no report.
e. Intergovernmental
There was no report.
MISCELLANEOUS
Councilmember Robertson said he was contacted by WRIA9 (Water Resource Inventory Area #9)
regarding participation on the management committee that meets 4 times a year. Council consensus
existed for Councilmember Robertson to be the WRIA9 representative and participate on the
management committee.
Laurel Humphrey, Council Analyst, indicated that the Council representation list for local, regional, state
and national committees will be on the agenda of the next Council meeting on January 13.
Mayor Haggerton emphasized the importance of attending the NLC Committee meetings at the
conferences.
Councilmember Seal said she has been on the NLC Youth, Education and Families Council for
approximately 8 years. When the Council made the decision to reduce travel expenses, she stopped
attending the Committee meetings, and she hopes to resume attending those meetings, noting the benefit
of networking with others from across the country.
ANNOUNCEMENT
Mayor Haggerton announced that the Council will now go into Executive Session to discuss:
Potential Property Acquisition — Pursuant to RCW 42.30.110(1)(b)
It will last no more than 60 Minutes, and no decisions will be made during the Executive Session.
When the Council comes out of the Executive Session, no other business will be discussed, and the
Regular Meeting will be adjourned.
7:47 p.m. The Mayor declared a recess to allow the audience to leave the Council Chambers.
