SI'ON sole S City Administration and Tukwila Firefighters Local No. 2088 have reached agreement on a
Su ,MNI,\RY wage freeze for 2011. This will result in Administration recommending that the three
firefighter positions proposed for elimination by the 2011 -2012 Preliminary Budget be
restored. Administration has also agreed to continue discussions with the Union regarding
the costs and benefits of a LEOFF 1 buyout, and notify the Union of the outcome of its
analysis by November 30, 2010.

MEMORANDUM OF UNDERSTANDING
BY AND BETWEEN
CITY OF TUKWILA
AND
TUKWILA FIREFIGHTERS LOCAL NO 2088
WHEREAS, the parties to this memorandum of understanding have a current labor
contracts that expires on December 31, 2011; and
WHEREAS, the local economic and political environment in which the City and Union
met to negotiate the current labor agreement has significantly changed since the
negotiations for the 2009 -11 labor agreement between the parties were concluded; and
WHEREAS, the annual rate of inflation has dropped to less than 0.0% for two
consecutive years compared to the 5.0% 6.0% rate at the time the parties negotiated the
current contract; and
WHEREAS, the City Council must make dramatic reductions to the General Fund
Operating budget due to the unanticipated downturn in the City's revenues; and
WHEREAS, the City is asking the Union for concessions in the cost of employee
compensation due to budget shortfalls associated with the City budget; and
WHEREAS, the City employees who are members of the IAFF Local No. 2088
recognize the impact of these difficulties, and desire to assist the city in preserving
essential services by eliminating layoffs that otherwise would have been necessary in the
2011 -2012 budget;
NOW, THEREFORE, THE CITY ADMINISTRATION AGREES TO THE
FOLLOWING ACTIONS:
1. That the Union agree to amend the teinis of the labor agreement currently in effect
to provide for a Wage Freeze for 2011; and
2. That the City Council will restore to the final budget the three (3) firefighter positions
identified for layoff in the preliminary City budget
3. That the City agrees to continue discussions with the Union regarding the potential
for a LEOFF 1 buyout based upon the outcome of an actuarial cost/benefit analysis and
notify the Union in writing of the outcome of the analysis by November 30, 2010;

4. That if the Union and City Council are not able to agree to the above terms, the City
will comply with the teens of the labor agreement currently in effect and the City
Council will proceed with adoption of the 2011 -2012 budget.
