NOV 0 5 2004 PERMIT CEN In accordance with your request, Earth Consultants, Inc. (ECI) provided geotechnical observations during the construction of the recently completed ecology block wall. ECI previously completed the referenced geotechnical design recommendations for the ecology block wall. The maximum height of the wall is on the order of eight feet. ECI observed suitable bearing soil for support of the ecology block. Suitable backfill, including placement of free draining gravel, was also observed. Based on our observations, the ecology block wall was constructed in accordance with our geotechnical recommendations. Field reports documenting our observations are attached to this final letter. We trust this final letter summarizing our geotechnical observations meets your current needs. If you have any questions, or if additional information is required, please call. Based on our conversation on 3- 24-04, we understand drain placement behind the proposed ecology block wall may not be possible due to the absence of an approved discharge point. In our opinion, the drain can be eliminated, provided installation of the drainage zone as recommended in our design is completed, and provided there are suft'rcient gaps at the Joints between the ecology blocks, such that drainage through the face of the wall can be achieved. In our experience, there are sufficient gaps at the joints between ecology blocks to allow drainage through the face of the well. Therefore, in our opinion, the drain can be eliminated provided the drainage zone behind the ecology biock is constructed as recommended. We trust this infomuation meets the geotechnicai requirements of the design review. If you have any Questions, or if additional information is required, please call. Raymond A. Coglaas, P.E. Di1 ol'ry op '"VILA JA N 4 j 20II y PERIWIrC - rep Subject: Proposed Ecology Block Wall Pacific Highway South Tukwila, Washington Dear Mr. Purewal: In accordance with your request, Earth Consultants, Inc. (ECI) has prepared this letter with geotechnical recommendations for the proposed ecology block wall construction. We understand the ecology block wall will be a maximum of eight (8) feet in height, and will be constructed in front of an existing slope. We understand the base of the ecology block wall will be positioned at the toe of the existing slope, and cuts into the existing slope will not be necessary. The wall batter will be 6V:1 H (Vertical: Horizontal), and the backfill between the back of the wall and the face of the existing slope will consist exclusively of two -inch to four -inch quarry spalls. We understand there will be no building or traffic surcharge loads imposed on the ecology block wall. Surface conditions above and below the wall will flat. Recommendations Based on our review, it is our opinion construction of the proposed ecology block wall is feasible. However, ECI did not perform a subsurface exploration as part of our design. During the early stages of the wall construction, ECI should observe the condition of the existing slope and the keyway excavation for the wall to assess soil and groundwater conditions. If the soil and groundwater conditions are substantially different from the conditions anticipated in this report, supplement geotechnical recommendations for the wall construction will be necessary. An additional site visit should also be made by ECI when the wall construction is nearly completed. Given our understanding of the site conditions and existing slope, it is our opinion the ecology block wall construction will improve the overall stability of the site and existing slope. As mentioned above, we understand cuts into the exiting slope will not be necessary, and the base of the proposed wall will be located at the toe of the existing slope. The backfill between the back of the proposed wall and the face of the existing slope will consist exclusively of two -inch to four -inch quarry spalls. Based on our analysis, the factors -of- safety against overturning and sliding will be in excess of 2.0. This assumes the wall will consist of a single row of blocks with a minimum batter of 6V:1 H. A four -inch diameter drain pipe should be provided along the base of the wall and directed to an appropriate discharge location. Limitations Our recommendations and conclusions are based on our current understanding of the site conditions, and our understanding that ECI will be notified to observe site conditions and the wall keyway excavation. The conclusions and recommendations are professional opinions derived in a manner consistent with that level of care and skill ordinarily exercised by other members of the profession currently practicing under similar conditions in this area. No warranty is expressed or implied. The recommendations submitted in this report are based on limited subsurface information. The soil and groundwater conditions encountered in the wall keyway excavation may be highly variable. As stated above, ECI should be allowed to observe the initial excavation for the wall keyway. If soil and groundwater conditions and the condition of the existing slope vary from those anticipated in this report, ECI should be allowed to reevaluate the recommendations of this report and allowed to modify or verify our recommendations in writing prior to proceeding with the construction. ° R o1r. a SAN `' nvir zoa Pepor covrgr4 Earth Consultants, Inc. z Z .
