Meeting Minutes
November 8, 2010 5:00 p.m.; Conference Room #3
PRESENT
Councilmembers: Joe Duffie, Chair; Joan Hernandez and Verna Seal

CALL TO ORDER: Committee Chair Duffie called the meeting to order at 5:00 p.m.

II. BUSINESS AGENDA
A. City Council Preliminary 2011 -12 Budget Review
On October 25, 2010, the Community Affairs Parks Committee reviewed the budget pages relative to
Foster Golf Links. After further review of future budget projections, staff recommended that the Committee
conduct an additional review.
Attachment G: Golf Enterprise Fund shows a negative cash flow over the upcoming six year period. These
projections do not include an overhead charge for operations and maintenance. The combination of
overhead and debt service (for the clubhouse) generates a negative cash flow in the fund; however,
exclusion of these two charges presents Foster Golf Course in the black.
Committee Member Seal inquired how the Golf Fund is different than the Sewer Fund which is also
showing a negative cash flow for the first four years of the six -year CIP. Staff explained that the Sewer
Enterprise Fund is simultaneously building up reserve that can also be used to balance out the year end cash
flow if needed.
Staff wanted to ensure members of the Community Affairs Parks Committee were aware of the current
status of Foster Golf Links. Staff will spend time over the next year focusing on ways to address this
negative cash flow in the Financial Planning Model.
