MINUTES REGULAR MEETING CALL TO ORDER/PLEDGE OF ALLEGIANCE /ROLL CALL Mayor Haggerton called the Regular Meeting of the Tukwila City Council to order at 7 p m. and led the audience in the Pledge of Allegiance. ROLL CALL Christy O'Flaherty, City Clerk, called the roll of the Council Present were Councilmembers Joe Duffie, Joan Hernandez, Dennis Robertson, Verna Seal, Kathy Hougardy, and De'Sean Quinn MOVED BY DUFFIE, SECONDED BY HERNANDEZ TO EXCUSE COUNCILMEMBER EKBERG FROM THE COUNCIL MEETING. MOTION CARRIED 6 -0. CITY OFFICIALS Jim Haggerton, Mayor; Steve Lancaster, City Administrator; Shelley Kerslake, City Attorney; Shawn Hunstock, Finance Director; Peggy McCarthy, Deputy Finance Director; Bob Giberson, Public Works Director; Mary Miotke, IT Director; Christy O'Flaherty, City Clerk. CITIZEN COMMENTS Joanne McManus, 5610 South 133 Street, recounted a recent event at the Community Center where an elderly woman who uses a walker baked apple pies for all of the participants. She expressed that the senior citizens in Tukwila do a great deal by way of volunteering and saving the City money CONSENT AGENDA a. Approval of Minutes. 10/18/10 (Regular) b. Approval of Vouchers #355902 356026 and #101008 101009 in the amount of $846,089 96 MOVED BY DUFFIE, SECONDED BY HERNANDEZ THAT THE CONSENT AGENDA BE APPROVED AS SUBMITTED. MOTION CARRIED 6 -0. UNFINISHED BUSINESS a. Authorize the Mayor to sign a grant agreement with the Washington State Department of Ecology for the National Pollutant Discharge Elimination System (NPDES) in the amount of $118,112.00. (no City match required) MOVED BY HOUGARDY, SECONDED BY SEAL TO AUTHORIZE THE MAYOR TO SIGN A GRANT AGREEMENT WITH THE WASHINGTON STATE DEPARTMENT OF ECOLOGY FOR THE NATIONAL POLLUTANT DISCHARGE ELIMINATION SYSTEM (NPDES) IN THE AMOUNT OF $118,112.00. MOTION CARRIED 6 -0. b. Authorize the Mayor to sign a contract with KPG, Inc. for design services for the 2011 Overlay Program in the amount of $99,596.67. MOVED BY SEAL, SECONDED BY HERNANDEZ TO AUTHORIZE THE MAYOR TO SIGN A CONTRACT WITH KPG, INC. FOR DESIGN SERVICES FOR THE 2011 OVERLAY PROGRAM IN THE AMOUNT OF $99,596.67. MOTION CARRIED 6 -0. Authorize the Mayor to sign a contract with U.S. Bank for banking services in the amount of $40,121.00, subject to variations based on actual activity levels. MOVED BY QUINN, SECONDED BY HOUGARDY TO AUTHORIZE THE MAYOR TO SIGN A CONTRACT WITH U.S. BANK FOR BANKING SERVICES IN THE AMOUNT OF $40,121.00, SUBJECT TO VARIATIONS BASED ON ACTUAL ACTIVITY LEVELS. MOTION CARRIED 6 -0. REPORTS a. Mayor Mayor Haggerton reported that while there were heavy rains today, there are no significant water related problems, as calls for service were responded to by the Public Works Department within an hour Mayor Haggerton read from an email sent by Steve Rydeen, President, of the International Association of Firefighters (IAFF) Local 2088 (representing Tukwila's firefighters) The email states that the members of IAFF took a vote and accepted the City's proposal for a wage freeze in 2011, if the Council agrees to refund the 3 firefighter positions slated for layoffs. The Mayor expressed appreciation to IAFF for the union's consideration in helping the City face the budget problems. The Mayor reported there will be a Veterans Day Celebration on November 11, 2010 at the Museum of Flight, with lunch at 11:30 a.m. and the ceremony starting at 1:00 p m On October 27, 2010 the Mayor attended the SCORE Jail Administrative Board meeting That same day he attended a program from the Community Center for Education Results where statistics on schools in South King County were presented The Center will focus on orchestrating a collaborative effort between cities and school districts. Many of the statistics for Tukwila were very positive. On October 27, 2010 Mayor Haggerton attended the Cascade Water Alliance Board meeting, where recommendations from the performance audit were discussed, and that same day he attended the Association of Washington Cities (AWC) regional meeting, where the topic was a legislative update b. City Council Councilmember Duffie indicated he would not be attending this year's Veterans Day event in Tukwila as he has an opportunity to speak at a high school in Spokane. Councilmember Hernandez attended the Equity and Diversity Commission meeting on October 27, 2010 that was being held in conjunction with the Community Oriented Policing Citizens' Advisory Board (COPCAB). Councilmember Seal reported on the Transportation Committee meeting of November 1, 2010, where there was discussion on the proposed King County Metro Transit reductions and policy changes Representatives from Sound Transit will be coming to speak to the Council after the first of the year. Councilmember Hougardy attended the October 27, 2010 AWC regional meeting, where the Board discussed major priorities such as delaying unfunded mandates, adoption of new storm water regulations, greater flexibility for use of Real Estate Excise Tax (REET) funds, and changes in the frequency of matters involving the Growth Management Act. Councilmember Quinn acknowledged the vote taken by the firefighters and indicated that while there is more work to be done, this is a significant stride. Intergovernmental The Council Analyst is not required to attend Regular Meetings MISCELLANEOUS Councilmember Duffie indicated that the wet weather has caused many streets to be closed in area cities, and he thanked the Public Works Department for their outstanding work in keeping the streets clean and the drains clear. Councilmember Hougardy has been approached by many citizens at neighborhood events regarding their concern about the situation with the Fire Department. She looks forward to being able to "give a good report" based on the announcement this evening regarding the vote taken by the firefighters.
